Bueker, presiding; Mrs. Nell G. Funk, Donald J. Seeba Tom Koole and Mrs. Bobbie L. Koch. City Manager Denny L. Arnold and City Secre- tary June G. Krause and City Engineer Howard Gaddis. #1 ORDINANCE: Mayor Bueker read the results of the Election of April 5, as presented by the Judge. After careful consideration by the Council, the Mayor introduced the following ordinance which was read in full by the Mayor. Mrs. Koch moved that said ordinance be considered by the Council as an emergency measure, which motion was seconded by Mrs. Funk. Whereupon said motion was fully discussed and considered. The Mayor put the motion to consider said ordinance as an emergency measure to the members of the City Council and said motion was approved and adopted by the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Koole and Mrs. Koch. NAYS: None The Mayor then introduced the hereinafter set forth ordinance as an emergency measure. Thereupon it was moved by Mrs. Koch and seconded by Mrs. Funk that said ordinance be finally passed and adopted. The Mayor put the motion to a vote of the members of the City Council and the ordinance was finally passed and adopted by the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Koole and Mrs. Koch. NAYS: None AN ORDINANCE BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE CITY COUNCIL ELECTION HELD IN SAID CITY ON THE 5TH DAY OF APRIL, 1975, AND DECLARING AN EMERGENCY. #2 NEW COUNCIL MEMBERS: Mayor Bueker gave the Oath of Office to the newly elected Councilmembers. After congratulating the new members of the Council and words of appreciation given to the outgoing members, the newly elected members took their seats as follows: Place 3 - Walter F. Schneider; Place 4 - Ed. L. Sharpe; and Place 5 - Gail Hyatt. #3 SWIMMING POOL: Mr. Lawrence Hans, swimming pool design expert, again appeared before the Council to receive Council and citizen input as to the needs and desires of the Community. 237 There were approximately 10 citizens from Randolph Field, Universal City and Schertz who expressed their wishes as to design of the pool facilities. #4 LAND DEVELOPMENT: Mayor Bueker requested to table this item as the developer of the land in question was not present. #5 CHANGE ORDER NO.1: Engineer Howard Gaddis asked for Council consi- deration of approving Change Order No. 1 to Mission Contractors for lower of the 10" water line along Highway 78, to facilitate the construction of the south drainage ditch. Mrs. Funk moved to approve Change Order No.1 to Mission Contractors for the I-I-?!: lowering of 10" water line in the amount of $2300.00. Mr. Schneider seconded W the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None #6 HOMECRAFT WATER CONTRACT: Mr. Gaddis presented cost figures on the construction of the water line, tank etc. for Homecraft Subdivision in order to arrive at rates for the sale of water to the subdivision. Council discussed different proposals to present to Homecraft. There followed a general discussion of such items as Civil Defense Warning signals, summer recreation program, testing of City water and proposed House Bill 1921 concerning City annexation. Mr. Seeba moved the meeting be adjourned at 12:23 P.M. Mrs. Hyatt seconded the motion which carried with a unanimous vote.
