PZ 11-17-2021 MinutesPLANNING AND ZONING MINUTES November 17, 2021 The Schertz Planning and Zoning Commission convened on November 17, 2021 at 6:00 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. Present: Glen Outlaw, Chairman; Richard Braud, Commissioner; Earl Platt, Commissioner; Jimmy Odom, Commissioner Absent: Ernie Evans, Vice Chairman; Gordon Rae, Commissioner; Judy Goldick, Commissioner City Staff: Brian James, Assistant City Manager Charles Kelm, Assistant City Manager Lesa Wood, Director of Planning & Community Development Kathy Woodlee, Engineer Suzanne Williams, Public Works Director Emily Delgado, Senior Planner Megan Harrison, Planner Tiffany Danhof, Administrative Assistant 1. CALL TO ORDER / ROLL CALL THE REGULAR PLANNING & ZONING COMMISSION MEETING Chairman Mr. Outlaw called the meeting to order at 6:07 P.M. 2. SEAT ALTERNATE TO ACT IF REQUIRED No one was seated as the alternate. 3. HEARING OF RESIDENTS This time is set aside for any person who wishes to address the Planning and Zoning Commission. Each person should till out the Speaker's register prior to the meeting. Presentations should be limited to no more than three (3) minutes. Discussion by the Commission of any item not on the agenda shall be limited to statements of specific factual information given in response to any inquiry, a recitation of existing policy in response to an inquiry, and/or a proposal to place the item on a future agenda. The presiding officer, during the Hearing of Residents portion of the agenda, will call on those persons who have signed up to speak in the order they have registered. Residents who choose to watch the meeting via live stream, but who would like to participate in the Hearing of Residents, should email their comments to the Planning Division, atplanning@schertz.com by 5:00p.m. on Tuesday, November 16, 2021, so that the Planning Division may read the public comments into the record under the hearing of residents. In the body of the email please include your name, your address, phone number, agenda item number if applicable or subject of discussion, and your comments. There were no residents who spoke. 4. CONSENT AGENDA: A. Minutes for the October 27, 2021 Regular Meeting. Motioned by Commissioner Jimmy Odom, seconded by Commissioner Richard Braud to approve Vote: 4 - 0 Passed 5. PUBLIC HEARING: The Planning and Zoning Commission will hold a public hearing related to zone change requests and replats within this agenda. The public hearing will be opened to receive a report from staff, the applicant, the adjoining property owners affected by the applicant's request, and any other interested persons. Upon completion, the public hearing will be closed. The Commission will discuss and consider the application, and may request additional information from staff or the applicant, if required. After deliberation, the Commission is asked to consider and act upon the following requests and make a recommendation to the City Council if necessary. A. ZC2021 -014 Hold a public hearing, consider and make a recommendation on an amendment of Part III, Schertz Code of Ordinances, Unified Development Code (UDC), Article 15, Subsection 21.15.4 Utilities. Mrs. Williams provided a presentation. Mr. Outlaw opened the public hearing at 6:18 P.M. No one spoke. Mr. Outlaw closed the public hearing at 6:19 P.M. There was a discussion on: Proposed Subsection J Street Lighting clarification Design Specification in relation to JBSA Randolph's lighting and glare standards • Proposed language in relation to single easement or one side of the Right of Way • Clarification on the proposed Waivers subsection and the ability to appeal the decision of the City Manager Motioned by Commissioner Earl Platt, seconded by Commissioner Jimmy Odom to recommend approval to the City Council with clarification based on the discussion that occurred. Vote: 3 -1 Failed NAY: Chairman Glen Outlaw Motioned by Commissioner Earl Platt, seconded by Commissioner Richard Braud to recommend approval to the City Council as presented Vote: 4 - 0 Passed B. ZC2021 -012 Hold a public hearing, consider and make a recommendation on a request to rezone approximately 2.5 acres of land from Single - Family Residential/ Agricultural District (RA) to Planned Development District (PDD), located at 7809 FM 1518N, also known as Bexar County Property Identification Number 1149102, City of Schertz, Bexar County, Texas. Mrs. Harrison provided a presentation. Mr. Outlaw opened the public hearing at 6:42 P.M. No one spoke. Mr. Outlaw closed the public hearing at 6:43 P,M. There was a discussion on: *Number of Lots Proposed plan for the additional acreage Motioned by Commissioner Jimmy Odom, seconded by Commissioner Earl Platt to recommend approval to the City Council Vote: 4 - 0 Passed 6. ITEMS FOR INDIVIDUAL CONSIDERATION: A. WA2021 -007 Consider and act upon a request for approval of a waiver request in relation to on -site sewage facilities for the preliminary plat of Sanchez Residential Pfeil Road Subdivision, a 2.051 acre tract of land generally located 1,900 feet northeast of the intersection of Pfeil Road and IH10 access road, City of Schertz, Bexar County, Texas. Mrs. Harrison provided a presentation. There was a discussion on: • Clarification on the distance to the closest sewer connection to the property • Correction on the Memo letter from the City of Schertz Engineering Department in relation to the county being listed as Guadalupe County which should indicate Bexar County Motioned by Commissioner Earl Platt, seconded by Commissioner Richard Braud to approve Vote: 4 - 0 Passed B. PC2021 -044 Consider and act upon a request for approval of a preliminary plat of the Sanchez Residential Pfeil Road Subdivision, a 2.051 acre tract of land located approximately 1,900 feet north east of the intersection of Pfeil Road and IH 10 access road, City of Schertz, Bexar County. Mrs. Harrison provided a presentation. There was a discussion on: • Clarification on the proposed easement overlapping the proposed Right of Way dedication Motioned by Commissioner Jimmy Odom, seconded by Commissioner Earl Platt to approve Vote: 4 - 0 Passed 7. WORKSHOP AND DISCUSSION: A. Wokshop and Discussion to provide an overview and summary of the City Council and Planning and Zoning Commission Sub Committee. Mr. James provided a presentation. There was discussion on: *Consensus on acreage allowable for Residential R6 and R7 o Clarification on set backs • Planned Development Districts • Design Standards for residential developments • Tree Mitigation and a proposed tree mitigation fee cap 8.
