The Animal Care Advisory Committee of the City of Schertz, Texas held a regular
meeting on February 3, 2021 at 6:00 p.m. in the Hal Baldwin Municipal Complex Civic
Center, 1400 Schertz Parkway, Schertz, Texas. The following members were present:

CALL TO ORDER AT: 6:00 pm by Asst. Chief Bane

HEARING OF RESIDENTS: No residents present.
1. Minutes: Consideration and /or action regarding the approval of the minutes of the
regular meeting of February 3, 2020.
A motion was made by Council Woman Scott to approve the minutes of
November 4, 2020. Dr. Knowlton seconded the motion. Motion passed. Vote was
unanimous.
2. Introduce Staff /Pending Staff Transitions- Lt. Halbardier introduced staff of Schertz
Animal Shelter. Megan Lagunas, Stephanie Ramirez, Nikki Hansen, Aly Harvego,
Bernice Phillips and Noelle Monserrate
3. Introduce Members of Committee and their roles -Asst. Chief Bane went over items
3 and 4 and went over the charter and roles of our committee. Under the Health and
Safety Code Section 823, the state requires a board and under this board we have to
have veterinarian and we have Dr. Brooke Knowlton. Assistant City Manager Charles
Kelm serves as the municipal official. Shelter Manager Megan Lagunas is the member
whose duties include daily operations at the shelter and Michelle Helgren serves as our

representative from an animal welfare organization. Asst. Chief Bane spoke about the
documentation of our state inspections and the information that has to be kept up with,
and what we have for the board and decisions that are made from the board.

• No customer complaints since last update
• Community concerns, Wildlife in yard, dead animals on roadway, stray
cats, dog bites, dogs at large and Coyotes
h. Media
• The shelter continues to utilize social media and the shelter website to
advertise animals new to the shelter.
• We continue to utilize social media to advertise our community adoption
events and search for animal fosters.
• The shelter continues to utilize the "Pet Finder" for all adoptable animals
at the shelter.
i. State Inspection
• On December 15, 2020, state inspectors came in for their annual surprise
inspection of the animal shelter and document review. Schertz Animal
Services received a perfect score and were complimented on the condition
of the shelter by the state inspectors
j. Staff Development- We continue to focus on staff development in areas such as
• Report writing
• Animal Cruelty Investigation
• Writing Seizure Warrants
• Animal Restraint and Handling
• Medical Evaluations
• Animal Intake Procedures
6. New Vehicle -Lt. Halbardier spoke about our last new truck which was bought in 2019
and about the specifications on the truck such as the specialized box, the winch and is
fully loaded. Asst. Chief Bane also talked about the cameras on the vehicle and the
technology that has been added.

7. Intake trends -Lt. Halbardier spoke in regards to the busier season coming up which
is typically April and May, that's when the kittens and pups come up and then
population drops again in November and December. Talked about how our population
fluctuates. Asst. Chief Bane also talked about our busier season last year.
8. 2021 Goals -Lt. Halbardier gave a list of upcoming goals including continuing staff
training and the upcoming fencing project. Cat kennels are also on the list as they would
like to get more of the terrarium type kennels as it is easier to feature the animals and
easier to clean.
9. HVAC Review /Project Update -Scott McClelland- Mr. Kelm filled everyone in on
the current status of the HVAC project. They are still in litigation and the original
contractorsibuilders will be coming through the second week of February and re-
evaluate. We will be putting out for bid to replace the air conditioning and it is going
to be a long process. Continued on explaining the portable A/C's we will be bringing
in and explaining a little more on the construction process it will take to re -do the
system.
10. Announcements by the Assistant City Manager: Stated he would like to start looking
at paint schemes for this next fiscal year. Also spoke about exhaust and cat kennels and
the new adoption trailer. Lastly he said thank you to the employees of the shelter.

meeting would be the 1St week in May.
