Bueker, presiding; Nell G. Funk, Donald J. Seeba, Walter F. Schneider, Ed L. Sharpe and Gail Hyatt. City Manager Denny L. Arnold and City Secretary June G. Krause. #1 APPROVAL OF MINUTES: A. Mr. Sharpe moved to approve the minutes of the Regular meeting of December 2, 1975 Mrs. Hyatt seconded the motion which carried with the following as presented. vote: AYES: NAYS: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. None Referring to the above mentioned minutes, Mrs. Funk asked Mayor Bueker if he had been in touch with Mr. Borgfeld concerning the appointment of a Schertz citizen to the Industrial Commission. The Mayor said he had and would make the appointment of Mr. Richard Howe on Friday of that week. B. Mr. Schneider moved to accept the minutes of the Joint Meeting with the Planning & Zoning Commission of December 10, 1975 as presented. Mrs. Hyatt seconded the motion which carried with the following vote: AYES: Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None ABSTAINING: Mrs. Funk, as she was not present at that meeting. #2 HEARING OF RESIDENTS: There were no residents wishing to be heard on either agenda or non-agenda items. #3 COMMUNITY FUND MINUTES: Mrs. Funk moved to accept the minutes of the Community Fund Committee of November 20, 1975 as presented. Mr. Seeba seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. Mr. Brewer briefly insurance the City now carries on liability and explained the Mainly,the City Council and employees are only covered for bodily property damage. listed the coverage. i nj ury and The Mayor requested Mr. Brewer to contact various companies and bring back cost figures on punitive damage insurance. #5 TAX BRIEFING: Tax Assessor/Collector Hal Baldwin briefed the Council on the disabled veterans,and survivors of veterans, tax exemptions in accordance with Article 7150 h, VTCS as enacted by the 63rd Legislature of the State of Texas. He went on to explain he had no estimate at this time of the extent of the exemptions. #6 MINUTES AND NEWSLETTER: Mr. Arnold gave the Council production and delivery costs for various methods of newsletter delivery; namely, production cost of $52.31 per month, Valley News delivery (not including folding costs) of 3.5 cents per copy; Post Office delivery of $40.00 per year fee, plus a $20.00 one time charge, then $0.077 per piece; delivery with water bills - first class postage of $.13 per letter; and printed in the Valley News of $1.68 per column inch. However, this last cost was obtained from an office clerk and Mr. Arnold feels this is incorrect and will contact the editor for the exact cost. He will have this information for the next Council meeting on the 6th of January, 1976. #7 BUILDING PURCHASE: Mr. Arnold discussed with the Council the purchase of the metal building on Wuest Street from the Small Business Association. He also had cost estimates from builders for building approximately the same size building on City property near the present Utility yard. Mr. Richardson of the SBA had called Mr. Arnold to see if the Council would consider raising their first bid of $15,100 for this building. After discussion, Mr. Sharpe moved to authorize the City Manager to offer the Small Business Association the sum of $25,000 for the property (being .26 acrest out of G. Malpaz Survey) on Wuest Street and that the City include that amount ).i..'1.) of money in the Community ,Development appl ication priority under item #9 on I' '! Authorized expenditures. Mr. Seeba seconded the motion which carried with the fo 11 owi ng vote: AYES: NAYS: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. None #8 COST OF LIVING INCREASE: Mr. Arnold presented cost-of-living data for Council review as suggested during budget pre- paration. A 5% cost-of-living increase was budgeted for employe~s beginning January 1, 1976; however, it was to be granted only if warranted. The figures presented were based on the Consumer Price Index as published by the Department of Labor and the Department of Commerce. After thorough discussion, Mr. Sharpe moved to establish June, 1975 as a base period from which to base all future cost-of-living increases. At any such time that the Consumer Price Index percentage increases to 3% or greater, it 33() rlt (If(/I I ~-- will be the City Manager's duty to notify the City Council, and present his opinion as to whether or not the City's budget can provide a cost-of-living increase. Mr. Schneider seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None #9 GENERAL DISCUSSION: A. The City Manager presented cost estimate chart for charges for duplicating services at City Hall. The Council were in agreement for the City Manager to use his discretion in setting charges. B. Mr. Arnold also informed the Council that Mr. Hild had inquired about the purchase of the lot the City owns on Exchange Avenue.
