The Hearing of Residents is a time set-aside for any person who wishes to address the Commission.Presentations should be limited to no more than 5 minutes.Each person should fill out the Speaker’s register prior to the meeting located in the lobby.The Commission can only discuss items that are on the agenda.Discussion by the Commission of any item not on the agenda shall be limited to statements of specific information given in response to any inquiry,a recitation of existing policy in response to an inquiry,and/or a proposal to place the item on a future agenda.The presiding officer,during the Hearing of Residents portion of the agenda,will call on those persons who have signed up to speak in the order they have registered.If you have any handouts to provide for the Commission,please visit a City Staff member prior to the meeting. Solutions ? •Make sure there is sufficient speed limit signs/with orange flags on top •Rumble strips •Police presence •Radar Speed Signs Oak Trail Estates Combined Speed Study Summary for Oak Trail Estates 1520 Bench Trail 1600 Bench Trail 1620 Bench Trail Explanation/Solutions •Oak Tr Estates does meet the 85% at 1520 and 1620 Bench Tr with the highest speed of 25.7 MPH. It falls below the average 500 cars per day in all three locations. Solutions ? •Make sure there is sufficient speed limit signs/with orange flags on top •Rumble strips •Police presence •Recommend no speed hump Dimrock Combined Speed Study Summary for Dimrock 824 Dimrock 932 Dimrock 1132 Dimrock Explanation/Solutions •1132 Dimrock exceeds the 85% at 29.6 MPH and barley exceeds the 500 cars needed at 556 average cars per day. •This is due to a straight long roadway that comes off FM 3009 and leads to FM 3009 with no stop signs till you get to Kline Circle which is approximately 1660’ from FM 3009. The other two locations at 824 and 932 there are stop signs every few blocks that slow them down. So, the 824 and 932 Dimrock does not meet the speed hump qualifications. Solutions ? •Make sure there is sufficient speed limit signs/with orange flags on top •Rumble strips •Police presence •Do not recommend a speed hump yet •Further study recommended Misty Woods Combined Speed Study Summary for Misty Woods 720 Mesa Verde 756 Mesa Verde 2324 Misty Cove Explanation/Solutions •720 and 756 Misty Cove exceeds the 85% at 26.7 to 28.3 MPH but does not exceed the 500 cars needed for the speed hump requirement. •This is street is a cut through to Schertz Parkway out of Mesa Oaks. Solutions ? •Make sure there is sufficient speed limit signs/with orange flags on top •Rumble strips •Police presence •Do not recommend a speed hump Northcliffe Combined Speed Study Summary for Northcliffe 3438 Cliffside Explanation/Solutions •3438 Cliffside does not exceed the 500 cars a day and does not meet 5 MPH above the speed limit needed (85%) for the speed hump requirement. Solutions ? •Make sure there is sufficient speed limit signs/with orange flags on top •Rumble strips •Police presence •Do not recommend a speed hump 23 Item 3 cont’d–Updates on Various Requests and Studies 3.2 –Pending studies regarding requests for traffic control devices: Speeds evaluations: Other studies/efforts: •Four-way stop –Aero Drive and Oak Street •Four-way stop –Woodland Oaks and Kline Circle •Rhine Valley Subdivision •Westchester •Columbia •Wild Cherry •Frank Baum •Crest Oak •Oak at Marilyn 24 Item 4 –Process for Approving Islands in Roadways Per UDC Paragraph 21.14.1.P.2:Islands in Roadways.Islands in road rights-of- way will be considered on a case by case basis.The street right-of-way will be engineered to accommodate all emergency and utility vehicles,after coordination by City Staff,to include a review and recommendation from the City of Schertz Transportation Safety Advisory Commission.At a minimum,all islands shall provide at least twenty-four feet (24’)of pavement on each side of the island.All islands provided within the street ROW shall be designated on the plat and shall be dedicated by the developer or its successors and/or assigns.A plat note shall be provided which identifies maintenance of islands as the responsibility of the developer or its successors and/or assigns.Any islands that are not maintained in accordance with this section may be removed by the City and shall be removed at the expense of the developer or its successors and/or assigns,after due notice and written recommendation by the City Engineer and Fire Department. Staff recommends removing requirement of review and recommendation from TSAC for the approval of islands in roadways.
