REGULAR SESSION OF THE CITY COUNCIL
JULY 20, 1976
The Schertz City Council convened in Regular Session Tuesday, July 20, 1976
at 7:00 P.M. in the Council Chambers, 401 Oak Street with the following
members present: Mayor Robert C. Bueker, presiding; Councilmembers Donald
J. Seeba, Ed L. Sharpe and Gail Hyatt, City Manager Denny L. Arnold, City
Engineer Howard W. Gaddis. Absent: Councilmembers Walter F. Schneider and
Richard L. Howe; City Secretary June G. Krause.
#1 APPROVAL OF MINUTES: Mr. Sharpe requested the minutes of the Regular
Meeting of July 6, 1976 be amended to include
the following: Agenda Item #7 C - add the following sentence. "Mr. Sharpe
does not see the need for separate sewer rate category for the school district
and feels they should be considered as commercial."
Mr. Seeba requested the typographical error in Agenda Item #9 be corrected to
"Mayor Pro Tem".
Mrs. Hyatt moved the minutes of the Regular Meeting of July 6, 1976 be approved
as corrected. Mr. Seeba seconded the motion which carried with the following
vote:
AYES: Mr. Seeba, Mr. Sharpe and Mrs. Hyatt.
NAYS: None
#2 HEARING OF RESIDENTS: There were no residents to be heard.
#3 PLANNING & ZONING MINUTES: The minutes of the Regular Meeting of
the Planning and Zoning Commission of
July 14, 1976 were not submitted for approval.
#4 BID OPENING: Mayor Bueker opened and read bids on the "Water System
Improvements - Buffa 10 Va 11 ey South 11 proj ect as follows:

G. P. Falbo, Inc., San Antonio $65,049 120 days
A.J. McKenzie, Inc., San Antonio $69,232.50 120 Days

Utilities Consolidated, S.A. $80,725 120 days

Mr. Gaddis was requested to verify all bids and return later in the meeting with
hi s results.
#5 PAY PLAN ADJUSTMENTS BRIEFING: Mr. Arnold briefed the Council in
general on work done to date on the
Personnel System. Mr. Royce Robeson, Personnel Board Member, further briefed

the Council on changes to the Merit System, proposed Longevity System and
separation of Department Heads from classification categories of other
employees. Mr. Ralph Lipps, Personnel Board Member, was also present.
Council advised Staff and Personnel Board to proceed with work based on
proposed plan and that Council will review proposals during budget review.
#6 ORDINANCE: The Mayor introduced the hereinafter set forth ordinance
which has been read and considered at the last regular
meeting of the City Council on the 6th day of July, 1976. It was determined
that the City Secretary had caused a short synopsis of said proposed ordinance
to be published in the official City newspaper after its consideration at
the last regular meeting of the City Council and prior to this meeting.
Whereupon said ordinance was discussed and further considered by the Council.
Thereupon it was moved by Mr. Sharpe and seconded by Mrs. Hyatt that said
ordinance be finally passed and adopted. The Mayor put the motion to a vote of
the members of the City Council and the ordinance was finally passed and adopted
by the following vote:
AYES: Mr. Seeba, Mr. Sharpe and Mrs. Hyatt.
NAYS: None
ORDINANCE NO. 76-T-5
AN ORDINANCE APPOINTING A BOARD OF EQUALIZATION FOR
THE CITY OF SCHERTZ, TEXAS AND FIXING THE TIME FOR
THE MEETING OF SUCH BOARD.
#7 COMMUNITY ACTIVITY CENTER: Mr. Darrell Farr, Community Development
Coordinator, briefed the Council on his
efforts to date to find land for a Community Activity Center location. General
discussion was held on various ideas. Father Carolan of Good Shepherd Catholic
Church will address the Council later in the evening.
#8 BICENTENNIAL JUBILEE: Mrs. Hyatt presented the July 4th Jubilee
budget to the Council. Mayor Bueker presented
awards of appreciation to the following members of the Committee for their
efforts toward making this 1st Jubilee such a success: Earl Johnson, Judy Meek,
David Langford, Toni Previtera, Buddy and Caroline Wallace and Eugene McCabe.
#4 BID OPENING Continued: Mr. Gaddis gave his recommendation to the City
Council concerning the bids just opened on the
Water Improvements to the Buffalo Valley South project.
Mr. Sharpe moved to award the bid on the Water Improvements System, Buffalo
Valley South project to R & R Construction Company of Schertz in the amount of
$56,965, based on the recommendation of the City Engineer. Mr. Seeba seconded
the motion which carried with the following vote:
AYES: Mr. Seeba, Mr. Sharpe and Mrs. Hyatt.
NAYS: None

Mayor Bueker asked Mr. Gaddis if the street plan will eliminate drainage
problems in front of businesses on FM 78. Mr. Gaddis said "No", not without
special planning which he will do with the Highway Department. Council
agreed to the necessity of a good drainage out of that area.
#7 COMMUNITY ACTIVITY CENTER Continued: Father Carolan briefed the
Council on Good Shepherd
Church1s plans and desires to build a building on their land adjoining their
church. They have 10 acres of land and would propose consideration be given
to the Church and City combining efforts of land and monies available for a
building. Council agreed to pursue study of this offer.
#9 GENERAL DISCUSSION: A. Mrs. Hyatt proposed an Employee picnic,
perhaps in October. After discussion, the
City Manager was asked to select a Sunday in October and begin plans accordingly.
B. Mrs. Hyatt also suggested the staff contact Mrs. Thulemeyer to have the
bushes behind her house on Exchange Avenue cut to allow cars leaving the
Schertz Bank clearer vision.
C. Mr. Seeba thinks the Pizza Hut is not set back far enough from FM 78.
He finds the Zoning Ordinance is not definitive enough concerning set-back
of businesses.
D. Council discussed the possibility of the Schertz Business Club representing
the City in area of new business promotion. Mayor Bueker and Mrs. Hyatt will
attend the next Business Club meeting with this proposal.
#10 ADJOURNMENT: Mrs. Hyatt moved the meeting be adjourned at 9:15 P.M.
Mr. Seeba seconded the motion which carried unanimously.
