07-29-1975 2t)1 SPECIAL MEETING OF THE CITY COUNCIL JULY 29, 1975 The Schertz City Council convened in Special Session, Tuesday, July 29, 1975 at 7:07 P.M. in the Council Chambers, 401 Oak Street. with the following mem- bers present: Mayor Robert C. Bueker. presiding; Nell G. Funk. Donald J. Seeba. Walter F. Schneider. Ed L. Sharpe and Gail Hyatt. Also City Manager Denny L. Arnold and City Secretary June G. Krause. #1 PORTABLE SEWER PLANT FOR INDUSTRIAL AREA. Mayor Bueker explained that a developer plans to build a plant in the Industrial Park area but outside the Schertz City limits; and has asked if the City will pay for the sewer line to the plant. The main concern of the City at this time is to set policy for this and future requests. After consideration by the Council. it was their decision this line should be the developer's cost. Mr. Arnold briefed the Council concerning a request he had from a developer who had purchased a portion of the Heberer tract on Nacogdoches Road. The deed by which the City purchased the Nacogdoches Road well site states the City will furnish water to this property whether for individual or subdivision purposes regardless of whether or not it is outside the Schertz City limits. Mr. Arnold explained he had sent copies of this deed to both the City Attorney and City Engineer for engineering cost estimates and legal opinions as to whose respon- sibility it is to pay for the cost of the line off of our main transmission line. Mayor Bueker recessed the meeting at 7:25 P.M. in order to hold a Public Hearing. PUBLIC HEARING OF THE CITY COUNCIL JULY 29.1975 The Schertz City Council held a Public Hearing. Tuesday. July 29. 1975 at 7:25 P.M. in the Council Chambers. 401 Oak Street. with the following members present: Mayor Robert C. Bueker. presiding; Nell G. Funk. Donald J. Seeba. Walter F. Schneider. Ed L. Sharpe and Gail Hyatt. The purpose of the Public Hearing was to hear all evidence relative to the proposed annexation of 83.51 acres of land out of Guadalupe and Comal Counties by the City of Schertz. There were no citizens present to voice opinions on the annexation. After a brief discussion by the Council. Mayor Bueker declared the Publ ic Hear- ing closed at 7:27 P.M. The Special Session was reconvened at 7:27 P.M. by Mayor Bueker. . 282 #2 BUDGET REVIEW: City Manager Denny Arnold presented his proposed 1975-76 City Budget to the Council along with a Budget Analysis and Budget Alteration possibilities, after which Council reviewed a portion of the budget, primarily revenues. On a motion by Mrs. Hyatt, seconded by Mrs. Funk, the meeting ad- journed with a unanimous vote at 10:47 P.M. Bueker, presiding; Nell G. Funk, Donald J. Seeba, Walter F. Schneider, Ed L. Sharpe and Gail Hyatt. City Manager Denny L. Arnold and City Secretary June G. Krause. #1 BUDGET REVIEW: Council continued with their review of the 1975-76 proposed City Budget.
