Thursday, February 6, 2020 5:30 P.M.
The Transportation Safety Advisory Commission (TSAC) convened for a meeting on February 6,
2020 at 5:30 p.m. in the Hal Baldwin Municipal Complex Council Chambers, Building #4, 1400
Schertz Parkway, Schertz, Texas 78154.

HEARING OF RESIDENTS
There were no residents signed up to address the Commission for this meeting.
1. Minutes: Consideration and /or action regarding the approval of the minutes of the November
7, 2019 Meeting.
A motion was made by Commissioner Richard Dziewit to approve the minutes of the
November 7, 2019 Meeting. Second by Commissioner Chuck Cornelisse. Motion passed.
Vote was unanimous.
2. Greenridge No Parking Removal: Engineering staff reminded the Commission that a few
years back staff had asked TSAC to recommend putting in a No Parking area due to drainage
issues and emergency gate issues. Council agreed and the No Parking became valid. Since
the City has fixed the drainage issues, staff recommended that the No Parking be removed.

A motion was made by Commissioner John Sullivan to recommend to Council that the No
Parking be removed. Second by Commissioner Richard Dziewit. Motion passed. Vote was
unanimous.
3. FM2252 Railroad Crossing No Parking: Union Pacific approached TxDOT and then the
City asking for some help regarding a parking issue they are facing with large trucks at the
railroad crossings. They are requesting we add No Parking Zones 150 feet from the crossing
on FM2252.
A motion was made by Commissioner Richard Dziewit to recommend to Council that the No
Parking be added 150 feet from the railroad crossing on FM2252. Second by Commissioner
John Sullivan. Motion passed. Vote was unanimous.
4. Bicycle Sub - Committee: Commissioner Sullivan addressed the Commission and asked that
TSAC review the current bicycle riding ordinance within the City and even more specifically at
safe passing and other bicycle riding safety issues. Commissioner Heyward also suggested that
we take a look at the "Give Me three Feet" idea used in other communities. Mr. James stated
that staff would be willing to provide some support if, in fact, the Commission decided to put
together a sub - committee as long as those involved understood that it would be a true working
committee with limited resources from the City staff. The committee would need to remain at a
total of 4 people or less in order to not run into a quorum issue when meeting. Once the
committee feels like they have a solid platform to present to staff then staff can support the
recommendation to Council to amend the current ordinance the City has in effect today.
5. Staff Comments: City staff gave the following updates:
• Doug Letbetter stated that CPS will attend a meeting in the near future to give the
Commission an update on what their current maintenance schedule is and the issues
regarding the lights running down IH -35.
• Doug Letbetter gave an update on the radar message signs and states that certain speed
studies were redone and now that data needs to be reviewed.
• Staff updated the commission with a past concern regarding the trimming of branches and
that it is the responsibility of the HOA. There was also a concern brought up regarding a
tree root coming up through the sidewalk and this too is the responsibility of the HOA.
• Suzanne Williams stated that there will not be a crosswalk on Schertz Parkway, at Ashley
Place, due to speed limit issues, lighting concerns, and other determinations. However,
there is a crosswalk located up just a block from there at Schertz Parkway and Woodland
Oaks.
• Officer Arriaga gave an update stating that there are now three certified officers within the
Traffic Enforcement Unit. The City is currently looking at software, printers, signature
pads, etc. and will keep us updated as the program progresses.
• Officer Arriaga gave updates regarding Silvertree, stating he did not see any parking
violations while patrolling the area and found that the issues from the past now seem to be
manageable. We have not received any complaints including noise. Streets Department
went out and repainted the No Parking curbs red with white lettering.
• Council -on- the -Go will be held on February 181h, 6:30PM, Fire Station #3 located on
Lower Seguin Rd.
• TxDOT will attend next meeting to address signalization and signage issues at FM3009 &
IH35 as well as Schertz Parkway & IH35.

6. Future Agenda Items Requests and/or Comments by Commissioners:
• Commissioner Heyward asked about the speed sign close to the roundabout inside Riata.
States he feels as if it may be causing people to be reckless and take it as more of a
challenge. Staff will assess.
• Commissioner Sullivan would like the City to look at the possibility of some Walkable
Community options. His goal would be for the City to make our streets safe for everyone
and not just cars. John will send a link for staff to share with the Commission, which
includes an interactive map showing pedestrian fatalities.
7. Adjournment: Motion made by Commissioner Brandon Bristow to adjourn the meeting.
Second by Commissioner Roy Ragsdale. Motion passed. Vote was unanimous. Meeting
adjourned at 6:34 PM.
