Agenda Item No. 1. Minutes: Consideration and /or action regarding the approval of the minutes from
May 23, 2022 meeting.
Motion to approve the May 23, 2022, minutes as recorded of the Schertz Parks and Recreation Advisory

Agenda Item No 2. Discussion on Dry Comal Creek Trail 10 -acre Property Acquisition:
Mrs. Shrum will be presenting a trail workshop to council on July 26`h to help promote the goal of
"connecting the community'. She also announced the additional progress to the FM1103 trail since the
grand opening in June.
Mrs. Shrum announced a potential opportunity at Dry Comal Creek Trail (Intersection of FM482 & Bunker
St) which will be a future connection with New Braunfels and Garden Ridge for the Great Springs Project.
The property is interesting with a historic context with the El Camino Red de Los Tejas Trail, the local
cemetery and other Schertz historical sites. The goal of the site will have the "natural standard" with
ecological value and tourism potential. The Great Springs Project will purchase for $375,000 and sell to the
City of Schertz in one year to give the city time to collect the park funds and apply for grants. GSP has done
this multiple times for other cities and counties.
After discussion with the Parks Advisory Board, the board learned that this is part of the master plan but
just escalated in the process due to the unique opportunity. The one -year timeline for purchase is set and
the GSP is waiting for the city to confirm moving forward. An appraisal is still in process and looks like the
property is 10.5 acres. The surrounding zoning is industrial, and this is better than residential because the
property is meant as a trail head and not a playground park. There will be hurdles of rezoning to overcome
but Mr. James believes it is worth looking into. Even though there are city parks now, Mrs. Shrum confirmed
most are small parks and this property add to value due to big green space. The property could be enticing
for commercial properties to surround the area and restore existing historical structures. Mr. James
confirmed the purchases will be a long -term investment and will not be able to be developed till 10 — 15
years.
Majority of the board agrees the purchase is a good idea to continue to explore.
Agenda Item No 3. Discussion of FY22 -23 Park Projects:
Mrs. Shrum reviewed FY22 -23 Priority Projects for the Parks Department to include Wendy Swan Memorial
Park, Pickrell Park, Thulemeyer Park, Great Northern Trail Amenities, Crescent Bend Nature Park Master
Plan, Homestead /Hilltop Park Site Amenities, Cypress Point Park and Safety Surfacing at all Playgrounds.
She announced there is 5235,000 earmarked for the department.
Mrs. Shrum confirmed that safety surfacing is including no woodchips. Mr. Bosch questioned about the lack
of improvements done to the southside of Schertz on the list. Ms. Shrum stated the area has newer
amenities, so no refurbishments are needed at this time. Councilmember Davis asked what did not make
the list outside the 10 -acre lot. Mrs. Shrum stated that there was a lot of items not listed to include Parkland
development and amenities to all parks to include the new Hilltop Park. Mrs. Shrum will send the larger CIP
list to the board and Councilmember Davis. Mr. McDow inquired about the popularity of pavilion and the
potential for more pavilions. Ms. Shrum confirmed the goal in FY24 -25 is to look at the Pickrell Park Master
Plan.
Agenda Item No 4. Review of Park & Recreation Month:
Ms. Paddock presented the summer activities to include the Great Norther Trail Grand opening, the nature
programs, Movie in the Parks, Parks and Rec Month and Jubilee.
Agenda Item No 5. Requests from Advisory Board for Future Agenda:
Mr. Bosch inquired about 2022 National Night Out. Mrs. Shrum clarified that the Police Department and
the City Secretary office handles this event for the city.
