The Transportation Safety Advisory Commission (TSAC) convened for a meeting on March 5, 2020 at 5:30 p.m. in the Hal Baldwin Municipal Complex Council Chambers, Building #4, 1400 Schertz Parkway, Schertz, Texas 78154. TSAC Commissioners Present: Bish, Stephen Bowers, Bill Bristow, Brandon Heasley, Tyler Heyward, Ferrando Moody, Mark Ragsdale, Roy Ryson, Paul Sullivan, John Staff Present: Albert Arriaga, Traffic Safety Division Brian James, Assistant City Manager Charles Kelm, Assistant City Manager Doug Letbetter, Public Works Manager Kathy Woodlee, City Engineer Mark Browne, City Manager Suzanne Williams, Public Works Director CALL TO ORDER AT 5:35pm by Chairman Stephen Bish ROLL CALL HEARING OF RESIDENTS There were no residents signed up to address the Commission for this meeting. 1. Minutes: Consideration and/or action regarding the approval of the minutes of the Febraury 6, 2020 Meeting. A motion was made by Commissioner Paul Ryson to approve the minutes of the February 6, 2020 Meeting. Second by Commissioner Bill Bowers. Motion passed. Vote was unanimous. 2. TxDOT Presentation: Dale Peka from TxDOT gave a thorough presentation on current TxDOT updates in many different areas of responsibility. The information included the fact that November 7, 2000 was the last day that there were zero deaths on Texas roads. As of today, there are approximately 3600 deaths a year. TxDOT reviews every fatal crash and has found that 90% are due to the 3 sisters: 1- Distraction 2- Impairment 3 -No Seatbelt. The organization is big on educating the communities with their favorite saying, "Help Us Help You!" Once the City's population reaches 50K the City resumes responsibility for all TxDOT road street light signals, with the exception of the frontage roads. TxDOT currently 3 -5 -2020 Minutes has 8 maintenance workers to cover 12 counties, 800+ traffic lights, 150 school zones, 375 railroad flashing beacons, and 40 low water crossings. TxDOT is currently installing new technology called ATMS software that will allow them to be able to see and observe what is going on out in the field and wait for a few issues to arise on signals instead of driving 90 miles for one issue at a time. This will be a great time saver and an extender for their maintenance resources that are currently overstrained. The state currently has 900 elected officials in 12 counties over 25 districts. The ultimate message is that we all need to be part of the solution concerning safety on Texas roadways, hence the initiative #endthestreaktx. 3. FM1103 Speed Limit: Staff brought up discussion regarding speed limit on FM1103. Suggestion made to request to Council to change construction zone speed limit from 45mph to 40mph. A motion was made by Commissioner Mark Moody to recommend to Council that the speed limit be changed from 45mph to 40mph throughout the construction zone on FM1103. Second by Commissioner Ferrando Heyward. Motion passed. Vote was unanimous. 4. Bicycle Sub - Committee: Going forward the Bicycle Sub - Committee will plan to meet after each regularly scheduled TSAC Meeting until they reach their goal of addressing the necessary areas of concern with the current ordinance in place. They will then plan to meet back with TSAC to suggest changes in order to better serve our community. To date, interested commissioners for this opportunity are Mr. Heyward, Mr. Ryson, Mr. Sullivan, Mr. Bristow, Mr. Bish, and Ms. Heasley. 5. Staff Comments: City staff gave the following updates: • Officer Arriaga gave update on FM482 — January to today there have been 50 calls for service, 28 citations, 12 warnings. • Officer Arriaga introduced Officer Hernandez who is working with our new 18- wheeler program. Other agencies are being very helpful. We are set to meet with the courts next week to make sure we match up with the federal mandates in the program. We have already conducted multiple inspections and have already put one vehicle out of operation. 6. Future Agenda Items Requests and/or Comments by Commissioners: • No future agenda items at this time. 7. Adjournment: Motion made by Commissioner Roy Ragsdale to adjourn the meeting.
