04-09-1975 23k PUBLIC HEARING The Schertz City Council and the Planning and Zoning Commission held a Public Hearing April 9, 1975, 7:30 P.M. in the Council Chambers, 401 Oak Street, with the following members present: City Council - Mrs. Nell G. Funk, Walter F. Schneider, Ed L. Sharpe, and Mrs. Gail Hyatt, as well as City Manager Denny L. Arnold and City Secretary June G. Krause. Absent were Mayor Robert C. Bueker and Donald J. Seeba. Planning & Zoning Com- mission members present were: Chairman Johnny Wise, Secretary Earl Sawyer Dick Howe, Sam L. Carey and Ray Stanhope. Absent: Chuck Sharp and Chuck Pei fer. P&Z Chairman Johnny Wise opened the Public Hearing at 7:57 P.M. Mr. Arnold explained the Public Hearing was being held to hear all evidence relative to the rezoning request by Mr. Roy Ruiz to change the zoning of his property, being the North 147 feet of a 2101 x 1051 lot out of the G. Ma1paz Survey, from a R-2 single family district to R-4 Multi-family dwelling District. After hearing from the citizens, the Planning and Zoning Commission is re- quired to meet within 10 days to vote on the request and pass their recom- mendations on to the Council; who, if the rezoning is recommended, will adopt an ordinance to that effect. If the request is denied, another request cannot come before the Commission again for one year. Mr. and Mrs. J.J. Ritchie and Mr. Clarence Bailey asked questions concening the }voe of construction. a1ticioated renters and oarkinq accomodations. Mr. Ruiz exo1ained that when he bouqht the orooertv. it was zoned mu1ti- fami1v district and the zoninq has since been chanqed. He does not intend to cater to low-income fami1ies~ however. as his olans call for one bedroom aoartments. the fami1v size will of necessitv limited to a couo1e or a couo1e with one small child. If ad.ioininq orooertv owners desire. he would be willing to put up a privacy fence. , 1 Mr. Alfred L. Landry of 415 First Street, was the only citizen present to voice an objection to the zone change, stating he bought his property because it was a single-family district and was not in favor of changing to an apartment .zoning.
