7.26.2021 MinutesSCHERTZ PARKS AND RECREATION ADVISORY BOARD MEETING DATE & TIME: Monday, July 26,2021; 5:30 PM LOCATION: Bob Andrews Conference Room at City Hall Bldg #1, 1400 Schertz Parkway Board Members Present: Johnie McDow, Chair; William Bosch, Vice - Chair; Reginna Agee; Sally Macias; Floy Simmons; Robert Sheridan III; Shawn Moore Staff Present: Lauren Shrum, Director of Parks, Recreation and Community Services; Brian James, Assistant City Manager; Analyse Miranda, Parks Board Secretary Others Present: John Sullivan Call to order: Meeting was called to order by Mr. McDow at 5:30PM. Hearing of residents: None Regular Agenda: Agenda Item No. 1. Minutes: Consideration and /or action regarding the approval of the minutes from May 24, 2021 meeting. Motion to approve the May 24, 2021 minutes as recorded of the Schertz Parks and Recreation Advisory Board regular meeting: Motion: Floy Simmons Second: Shawn Moore Ayes: 7 Nays: 0 Abstains: 0 Approved: Yes Agenda Item No 2. Update on Schertz Trails and a presentation from The Great Springs Project staff: Ms. Shrum presented updates on Schertz Trails with details of the following trails; Great Northern Trail, Dry Comal Creek Trail, Cibolo Creek Trail, East Dietz Creek Trail, West Dietz Creek Trail and Woman Hollering Creek Trail. Garry Meritt, CEO of The Great Springs Project, presented the purpose of their non - profit, the benefits of trails in a community, reviewed current partnerships and a timeline of their plan for trails throughout Central Texas from the Capital to the Alamo. Mr. McDow inquired about how this project ties into Schertz Great Northern Trail Project and how funding will be affected. L. Shrum confirmed that Schertz trails will assist in being the connecting piece. Mr. Meritt stated that funding will be determined by the resources needed at that time. Mr. Moore inquired about trails to be used as practice trails for experienced hikers and to look into historical water sources for funding. Discussion and /or action regarding the Parks Master Plan - 5 Year Update required for a TPWD Grant submission: Ms. Shrum reviewed the Parks Master Plan - 5 Year Update document to include the completed goals and review of the new objectives. Mr. McDow expressed concern about making sure items taken off the list are still maintained. Mr. Bosch would like to see clarification in the document regarding the difference between the low need for playscapes and the high need for service gaps due to neighborhood development. Ms. Macias requested to see clarification of the Northcliffe Golf Course being private property and that the full facility cannot be used for park use. Motion for Mrs. Shrum to update the Parks Master Plan - 5 Year Update document with the Parks and Recreation Advisory Board's feedback: Motion: Shawn Moore Ayes: 7 Approved: Yes Second: William Bosch Nays: 0 Abstains: 0 Agenda Item No 4. Discussion and /or action regarding the renaming of Gutierrez Xeriscape Park: Ms. Shrum requested to change Gutierrez Xeriscape Park to Gutierrez Garden Park at the request of the Gutierrez Garden Volunteers with the approval of the Gutierrez family. Parks and Recreation Advisory Board agreed that "xeriscape" name is more known for dryer climate plants and outdated. The board agreed that "garden" is a more suitable name for the park. Discussion and /or action regarding the conversion of the Wendy Swan Memorial Park Pool to a Splash Pad: Mrs. Shrum recapped the Wendy Swan Memorial Park Pool to Splash Pad Public Meeting to include presentation and feedback. Public feedback was split. Mrs. Shrum will be sending out a post card to the neighborhood for feedback on the splash pad design.
