PUBLIC HEARING OF THE CITY COUNCIL
SEPTEMBER 9, 1975
The Schertz City Council held a Public Hearing Tuesday, September 9, 1975
7:00 P.M. in the Council Chambers, 401 Oak Street with the following members
present: Mayor Robert C. Bueker, presiding; Nell G. Funk, Donald J. Seeba,
Walter F. Schneider, Ed L. Sharpe and Gail Hyatt. City Manager Denny L.
Arnold, City Secretary June G. Krause, Engineer Howard Gaddis and Community
Development Coordinator Darrell Farr.
Mayor Bueker explained the purpose of the Public Hearing was to receive
citizen input relative to the proposed rehabilitation of the Buffalo Valley
South project (South side of Schertz and Beck Street). He went on to explain
the Council was aware of the many problems during construction and hoped to
be able to avert some of the problems by this meeting.
Mr. Gaddis said there were three main purposes to this project; namely (1)
to get the proper fire protection by new and larger water lines (2) Drainage
and (3) Paving. It was explained the plans he was presenting were just
tentative drawings that would be finalized after receiving the wishes of the
residents of the area.
At this time, the citizens (approximately 40 were present) divided into groups
to more closely study the drawings for their particular area or street.
Mayor Bueker, after calling the meeting back to order, went over the project
area street by street receiving citizen input and answering questions as
each street was mentioned.
The Public Hearing was declared closed at 8:30 PM by Mayor Bueker.

The Schertz City Council convened in Special Session, Tuesday, September 9, 1975
at 8:38 PM in the Council Chambers, 401 Oak Street with the following members
present: Mayor Robert C. Bueker, presiding; Nell G. Funk, Donald J. Seeba,
Walter F. Schneider, Ed L. Sharpe and Gail Hyatt. City Manager Denny L. Arnold
and City Secretary June G. Krause.
#1 Council awarding of bid on 1975-76 Insurance Program.
Mr. Arnold recommended the Council accept the low bid from Muehl &
Koebig Insurance Agency as submitted with the exception of the Inland Marine

Mr. Schneider moved to accept the low bid of Muehl & Koebig Ins. Agency
amount of $10,579.15 to include coverage of the heavy equipment but not
Mrs. Funk seconded the motion which carried with the following vote:
AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt.
NAYS: None
#2 Discussion of sale of Urban Renewal Property.
The City Manager explained the location of the three parcels of land in
question and asked Council IS desires as to disposition - should the land be
advertised for sale at this time or not. The City has received offers on two
of the parcels.
Mayor Bueker suggested holding the parcel closest to the Elderly Housing Project
to perhaps be used as a garden for them.
After discussion, it was Council concensus to not advertise these parcels at this
time but the City Manager could bring all unsolicited offers before the Council
for consideration as they are received.
#3 Presentation of tax roll. This item was tabled until the meeting of
September 16, 1975.
GENERAL DISCUSSION:
A. Mrs. Hyatt questioned the fact that old cars are parked at the rea~ of the
Fire Department property and in back of the Police Station. After being informed
the cars on the Fire Dept. property are used for training and the Police Dept.
cars were ones that were picked up in violation of ordinances, Mrs. Hyatt said
it really was not logical that private citizens could not have old cars on their
property but the City does.
Mayor Bueker suggested the City consider fencing in an area for the cars and
asked the Chief of Police to furnish the Council with size information.
B. Mr. Arnold apprised the Council that AACOG has approved the employment of
the applicant for the Police Department under the Title II funding.
C. Mayor Bueker told the Council that the concrete needed for the slab for
the SAFES and Fire Department building has been completely donated.
D. There was general discussion on whether or not the Council wanted to reopen
the subject of the City's participation in a Solid Waste Regional Study. Mr.
Schneider said he would like to stand with the original negative decision. Mrs.
Funk suggested it would be to the City's advantage to participate in this study
with Mr. Sharpe stating he feels it would require a higher population density
area to be feasible.
E. Mr. Arnold briefed the Council on a meeting at AACOG he and Hal Baldwin
attended, the primary item of discussion being a pmodu1ance for SAFES.

F. Mr. Schneider asked what has been done toward the updating of the contracts
for water with Cibo10 and Schaefer Road Rural Water District. Mr. Arnold
said he has had one of the interns go through both contracts and list all the
things needing updating. He will be meeting informally with representatives
of both water districts before bringing this subject before the Council.
There being no further business to come before the Council at this time, on a
motion by Mr. Schneider, seconded by Mrs. Hyatt, the Mayor declared the meeting
adjourned at 9:45 PM.

The Schertz City Council held a Public Hearing Tuesday, September 16, 1975,
at 7:04 P.M. in the Council Chambers, 401 Oak Street, with the following
members present: Mayor Robert C. Bueker, presiding; Walter F. Schneider,
Ed L. Sharpe and Gail Hyatt. Absent: Nell G. Funk and Donald J. Seeba.
Mayor Bueker explained the purpose of the Public Hearing was to allow citizens
to appear and be heard on the proposed Budget and Program of Work of the City
for the Fiscal Year 1975-76.
There were no citizens wishing to discuss any part of the budget.
Council had no further questions concerning this proposed budget.
Mayor Bueker declared the Public Hearing closed at 7:07 P.M.
