Membership
The Committee is authorized fourteen members. Committee strength was at twelve
members at the beginning of calendar year 2012. One member resigned and another new
member joined. The Committee membership stood at twelve members by year's end. A
few "Associate Members" continue to participate as non - voting participants. There was
no regular city representative participating with the Committee. All officers served
commendably throughout their yearly terms.
Resource Management & Control
Resources available to the Committee consist of display items (photographs, documents,
paintings, charts, maps, furniture, etc.) either donated by Schertz citizens or manufactured
by Committee members as well as furniture items purchased by the Committee (City
funds). Items previously accepted on loan from citizens for use in a museum have been
return to the owner(s) since the acceptance of loaned items was considered unmanageable
by the Committee.
Inventory control is maintained through use of a resource listings. The Committee
Chairman and one other Committee member completed a 1.00 percent inventory audit of
the resources in January 2013. The completed inventory is appended as Appendix A.
There are various locations where resource inventory is maintained. Some resources are
stored at the Committee Chairman's residence, while others are on display at the Schertz
Public Library, the Schertz Visitor's Center, the Schertz Area Senior Center and at
Randolph Field Reality Office. Two items (Spinning Wheel and Loom) remain stored at a
personal residence near Johnson City, Texas.
Project Selection and Development
Several projects occupied the Committee's time and efforts. The listing of projects
includes:
• Research, writing and publishing of the book that tells the story of the history of
Comal, Texas. Comal is now an annexed portion of the City of Schertz or its extra
territorial jurisdiction (ETJ). The book titled is: Comal Texas — Community Built
on Faith, Family and Sacrifice.
• Research and writing of ten REMEMBRANCES Special Edition articles featuring the
history of particular area sites and/or persons
• Research and writing of a proposal for Department of the Interior selection of Comal
Settlement for listing as a "Historical District" on the National Listing of Historical
Places
• Preparation and distribution of four quarterly Committee Remembrance Newsletters
• Nomination of eight properties for "landmark" designation with five nominations
being awarded by City Council and three others placed on hold pending UDC and
Committee by -laws amendments
• Sales of the book "Schertz, Texas — The Story of Great Ancestry, Legacy and
Development ". Sales Activity — 29 books sold
• Continued interface with our sister historical society (Riedisheim, France). Schertz
historical promotion activity published in Riedisheim Bulletin for fourth year in a row
• Redefined criteria for "landmark" designations and pursuit of amendment of the
Schertz Unified Development Code (UDC)
• Cemetery Subcommittee has progressed in documenting locations and inventory of
area historic cemeteries as well as restoring markers long since in disrepair
• Cemetery Subcommittee has published cemetery inventory booklets for two historic
cemeteries
• Outreach involvements with community groups (Chamber of Commerce, Schertz
Senior Citizens Society, Old Town Community Network, Comal Settlement
Association, Comal County Historical Commission, Texas Historical Commission,
etc.)
• Organized and guided activities of the Comal Settlement Association to advance
historical preservation awareness efforts in the Comal Settlement area. Includes
historical landmark designations for landmark properties within the Comal community
• Award by the Texas State Historical Commission of historical markers for the
community of Comal and for the Saint Joseph's Cemetery. Dedication ceremony
conducted for the Saint Joseph Cemetery
Fiscal Matters
The Committee's budget cycle is the same as the City of Schertz (October 1st to
September 30th). The Committee's projected budget expense for fiscal year 201.1 -201.2
has been set at $5,1.50.00. The only revenue generator is derived from book sales.
Allocated budget, expenses and revenues for both fiscal year 201.1 -201.2 (to date) and for
calendar year 2011 . (January - December) are as set forth below:

Impact Events
The major impact events that bear on Committee mission accomplishment include the
following:
• Comal Settlement area annexation prompted Committee involvement with the
Comal Settlement Association (CSA) and the Comal County Historical
Commission beginning in 2010 in the effort to identify and designate the
community and its historic properties as landmark resources. That involvement
continued into 2012 . with completion of city and state historic designation efforts.
An application with the Department of Interior (DOI) for placing the community
on the National Register of Historic Places currently rests with the Texas
Historical Commission for initial review before forwarding to DOI.
• The Committee (i.e. the City) still maintains custody of hundreds of individual
artifacts, photos, furniture pieces, etc. that need to be disposed of by some means
agreeable to the City of Schertz. Efforts to pursue disposal of the items will
continue in calendar year 2013. This has been a pending item for nearly two
years.
• The Committee's efforts to have City management produce an amendment to the
Unified Development Code (UDC) that codifies the City's historic designation

program has begun to be addressed by City staff. This has been a pending
project for more than two and one -half years. It is long beyond time for City staff
to take the necessary action to address this matter. Committee inputs have been
developed and submitted to staff on more than one occasion.
Conclusion
The SHPC has had an active and productive year. There was success with publication .
projects that have helped spread the word about Schertz history and heritage to residents
of the community. There were landmark designations made in the early part of the year
but none after May 2012 due to the necessity to reassess the designation program based
on state law and the absence of local codes supporting the program. The Committee is
heartened by recent involvement by City staff (Director of Development) in the local
Code amendment process that is long overdue for completion.
Ceremonies recognizing Saint Joseph's Cemetery and the property at 507 Main. Street
(Mason's Lodge Building) as historic landmarks were conducted with excellent
community participation for both events. The Cemetery Subcommittee continues
development of its inventory of cemetery sites and publications have documented
placements.
The Committee's newsletter ( "Remembrances ") that keeps interested citizens abreast of
happenings within the committee and publication of ten special edition Remembrances
articles focusing on persons and places within the Schertz area have hopefully increased
awareness among a small contingent of Schertz citizens of the City's historic past.
State of Texas historic designation for the community of Comal has been awarded and a
dedication ceremony will occur in the coming year. Schertz City historical designations
have been applied to five different Schertz and Comal Settlement properties. Plaques
and/or banners have been erected at each landmark property site. New and more
substantial heritage neighborhood banners are being procured to correct recurring
replacement issues with the existing banner supply.
