SPECIAL MEETING OF THE CITY COUNCIL
FEBRUARY 12, 1974
The City Council convened in Special Session in
the Council Chambers on Tuesday, February 12, 1974,
at 7:05 P.M. with the following members present:
Mayor Robert C. Bueker, presiding; Mr. Schwartz,
Mrs. Funk and Mr. Koole. Absent: Mrs. Koch and
Mr. Sandifer.
Mayor Bueker explained there was just the one item on
the agenda to be discussed and acted upon; an ordinance
calling an election for the purpose of determining
whether a tract or parcel of land containing 230.56
acres shall be annexed by the City of Schertz, Texas.
He then read Ordinance No. 74-A-5 as follows:
AN ORDINANCE BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS ORDERING THAT AN ELECTION
SHALL BE HELD ON THE DAY OF
1974 FOR THE PURPOSE OF SUBMITTING TO THE
QUALIFIED ELECTORS RESIDING WITHIN CERTAIN
LAND OR TERRITORY CONTAINING 230.560 ACRES
ADJOINING THE CITY OF SCHERTZ, TEXAS, FOR
THEIR ACTION THEREUPON A PROPOSITION CONCERN-
ING AND RELATING TO THE ANNEXATION OF SAID
LAND OR TERRITORY BY THE CITY OF SCHERTZ,
TEXAS; APPOINTING THE ELECTION OFFICERS;
PRESCRIBING THE FORM OF THE BALLOT; PROVID-
ING FOR NOTICE OF SAID ELECTION; AND ENACTING
OTHER PROVISIONS INCIDENT AND RELATING TO THE
PURPOSE OF THE ORDINANCE.
Mayor Bueker explained, with the use of a plat, this land
includes Mobile Villa Estates, Jesse James Trailer Court
and various individually owned land in between, along the
south side and including the right-of-way on the north
side of IH 35.
Mrs. Funk asked if Mayor Bueker would mind answering
two personal questions.
1. "Do you have any funds invested in either mobile
home parks in question?" Mayor Bueker replied that he
did not nor has he ever owned property in that area.
At one time, there was some talk of several parties
going in on some property up there but it never did
materialize.
2. "Since being Mayor, have you at any time tried to
enter into a contract on any land behind Mobile Villa
Estates?" Mayor Bueker replied that he had talked with
the man, who lives in the second trailer, two years ago
and they were just discussing the possibility of pur-
chasing this land but there were never any overtures
made other than talk.

Mr. Koole asked Mrs. Funk if she had or ever had any monies
invested in land in this same area. She replied that she
did not.

Mr. Mansfield, a member of the audience, asked if the
area in question backs up to Deer Haven and if so, will it
cause zoning problems with a mobile home park backing a
subdivision. Mayor Bueker I explained there is an open
space between the two about the width of four lots. There
would have to be privacy fence or buffer zone between a
subdivision and a mobile h@me park.
There are approximately 92 families in the area to be
annexed; and since the ele~tion has to be held within the
area to be annexed, it wasidecided to request permission
to hold the election in the Game Room of the Jesse James
Lounge.
Mrs. Funk moved to adopt Ordinance No. 74-A-5 calling for
an election for March 2, 1~74 on the annexation of 230.56
acre tract of land. Mr. K~ole seconded the motion with
all members voting aye.
