SPECIAL SESSION OF THE CITY COUNCIL
JANUARY 29, 1974
The City Council of the City of Schertz, Texas met in
Special Session in the Council Chambers, Tuesday, January 29,
1974, at 7:00 P.M. with the following members present: Mayor
Robert C. Bueker, presiding; Pro-Tem Schwartz, Mrs. Koch,
Mr. Koo1e, Mrs. Funk and Mr. Sandifer.
Mayor Bueker briefed the Council as to the purpose of the
meeting, stating Mr. Byam of HUD asked him to call the meeting
to discuss and act on the two Urban Renewal issues of Parkland
and Streets.
#1 Urban Renewal Parkland acceptance: Mr. Byam, repre-
senting HUD,
addressed the Council as to their position concerning the
parkland. He stated there are two ways the City cou1d~et
the park developed. (1) If the existing building is used as
a Recreational Center, that will turn the park into a "Neigh-
borhood Park" - which encompasses an area greater than the
project area. (2) If the building is used for non-recreational
purposes, the park will be classified as a "Project Park".
Under (1) the parkland will be dedicated but all improvements
will have to be the responsibility of the City. However, under
(2) there are funds available within the project agency that
can 1;>e used to develop the park. Council decision will be "Do
you want a finished park or not'!" .
Mr. Schwartz asked if the use can be changed at a later date
and Mr. Byam stated the City would have to go back to HUD
with the changes which he felt would be approved if the re-
quest was a reasonable one.
Mrs. Funk asked if the existing building could be used as a
Park Supervisor's office under the "Project Park". i.v~r. Byam
felt it could if the Supervisor actually works on the park
equipment that would be stored in the building.
Mr. Charles Cross, UR Agency Engineer, explained the original
park plans, showing bike trails, picnic tables, pavillion etc
for an estimated cost of $45,000.
The Council, City Engineer, Park Superintendent were asked to
bring their ideas for a park to the next meeting before a plan
is accepted.
Mrs. Koch moved to accept the "Project Park" with the stipu- IJ:
lation the Council would work expeditiously to finalize park (, " ,
plans. Mr. Sandifer seconded the motion with all members
voting aye.
#2 ACCEPTANCE OF URBAN RENEWAL STREETS AND UTILITIES:
Mayor Bueker read a letter from Mr. Howard Gaddis, City
Engineer, siting fifteen (15) areas of extreme puddling,
calling attention also to the lack of drainage on Live Oak
Road just north of Main Street. Mr. Gaddis also called the

Council's attention to an extremely bad area - Pfeil
Street from the Elementary School to the drain. In an
additional letter from Mr. Gaddis, he called attention
to a section of pavement at the intersection of Main
Street and Aviation Blvd. which was insufficient; and
some fire hydrant bases encompassed with concrete that
still have not been removed, which was called to the
attention of a UR representative some time ago.
Mr. Patterson, Utility Superintendent, also submitted
a letter concerning the concrete around the bases of
the fire hydrants.
Mr. Cross and Mr. Walter Schertz, Director of the local
UR Agency, both agreed all the areas in question with the
exception of the Live Oak Road Drainage which is caused
by problems outside the project area, will be corrected
as soon as possible.
Mr. Schwartz moved to accept the Urban Renewal Streets
and Utilities with the understanding that areas outlined
by the City Engineer be corrected. Mr. Sandifer seconded
the motion with all members voting aye.
Mrs. Koch moved to accept Ordinance No. 74-U-l:
ACCEPTING DEED OF DEDICATION FROM URBAN
RENEWAL AGENCY OF THE CITY OF SCHERTZ,
OF STREETS, ALLEYS AND OTHER RIGHTS-OF-WAY
LOCATED WITHIN-BUFFALO VALLEY NORTH PROJECT
TEX. R-112.
Mrs. Funk seconded the motion with all members voting aye.
Mrs. Funk moved the meeting be adjourned at 8:45 P.M.
Mr. Sandifer seconded the motion with all members voting
aye.
