The Transportation Safety Advisory Commission (TSAC) convened for a meeting on November 5,
2020 at 5:30 p.m. in the Civic Center Bluebonnet Hall, Building #5, 1400 Schertz Parkway, Schertz,
Texas 78154.

HEARING OF RESIDENTS
Ms. Holli Stein, Hitch Rd., requested that a crosswalk be installed on Schertz Parkway at Kramer
Parkway, stating that she believes the surrounding crosswalks located at both Pecan Drive and East
Live Oak Road seem to be a bit far for people to get to in order to cross Schertz Parkway and that
she has witnessed multiple children and adults alike cross at the strip center without a crosswalk and
it appears extremely dangerous. She would like for the City to consider the installation of a new
crosswalk somewhere between Sebastian Apartment Complex and Kramer Parkway.
1. Minutes: Consideration and /or action regarding the approval of the minutes of the March 5,
2020 Meeting.
A motion was made by Commissioner Paul Ryson to approve the minutes of the March 5,
2020 Meeting. Second by Commissioner Ferrando Heyward. Motion passed. Vote was
unanimous.
2. Volunteer Appreciation Presentation: Gayle Wilkinson, City Secretary's Office, provided
a thank you gift to all Commissioners for their help in keeping the City of Schertz streets as
safe as possible and for their continued commitment to the Commission.

3. AACOG Presentation: Dwayne Evans gave PowerPoint presentation to include an
overview of the program's performance from September 1, 2019 — August 1, 2020. The
organization states it is choosing to stay conservative with its numbers due to Covid -19 and
adds that there has been a large drop in numbers during 2020 due to the target population that
chooses not to participate during this time. Another obstacle for the organization has been the
rise in costs due to the need for the extra PPE to keep drivers and participants safe.
Requesting that the City match 2020 funding of $42,555.00. Upcoming goals are to be able
to connect the existing service to Seguin and New Braunfels.
4. Stop Sign Policy Presentation: Mr. James reintroduced the original idea of how the stop
sign policy came about approximately 2 years ago and the ongoing issues that continue to
arise. With the help of PowerPoint slides, Mr. James walked through the policy, process, and
ordinance, and the appeals process as well. Staff will plan to return with the final pieces for a
call for action, as they are ready. Final decisions regarding stop signs will ultimately be at the
Engineer's discretion.
5. Bicycle Sub - Committee: The Bicycle Sub - Committee has been working hard on the draft
version and should have most of the document finished up during tonight's meeting.
6. Staff Comments: City staff gave the following updates:
• Discussed a number of traffic speed studies including Randolph, Oak Run, and Fair
Haven.
• Discussed a speed complaint on Grove Park.
• Discussed two crosswalk requests, one on Schertz Parkway and one on Savanah Drive.
7. Future Agenda Items Requests and/or Comments by Commissioners:
• Commissioner Sullivan would like to possibly look at participating in the Walkable
Community initiative that usually takes place in, or around, April.
• Commissioner Sullivan is requesting that PD present on the City's recent fatal crash
information and statistics.
8. Adjournment: Motion made by Commissioner Ferrando Heyward to adjourn the meeting.
Second by Commissioner Roy Ragsdale. Motion passed. Vote was unanimous. Meeting
adjourned at 6:40 PM.
