Minutes – Consideration and/or action regarding the approval of the minutes of the regular meeting of January 26, 2023. (Pete Perez) a. Miguel Vazquez noted correction of Janet Pensheimer spelling – change from Pensheimer to Gensheimer. b. Chris Hormel noted correction: 5c. Pat Barnes motioned and Chris Hormel seconded to discontinue printing of the pictorial book. Change to: Pat Barnes motioned and Chris Hormel motioned to incorporate the info from the brown pictorial book into the yellow book. c. Miguel Vazquez motioned and Chris Hormel seconded to approve the minutes with noted corrections. Motion passed unanimously. 2. Fund Expenditures – Consideration and/or action regarding the submission of member expense vouchers and approval of fund expenditures. (P. Perez) a. Tricia Whitman’s mother passed away and Patricia Barnes sent flowers to her on behalf of the SHPC. Requesting $108.20 in reimbursement. Sue Boissonneault motioned and Miguel Vazquez seconded to approve the expenditure. Motion passed unanimously. NEW BUSINESS SUBCOMMITTEE REPORTS Page 2 of 4 Patricia Barnes asks that the Subcommittee Coordinators submit their report items by Wednesday of the week before the meeting as the agenda packet gets sent the Friday before the next meeting. Only those who have submitted their items ahead of time will be called on to speak. 3. Bylaws (Chris Hormel, Coordinator) a. Nothing to report. 4. Publications (Roz Wise, Coordinator) a. There are 3 yellow books out there; 1 in the visitor’s center, 1 Roz has and 1 Cyndi Simmons has. b. There are 7 brown books at the visitor’s center, 7 at the library, Roz has 12, and Cyndi has 38 for a total of 64. Patricia Barnes noted that the brown books have been pulled and will no longer be distributed as there are too many errors (voted on at last meeting). Chris Hormel suggested that we should begin having subcommittee meetings to proofread the books and make notes to begin the process. We’ve been talking about doing this since September and haven’t really started yet. He has begun proofreading the book and would like to see the committee as a group to dedicate an entire meeting for the book to formulate a structured outline. His wife works at Defense Language Institute and he could hand over a copy of this to them and they will proof, but he can’t do that until we start moving forward on this project. This project will take no less than a year if we start now. If we do it right, the pictures will enhance the writing. c. Subcommittee Members i. Pat Barnes, Ex-Officio ii. Becki Babcock iii. Chris Hormel motioned and Sue Boissonneault seconded to distribute copies to the mayor and city council, city manager and deputy city manager, and this committee and then discontinue printing and selling of the pictorial brown book until it is updated. Motion passed unanimously. e. Patricia Barnes proposed that the entire April 2023 SHPC meeting be dedicated to going through the books and deciding on the structure/outline of the book. f. Calendar project – table the calendar project until there is a meeting. Chris Hormel asked if the purpose was to make money? Roz Wise responded, no, it is to get the history of Schertz distributed. Chris Hormel suggested that we look at ways to give them away versus selling them. 5. 2023 Car Show (Pete Perez, Coordinator) a. Nothing to report. b. Pete Perez advised that he will not be able to run the car show. He won’t be able to make the special trophies either, but he could make the Best in Show and Mayor’s Choice trophies. c. Sue Boissonneault asked if Pete would be able to get the cars and he said yes. She can get volunteers, judges, and sponsors for the trophies and t-shirts. d. Miguel Vazquez suggested that we work together with the VFW on a car show. Pete Perez advised that the VFW hires someone to coordinate their car show. e. Chris Hormel agreed to co-chair the car show and Sue Boissonneault will serve as co- chair. Page 3 of 4 6. Landmark/Historical Properties/Cemeteries (Pete Perez, Coordinator) a. Barbara Hall discussed that May is National Historic Preservation Month celebrated all over the U.S. She went to the Texas Historical Commission and then attended a session from the City of Denton their first proclamation for Historic Preservation Month. She spoke with them and they sent a copy of their proclamation and is proposing that the City of Schertz declare May as Historic Preservation Month to City Council. She will work with Sheila Edmondson in the City Secretary’s office to get it on the agenda. The proclamation will be read at the May 2 City Council meeting and then the cemetery tour on Saturday, May 6. Chris Hormel motioned and Pete Perez seconded to declare May as Historic Preservation Month. Motion passed unanimously. b. Miguel Vazquez spoke with Mark Thornton regarding the Clemens historic designation. He would like to present at the next committee meeting March 23. c. Chris Hormel would like to see the application or an article for historical markers put in the magazine. 7. Main Street Restoration (Miguel Vazquez, Coordinator) a. The Main Street Restoration Subcommittee met and Chris Hormel and Miguel Vazquez presented a PowerPoint presentation. The first slide was the “Agriculture” fence panels. Brian James advised that the metal panels are laser cut, so he will take the ideas to the committee. The second slide was the “Aviation” fence panels. They would propose that the middle panel would and image of the tower from Randolph. The other panels would depict the various types of aircraft flown from Randolph. The third slide was the “Railroad” fence panels. The panels would include the train depot, a train bridge, and a train. 8. SHPC Webmaster (Becki Babcock, Coordinator) a. Becki Babcock not present. No action taken. OLD BUSINESS REQUESTS AND ANNOUNCEMENTS 9. Request by Committee Members that items be placed on a future agenda a. Chris Hormel asked if we have a pop-up canopy that is owned by the SHPC. He proposes that we purchase one. Patricia Barnes advised that we have a banner. He would like to see us participate in all city-wide events with a booth where we can distribute materials regarding the SHPC. b. Discussion of having a booth at the Movin’ on Main Event on Sunday, April 2, 12-4 PM. Chris Hormel advised he would work on signing up for a booth on CivicRec tomorrow. c. Barbara Hall would like to give an update for Preservation Month. d. Roz Wise would like to have Schertz be added to the Texas Historic Commission travel book. Everyone agreed that Roz Wise will write an article to be included to bring back next month for everyone to review. 10. Announcements by Chair/Co-Chair (Pat Barnes/Pete Perez) a. Pat Barnes • Motion to request to the City Secretary the recommendation that City Council remove Patrick Holmes from the roster for lack of participation. • Becki Babcock – She asked for a sabbatical. She is still willing to serve as webmaster. Patricia Barnes would like to grant her. Chris Hormel advised that he speaks with her all the time and she does not want to leave the committee; however, he also feels like we shouldn’t bend the rules for her because if we’re proceeding with removing Patrick Holmes for missing two meetings, he feels it’s inappropriate for us to do anything different. She could attend a meeting – even virtually – to “reset the clock”. Cyndi Simmons remarked that at the very least there should be at least one more person with a Facebook page given Admin rights to the SHPC page because if something drastic happens, no one else would have access to the Facebook page. • Bob Durham has already submitted his letter of resignation. • Pat Barnes passed out the year-end budget. b.
