SPECIAL CALLED JOINT SESSION WITH CITY COUNCIL AND PLANNING
AND ZONING COMMISSION
AUGUST 15,2007
The Schertz City Council convened in Special Called Joint Session with Planning and
Zoning Commission on Wednesday, August 15, 2007 at 6:30 p.m. in the Municipal
Complex Council Chambers, 1400 Schertz Parkway, Building #4, Schertz, Texas. The
following members were present: Mayor Hal Baldwin presiding, Councilmembers Jim
Fowler, David Scagliola, John Trayhan, Tony Wilenchik and Michael Carpenter. Also
present were City Manager Don Taylor, Assistant City Manager John Bierschwale,
Assistant City Manager David Harris, Director of Development Services Leonard Truitt,
and City Secretary Judy Tokar. The Planning and Zoning Commission members present
were Bill Sommers, Ernie Evans and Roberta Tutschke.
#1 CALL TO ORDER:
Mayor Baldwin called the meeting to order at 6:30 p.m.
#2 PLEDGES OF ALLEGIANCE TO THE UNITED STATES AND STATE
OF TEXAS (Honor the Texas flag; I pledge allegiance to thee, Texas, one
state under God, one and indivisible.)
Both pledges were recited.
#3 HEARING OF RESIDENCES:
Robert Brockman, 1000 Elbel Road, reported on the Guadalupe County Commissioners
Court meeting and said a fundraiser was being held on September 22, 2007 for the
disease that Amy Madison's children have. He also said Bexar County property totals
were changing because ofETJ releases.
Councilmember Carpenter pointed out a discrepancy on the zoning map that was posted
on the City website regarding several properties.
Mr. Rhodes said that the error was caught and was being corrected by Ford Engineering
as they spoke.
#4 Review and discuss the Unified Development Code Diagnostic Report from
Mitchell Planning Group.
Mr. Thomas Rhodes, Interim Planning Manager, said the Unified Development Code
Diagnostic Report identifies and recommends modifications in three broad categories:
clerical changes in typographical errors and formatting organization; substantive changes
in content, standards, legal issue requirements or processes; and policy driven changes

that need policy guidance from the Planning and Zoning Commission and/or City
Council before it can be determined if a change is needed in the UDC. Mr. Rhodes
reviewed the report, pointing out the changes in each article, and recording changes
received from the City Council and Planning and Zoning Commissioners.
