01-07-1975 190 REGULAR MEETING OF THE CITY COUNCIL JANUARY 7, 1975 The Schertz City Council convened in Regular Session, Tuesday, January 7, 1974 at 7:10 P.M. in the Council Chambers, 401 Oak Street, with the following members present: Mayor Robert C. Bueker, presiding; Mrs. Nell G. Funk, Donald J. Seeba, Tom Koole and Robert E. Schwartz. Absent: Mrs. Bobbie L. Koch. Also Present were City Manager Denny L. Arnold, City Secretary June G. Krause, City Attorney Richard W. Harris and City Engin- eer, Howard W. Gaddis. Ifl APPROVAL OF MINUTES: A. Mrs. Funk moved the minutes of the Public Hearing of November 26, 1974 be approved as presented. Mr. Schwartz seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Koole and Mr. Schwartz NAYS: None B. Mr. Seeba moved to approve the minutes of the Public Hear- ing of December 3, 1974 on Community Development. Mrs. Funk seconded the motion which carried with the following ~te: AYES: Mrs. Funk, Mr. Seeba, Mr. Koole and Mr. Schwartz. NAYS: None C. Mr. Schwartz requested the minutes of the Public Hearing of December 3, 1974 on annexation be corrected to show that he was present at that meeting. Mr. Seeba moved the minutes of the Public Hearing of December 3, 1974 on annexation be approved as corrected. Mrs. Funk seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Koole and Mr. Schwartz. NAYS: None D. Mr. Seeba moved to approve the minutes of the Regular Meeting of December 3, 1974 as presented. Mrs. Funk seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Koo1e and Mr. Schwartz. NAYS: None. E. Mr. Seeba moved to accept the minutes of the Special Meet- ing of December 23, 1974 as presented. Mrs. Funk seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Koole and Mr. Schwartz. NAYS: None. #2 HEARING OF RESIDENTS: A. Mr. Chuck Peifer, 156 Cloverleaf Drive, asked when the City Council is going to review the sewer rates. He feels the Council should not wait until mid-year budget review. Mr. Peifer also wanted to know if a surplus of money occurred because of the high sewer rates, what would the surplus Ifll be used for - would it be returned to the citizens in lower sewer rates? Mr. Arnold explained the sewer rates were approved on anticipated need only. If Mr. Peifer would stop by City Hall, he would be shown all the income and expenses for the sewer department for October and November. B. Mr. M.G. Willman, 310 Mitchell Avenue, asked the Council when they would be publishing the newsletter as promised. Mr. Arnold informed him the newsletter would be presented to the Council for approval at the Workshop Meeting of Janaury 14. #3 CERTIFICATION PRESENTATION: Mayor Bueker presented certificates to the Police Department employees as follows: Chief Schoonover received one from the School of Police Supervision and an Intermediate Certificate of the Law Enforce- ment Commission for 30 weeks of schooling plus 8 years civil law enforcement. Investigator Marin received a certificate for the 40 hour Basic Management Course. Sergeant DeLaZerda received a certificate for the 40 hour Basic Management Course. Patrolman Woods received a certificate for Basic Law Enforcement Course. #4 CAC MINUTES: A. Mrs. Funk moved to accept the minutes of the CAC Public Hearing of November 21, 1974 as presented. Mr. Seeba seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Koole, Mr. Schwartz. NAYS: None. B. Mr. Schwartz moved to accept the minutes of the CAC Regular Meeting of November 21, 1974 as presented. Mrs. Funk seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Koole and Mr. Schwartz. NAYS: None C. Mrs. Funk moved to accept the minutes of the Regular Meeting of the CAC of December 12, 1974 as presented. Mr. Schwartz seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Koole and Mr. Schwartz NAYS: None. If5 CCMA SALARIES: Mr. Jesse Graham, General Manager of Cibolo Creek Municipal Authority appeared before the Council. He said he had heard the Council was displeased with the recent increases the Board of CCMA granted their t:auployees and wanted to discuss the subject. The main point the Council had to make is that when the CCMA 192 ~ \/\ r16 ~' (\ , . f).' \ j ) / budget was presented to the Council, there was no prOV1S1on for raises in it. In fact the Council was told there would not be any raises and now they have been granted. Mr. Graham said that since CCMA has a surplus now, the Board gave these cost-of-living increases and he is going to pre- sent to his board plans for reducing the budget. The .raises will involve less that $6,000 per year. He urged the Council to attend CCMA meetings especially the one on January 8, 1975. Mayor Bueker requested to skip to item #11 General Discussion while Mr. Graham was present. At the request of Council, Mr. Graham explained the size, location, present and future use of the sewer line from the Lift Station just west of FM 3009 to the Doby Middle School. #6 EMERGENCY EMPLOYMENT ACT FUNDING: After discussion of various posi- tions necessary, Mr. Seeba moved to use the available EEA funds and apply for the CV1111lluuity Development Coordinator position. Mrs. Funk seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Koole and Mr. Schwartz. NAYS: None. In SOUTH DRAINAGE DITCH: Mr. Schwartz moved authori- zation be given to Mr. Howard Gaddis, City Engineer, to advertise for bids for construction of the South Drainage Ditch. Mrs. Funk seconded the motion which carried ~th the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Koole. NAYS: Mr. Schwartz. If8 BOND SALE AUTHORIZATION: Mr. Arnold explained that Mr. Anderlitch, Financial to be present because of Council at the February 2, schedules for selling un- Advisor to the City, was unable illness but would meet with the 1975 meeting to present several issued bonds. As some of the bonds to be sold are designated for drainage work, Mr. Earl Johnson, Street and Park Superintendent, presented a map showing all the large and small drainage problems in the City and the approximate cost to correct them. #9 SENIOR CITIZEN PROGRAM: The City Manager briefed the Council on the Senior Citizen Program, stating that at this time all the City will be doing is sponsoring the program, furnishing a meeting place and perhaps coffee. / Mr. S eeba moved the Council grant approval for the imple- mentation of a Senior Citizen Program in the City of Schertz. Mr. Schwartz seconded the motion which carried with the fol- iU3 lowing vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Koole and Mr. Schwartz. NAYS: None. #10 FM 78: Police Chief Schoonover addressed the Council concerning the traffic lights and congestion at the west end of the Cibolo Creek Bridge. He stated that the numerous accidents on the bridge, are causing a manpower drain on his department and requested the Council do everything possible to interest the governmental agencies involved to start getting something done to alleviate this problem. "" if11 GENERAL DISCUSSION: Mrs. Funk moved to prohibit t/-' ,I/!..) the sale or consumption of alcoholic beverages in the City Parks for "BVYA Day" April 26, 1975. Mr. Seeba seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Koole and Mr. Schwartz NAYS: None. Mr. Seeba asked the City Manager to ascertain if the entrance sign at Lone Oak Subdivision has been dedicated to the City so that it can be replaced or repaired. Mayor Bueker said the Garden Club has requested permission to beautify this entrance and he was confident the residents of Lone Oak would be receptive to donating toward this end. 1f12 PREVIOUSLY TABLED SUBJECTS: No new information of these subjects. 1f13 ADJOURNMENT: Mr. Koole moved the meeting be adjourned at 10:23 P.M.
