PUBLIC HEARING
MARCH 30, 1976
The Schertz City Council and the Planning & Zoning Commission held a Public
Hearing, Tuesday, March 30, 1976 at 7:16 P.M. in the Council Chambers, 401
Oak Street with the following members present: Council - Mayor Robert C.
Bueker, presiding; Nell G. Funk, Donald J. Seeba, Walter F. Schneider, Ed
L. Sharpe and Gail Hyatt. P&Z Members present - Johnny Wise, Chairman,
Ray Stanhope, Dick Howe and Chuck Sharpe.
Mayor Bueker explained the purpose of the Public Hearing was to allow citizens
to appear and be heard on the proposed rezoning of a tract of land for Edgar
Von Scheele and Company from R-2 to R-4. The land is located adjacent to
and just north of the Val Verde Apartments on Live Oak Road. The primary
reason for the request at this time is for an Elderly Housing Unit, for which
the Housing Authority is now taking bids.
Approximately twelve citizens were present as well as Mr. Wright of Edgar Von
Scheele Company and Mr. Madrid, the contractor for the proposed project.
The City Manager said that letters were sent to the eight citizens who lived
or owned property within the 300 feet of the proposed site for rezoning.
During the discussion, the main points of concern by the citizens were the
concentration of R-4 zoning in one area; how the elderly citizens were to get
to the business areas and the fact that they felt another R-4 project would
devaluate their properjy.
Mr. Arnold pointed out that this was just one of the proposed sites for the
elderly housing and that if this property is rezoned R-4, anything in that
category could be built there.
Mr. Madrid, who had bid on the project, explained his plans for the elderly
housing project.
Mrs. Hyatt had to leave for another meeting at 8:00 P.M.
It was explained to the citizens present that the next step in the rezoning
process would be a Planning & Zoning Commission meeting to formulate their
recommendations to the Council. This meeting was set for April 7, 1976 at
7:30 P.M. in the Council Chambers, 401 Oak Street.
Mr. Seeba moved to continue with the process of rezoning and pass on to the
Planning & Zoning Commission for their recommendations to give back to the Council.
Mr. Sharpe seconded the motion which carried with the following vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider and Mr. Sharpe
NAYS: None
The following listed citizens were not in favor of the rezoning:

John Pellegren - 709 Brooks Avenue
John Gardner - 800 Brooks Avenue
Mr. Seeba thanked the citizens for showing interest in the City's activities
and reminded them of the many volunteer committees of the City; asking for
them to consider becoming a member of one of the groups.
There being no further discussion, the Public Hearing was declared closed at
8:40 P.M. by Mayor Bueker.
