Discussion and/or Action Items 1.Minutes - Consideration and/or action regarding the minutes of the regular meeting of January 26, 2023. (Pete Perez) Minutes have been sent to the committee for review and approval with the agenda packet. There being no further corrections, motion to approve the minutes as presented. If corrections are needed, motion to approve the minutes with corrections. 2.Fund Expenditures - Consideration and/or action regarding the submission of member expense vouchers and approval of fund expenditures. New Business Subcommittee Reports Subcommittee coordinators' summaries/communications should be submitted to Patricia Barnes and Pete Perez before the scheduled committee meeting. Only those subcommittee coordinators that are prepared or were invited to report will be called upon. If no summary/communication is received, the coordinator will respond with "nothing to report at this time". CALL TO ORDER Meeting called to order at 6:02 PM by Chair Patricia Barnes INTRODUCTION OF NEW MEMBERS Barbara Hall and Miguel Vazquez INTRODUCTION OF GUESTS • Marc Thornton, Samuel Clemens High School History Club Sponsor and Janet Pensheimer, History Club Co-Sponsor introduced themselves and the students present also introduced themselves. 1. Presentation by Public Affairs (Linda Klepper) – Linda Klepper announced that Schertz’ 65th Anniversary will be in September and asked if the SHPC would be interested in assisting with articles for the Schertz Magazine feature. Pete Perez and Miguel Vazquez offered to assist. DISCUSSION AND/OR ACTION ITEMS 2. Minutes – Consideration and/or action regarding the approval of the minutes of the regular meeting of November 17, 2022. (P. Perez) a. No corrections noted. b. Chris Hormel motioned and Sue Boissonneault seconded to approve the minutes as written. 3. Fund Expenditures – Consideration and/or action regarding the submission of member expense vouchers and approval of fund expenditures. (P. Perez) a. No new fund expenditures. No action taken. Page 2 of 3 NEW BUSINESS SUBCOMMITTEE REPORTS 4. Bylaws (Chris Hormel, Coordinator) a. Discussion on removing Article II, 2.1 (i): Create a City museum to contain pictures, artifacts, and other historical items related to the City’s past. b. Discussion on renumbering Article II, 2.1, (ii) and (iii) to (i) and (ii) c. Miguel Vazquez suggested that we move forward with the change, however, keep the discussion open regarding the possibility of a museum in the future. d. Pete Perez motioned and Miguel Vazquez seconded to remove Article II, 2.1 from the Bylaws and to renumber Article II. Motion passed unanimously. 5. Publications (Roz Wise, Coordinator) a. Roz Wise not present. b. Subcommittee Members i. Pat Barnes, Ex-Officio ii. Becki Babcock iii. Bob Durham iv. Chris Hormel c. Pat Barnes motioned and Chris Hormel seconded to discontinue printing of the pictorial book. Motion passed unanimously. 6. 2023 Car Show (Pete Perez, Coordinator) a. Nothing to report. No action taken. b. Discussion that the high school history club might be interested in assisting with the car show. Contact information for the club sponsors has been obtained. 7. Landmark/Historical Properties/Cemeteries (Pete Perez, Coordinator) a. Miguel Vazquez reports that they’ve received a grant from GVEC to purchase a rain catchment system. b. Marc Thornton, History Club Sponsor stated to Pat Barnes their interest to designate Samuel Clemens High School as a landmark historic property. The committee agreed that this could be a great project for this group to get involved in with guidance from the Landmark Historical Properties subcommittee. c. A Landmark Property is defined as any property that presents itself as a unique feature of the City of Schertz landscape (community) due to either its nostalgic, aesthetic, architectural or symbolic attributes and which could or will have an enduring impact on the community’s cultural identity. d. The Samuel Clemens History Club will draft a presentation capturing some of the school’s history as to when the school was built, what the population of Schertz was at the time, first graduating class, some notable graduates and where are they now, how Samuel Clemens became the Buffalos? How did they choose their school colors? etc. e. The Samuel Clemens History Club has been asked to be prepared to present to the Committee at our meeting on March 23, 2023. Also, be prepared to present the City Council at their April meeting. Pete Perez and Dr. Miguel Vazquez will act as contacts. f. Dr. Miguel Vazquez will invite the owner of the first hospital building, currently an apartment building on Main Street to present the history on that building as well as Page 3 of 3 introduce a photo of the first nurse. We have asked the Samuel Clemens History Club to follow up with an article on this subject for possible inclusion in the Schertz Magazine. 8. Main Street Restoration (Pete Perez, Coordinator) a. Brian James reported that the Main Street Committee will be installing metal fencing/dividers along Main Street for a more aesthetic appeal. They would like input from the committee on the design. One design is train-themed and everyone is pleased with the design, however, a suggestion to add the train depot to the design. Another design is airplane-themed. Discussion on incorporating Air Force planes typically flown in this area. Another panel has a tractor and corn stalks. Discussion on adding a tractor with a driver and adding cotton. Pete Perez and Miguel Vazquez expressed interest in assisting with additional designs and will report back at the next meeting. 9. SHPC Webmaster (Becki Babcock, Coordinator) a. Becki Babcock not present. No action taken. OLD BUSINESS REQUESTS AND ANNOUNCEMENTS 10. Request by Committee Members that items be placed on a future agenda a. Sue Boissonneault presented a brochure from the Schertz-Cibolo Lions Club and discussed the possibility of the SHPC creating a brochure for our committee. b. Miguel Vazquez continued the discussion of the possibility of a future museum. c. Add Chris Hormel to Landmark/Historical Properties/Cemeteries Subcommittee. 11. Requests by Committee Members to the City Manager and Staff for Information a. Chris Hormel asked for thumb drive of books. 12. Announcements by Committee Members a. None. 13. Announcements by City Representatives 14. Announcements by Chair/Co-Chair (Pat Barnes/Pete Perez) a. Pat Barnes advised that Patrick Holmes has been absent for the last several meetings. After discussion, it was decided that he would be given one more opportunity to participate before begin recommended for removal from the committee. b. Pat Barnes will send additional communication to Patrick Holmes to ask what his intentions are in remaining as an active member. If he does not respond, Pat Barnes will request the City Secretary to make a recommendation to the City Council to remove Patrick from the roster for lack of participation. ADJOURNMENT Pete Perez motioned and Chris Hormel seconded to adjourn the meeting at 7:58 PM. Motion passed unanimously.
