SPECIAL MEETING OF THE CITY COUNCIL JANUARY 27, 1976 The Schertz City Council convened in Special Session, Tuesday, January 27, 1976 at 7:05 P.M. in the Council Chambers, 401 Oak Street with the following members present: Mayor Robert C. Bueker, presiding; Nell G. Funk, Donald J. Seeba, Walter F. Schneider, Ed L. Sharpe and Gail Hyatt. Also City Manager Denny L. Arnold and City Secretary June G. Krause. #1 Council discussion and consideration of Deer Haven/Oak Forest Subdivisions sewer expenditures. Mayor Bueker opened the discussion by calling attention to a plat of the sewer line and stub-outs for both Fawn Drive and Antler Drive in Deer Haven drawn by City Staff. He also presented computations by the City Engineer of cost breakdown for the stub-out fees. Mr. Gaddis, engineer, had also furnished certified affidavits of three bids he had received verbally for the stub-out connections and a bid list of bids taken in December of 1975 in Laredo for similar work, which included among the eleven bidders the two companies who bid on the Deer Haven work. The computations used to arrive at the $9.00 per linear foot by Howard Stich Company were based on 75% rock and 25% soft excavation. The residents present felt this should correctly be 25% rock and 75% soft excavation. They also felt there should be proof that the citizens in the old part of Schertz paid for their stub-out connections and not just to their property line. After length discussion between Council and citizens, it was agreed the City would have to show irrefutable proof of stub-out policy in the older part of :")47 the City at the time the sewer system was installed. The Deer Haven residents present agreed on a per linear foot cost of $5.42. This item to be finalized at the Regular Meeting of the City Council of February 3, 1976. #2 Council discussion and consideration of street resurfacing in Deer Haven Subdivision. Mrs. Hyatt moved to table Item No.2. carried with the following vote: Mrs. Funk seconded the motion which AYES: NAYS: Mrs. Funk, Mr. Seeba, Mr. Schneider and Mr. Sharpe and Mrs. Hyatt. None After further discussion, Mrs. Hyatt amended her motion to include"Item No.2 to be placed on the agenda for the meeting of February 3, 1976." Mrs. Funk seconded the amendment to the motion which carried with the following vote: AYES: NAYS: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. None #3 Council authority for City Manager to enter into contract to lease/ purchase a computer. Mr. Arnold presented cost estimates for either the purchase, lease/purchase or rental of a Burrough L9300 computer. His recommendation was the Lease/ purchase agreement, as the total first year cost of this plan, including maintenance and software, is a budgeted item. Council discussed the necessity of this purchase versus the manhours saved. Mr. Schneider moved to have the City Manager gather additional information on manhours saved by this purchase and put this item back on the agenda for the February 3, 1976 meeting. Mrs. Funk seconded the motion. Further discussion followed concerning the request at budget preparation time for either an additional employee or the purchase of a more efficient computer. The Mayor called for a vote on the above motion, which carried as follows; AYES: NAYS: Mrs. Funk, Mr. Schneider and Mrs. Hyatt. Mr. Seeba and Mr. Sharpe Mr. Seeba moved the meeting be adjourned at 10:45 P.M.
