09-23-1975 312 SPECIAL SESSION OF THE CITY COUNCIL SEPTEMBER 23, 1975 The Schertz City Council convened in Special Session Tuesday, September 23, 1975 at 7:05 P.M. in the Council Chambers, 401 Oak Street with the following members present: Mayor Robert C. Bueker, presiding; Nell G. Funk, Donald J. Seeba, Walter F. Schneider, Ed L. Sharpe and Gail Hyatt. Also present City Manager Denny L. Arnold and City Secretary, June G. Krause. / \,~l? \v #1 RESOLUTION: Mayor Bueker introduced a resolution setting per diem rates and travel policy. Mr. Sharpe called attention to the fact that the third word of Section V. A. (2) should correctly be changed to "approved" and not "approval" as shown. There followed a short discussion of the proposed resolution. Mr. Sharpe moved to adopt the resolution with the change as noted. Mr. Seeba seconded the motion which carried with the following vote: AYES: Mrs. Funk, Mr. Seeba, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None RESOLUTION NO. 75-R-18 ESTABLISHING ADMINISTRATIVE POLICY AND ADMINISTRATIVE REGULATIONS PERTAINING TO TRAVEL, TRAINING AND/OR CON- FERENCE EXPENSES FOR CITY EMPLOYEES, CITY COUNCIL MEMBERS AND MEMBERS OF VARIOUS CITIZEN'S ADVISORY BOARDS AND COMMISSIONS. #2 GENERAL DISCUSSION: (1) Council discussed the functions of the Citizens Advisory Committee as there seemed to be some controversy as to their proper activities. Mayor Bueker suggested this item be tabled until the CAC could be notified to be present. Mr. Arnold briefed the Council on a meeting he had with the Chairman of the Committee, Dorothye Bolin, in which she said the committee wanted to work closely with the Council and Manager. (2) Mayor Bueker read a letter from Mr. William Rinehart asking the City to establish a Senior Citizen Center and suggesting one certain building for that purpose. After discussion, Mayor Bueker suggested the Council explore the possibility of there being space in the next addition to the Senior Citizen Housing Project for this purpose. (3) The Mayor briefed the Council on a phone conversation he had with a repre- sentative of the owner of the Sportsman Cafe building. Mrs. Schneider said she had received notice of condemnation or renovation listing dates for vaca- ting the building as September 25 and demolition as December 25, 1975. Mayor Bueker felt this was too short a time span and the tenant and owner were not given sufficient information for this stern an action. Mr. Arnold said he felt the Mayor did not have all the facts and he would gather all the facts pertaining to this condemnation notice and report back to the Council. Seeba, presiding; Nell G. Funk, Walter F. Schneider, Ed L. Sharpe and Gail Hyatt. Absent: Mayor Robert C. Bueker. City Manager Denny L. Arnold and City Secretary June G. Krause also present. #1 APPROVAL OF MINUTES: A. Mrs. Funk moved to approve the minutes of the Public Hearing of September 16, 1975 Mr. Schneider seconded the motion which carried with the following as presented. vote: AYES: NAYS: Mrs. Funk, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. None B. Mrs. Hyatt moved to accept the minutes of the Regular Meeting of September 16, 1975 as presented. Mr. Seeba requested his name be corrected in the attendance portion of the Public Hearing of September 23, 1975. Mr. Schneider moved to accept the minutes of the Public Hearing of September 23, 1975 as corrected. Mrs. Hyatt seconded the motion which carried with the follow- ing vote: AYES: Mrs. Funk, Mr. Schneider, Mr. Sharpe and Mrs. Hyatt. NAYS: None
