11-12-1974 173 SPECIAL SESSION OF THE CITY COUNrIL NOVEMBER 12, 1974 The Schertz City Council convened in Special Session with the Citizens Advisory ClJu.uu.ittee and the Planning & Zoning Commission Tuesday, November 12, 1974 at 7:10 P.M. in the Council Chambers, 401 Oak Street, with the following Council members present: Mayor Robert C. Bueker, Mrs. Nell G. Funk, Mr. Donald J. Seeba, Robert E. Schwartz, and Mrs.Bbbbie L. Koch. Absent: Tom Koole. CAC members present: Chairman R. Strange, F. Quesada, M. Fontenot, Mrs. Blackburn, M. Jolly, R. Bullock, R. Strain, and F. Deater. P&Z members presnet: Chairman J. Wise, E. Sawyer, C. Sharp and R. Howe, and S. Car~y. #1 COMMUNITY DEVELOPMENT ACT OF 1974: City Manager Denny L. Arnold gave an introduction to the 1974 Housing and Community Development Act, giving a brief history of the federal Department of HUD programs in Schertz and the reasons for enactment of aD. Each citizen present was given a packet of Citizen Participation (C/p) infor- mation and it was stressed that citizen participation is a vital part of the CD application. Larry Burnside, Administrative Assistant, gave a slide presen- tation pointing out the eligible activities under this program, after which there followed a question and answer period. #2 CCMA SEWER SYSTEM: Mayor Bueker read a letter he had received from Esmereldo Tamez, who lives in Rittimann addition, asking why his neighborhood could not be included in the CCMA project. It not only is in the CCMA project area but also is in the City of Schertz extra- territorial jurisdiction. Mayor Bueker explained the problems involved under existing law to incorporate Rittimann Addition into the regional concept. He had written a letter to CCMA requesting they consider including Rittimann Addition in the CCMA collection system, which met with Council approval. #3 GENERAL DISCUSSION: Mr. Arnold requested Council's wishes regarding the City re- pairing undedicated streets in Oak Forest Subdivision. He has had several phone calls from residents as well as the developer, Coy Simmons, stating Mr. Simmons will not repair the streets and as tax payers, they feel the City should do the re- pairs. Council agreed to have Mr. Arnold obtain a release from Mr. Simmons to repair the streets and then have City crews do the work.
