MINUTES
SCHERTZ CITY COUNCIL AND
PLANNING AND ZONING COMMISSION JOINT MEETING
MAY 29, 2007
The Schertz City Council and Planning and Zoning Commission met for a joint meeting
on May 29, 2007 at 6:45 p.m. in the Municipal Complex Chamber Workshop Room.
Mayor Hal Baldwin, presiding, Mayor Pro Tern Jim Fowler, Councilmembers David
Scagliola, John Trayhan, Tony Wilenchik and Michael Carpenter. Planning and Zoning
Commissions members present were David Richmond, Chairman, Roberta Tutschke, Ken
Greenwald, Bill Sommers and Clovis Haddock.
#1 CALL TO ORDER (City of Schertz City Council and Planning and Zoning
Commission).
Mayor Baldwin called the meeting to order at 7:05 p.m.
#2 PRESENTATION and discussion by the San Antonio River Authority on
Wastewater Utilities, Flood Maps and Bexar County Flood Control Capital
Projects.
Steve Ramsey, Engineer with San Antonio River Authority, presented a PowerPoint
presentation updating the Council on the wastewater service area, updates to the FEMA
floodplain maps for Bexar County and Bexar Regional Watershed Management project.
The City of Schertz is a participant in the watershed management project.
#3 PRESENTATION and discussion on the revision of the Planning and Zoning
Unified Development Code by Mitchell Planning Group.
Ed Theriot with Mitchell Planning Group said there are planned space meetings with the
staff to identify the problems that have been received and to get input from them on the
Unified Development Code revision. There had been a number of complaints received
from the end users that will be incorporated in the process. They will collect the data
from the survey that will be given to the Planning and Zoning and Staff There are 3
broad categories of substantial revision: major structural, clerical revisions (formatting
and spelling) corrections and policy related recommendations. The data will be collected
into a diagnostic report for presentation to the public, Planning and Zoning Commission
and the City Council for discussion and direction. This is a 6 to 7 month project. Mr.
Theriot commended the staff on their cooperation.
Councilmember Trayhan stressed the importance of receiving the input from end users
and would like to see their comments.

#4 Discussion and possible action regarding coordination between the City Council
and the Planning and Zoning Commission, including but not limited to matters
relating to communication; development goals and concerns; short-term, mid-
term, and long-range planning; and other matters.
Mayor Baldwin reconvened the meeting at 7:55 p.m.
Mr. Truitt, Director of Development Services gave an update on the zoning for the north,
south and central area of the City. It would be completed in 2 to 3 months. There will be
neighborhood meetings planned with the property owners to discuss their concerns, since
the Unified Development Code is being revised.
Mr. Richmond, Planning and Zoning Chairman said zoning is high priority and principal
concern for the Planning and Zoning Commission especially in the northern and southern
areas ofthe City.
Some of the issues discussed were that commercial developers meet with the residents on
proposed projects to receive and answer their concerns on proposed projects, Planning
and Zoning Commission understand what they can approve and disapprove for a site plan
and preliminary plat, possibly re-define the requirements for parks in new residential
subdivisions and tree mitigation, look at lot size and lower density and slowly change the
look of the City without deterring or restricting residential development.
Mayor Baldwin asked the Planning &Zoning Commission to concentrate on annexing the
property east ofFM 1518 to Cibolo Creek to the city limits. Mr. Truitt said they were in
the process now of annexing part of FM 1518 and Schaefer Road.
