PUBLIC HEARING OF THE CITY COUNCIL
JANUARY 6, 1976
The Schertz City Council held a Public Hearing jointly with the Planning and
Zoning Commission and the Citizens Advisory Committee Tuesday, Janaury 6, 1976
at 7:00 P.M. in the Council Chambers, 401 Oak Street with the following members
present: Mayor Pro-Tem Donald J. Seeba, presiding; Nell G. Funk, Walter F.
Schneider, Ed L. Sharpe and Gail Hyatt. Absent: Mayor Robert C. Bueker.
There were approximately 29 citizens present.
Mayor Pro-Tem Seeba explained the purpose of the Public Hearing was to obtain
citizen input pertaining to City problems for the formulation of 1976 Com-
munity Development application.
Community Development Coordinator Darrell Farr listed the priorities as compiled
at the Public Hearing of December 16, 1975 as follows:
1. Community Activity Center
2. Site Improvements - sidewalks in Westland Park and Village 1 and 2.
3. Site Improvements - Street improvements in Westland Park, Lone Oak and
Rio Vista Subdivisions.
4. Parks - acquisition of parkland
5. Auxillary Fire Station
6. Alleviate Drainage problems
7. Payment of local match for Federal grants.
8. Traffic buttons for bicycle lanes and street marking.
After Council discussion, the priorities were arranged in the order of importance
as follows:
1. Community Activity Center
2. Site Improvements - sidewalks
3. Site Improvements - street improvements
4. Alleviate Drainage problems
5. Parks - acquisition of parkland
6. Auxiliary Fire Station
7. Payment of local match for Federal grants.
8. Traffic buttons for bicycle lanes and street marking
9. Paving of Pfeil Street.
There being no further discussion, Mayor Pro-Tern Seeba declared the Public
Hearing closed at 7:20 P.M.

PUBLIC HEARING OF THE CITY COUNCIL

The Schertz City Council held a joint Public Hearing with the Planning and
Zoning Commission on Tuesday, January 6, 1976 at 7:20 P.M. in the Council
Chambers, 401 Oak Street with the following members present: Mayor Pro-Tern
Donald J. Seeba, presiding; Nell G. Funk, Walter F. Schneider, Ed L. Sharpe
and Gail Hyatt. Absent: Mayor Robert C. Bueker.
There were approximately 29 citizens preseet.
Mayor Pro-Tern Seeba explained the purpose of the Public Hearing was to allow
citizens to appear to express their opinion on the request for a Specif Use
Permit made by the owner (First Baptist Church) of the property located on
Aero Avenue. The legal description being: Lots 11, 12, 13 and 14, Block 43
Aviation Reights Subdivision; 1.0 acre tract of land in the G. Malpaz Survey 221.
Mr. Gilbert Koppin and Associate Pastor Edie were present to represent the
First Baptist Church and answer any questions directed to them.
Mrs. Mirtha Wolfe - 700 Aero Avenue; Mr. Harold Christian - 605 Aero Avenue;
Mr. & Mrs. George Gallo - 608 Mitchell Avenue, all asked questions concerning
location, what type of facility and sidewalk construction. Mr. Kopp;n explained
the building would be to the extreme east side of the property with the portion
to the west being paved parking area and they, of course, would abide by all
the requirements of the City ordinances.
Mr. Arnold explained the Zoning Ordinance does not prohibit the building of
a church facility in a residentially zoned area but requires the owners to
obtain a Specific Use Permit and outlines the procedures for same. They
will have to comply with all regulations outlined in the ordances of the City.
There was no one present who objected to the Specific Use Permit being issued.
Mayor Pro-Tem Seeba declared the Public Hearing closed at 7:36 p.M.
