The Hearing of Residents is a time set-aside for any person who wishes to address the Commission.Presentations should be limited to no more than 5 minutes.Each person should fill out the Speaker’s register prior to the meeting located in the lobby.The Commission can only discuss items that are on the agenda.Discussion by the Commission of any item not on the agenda shall be limited to statements of specific information given in response to any inquiry,a recitation of existing policy in response to an inquiry,and/or a proposal to place the item on a future agenda.The presiding officer,during the Hearing of Residents portion of the agenda,will call on those persons who have signed up to speak in the order they have registered.If you have any handouts to provide for the Commission please visit a City Staff member prior to the meeting. Regular Meeting August 4, 2022 5:30 pm City Council Chambers Transportation Safety Advisory Commission 2 Item 1 –Minutes Consideration and/or action regarding the approval of the minutes of the May 5, 2021, TSAC Meeting 3 Item 2 –Schertz Parkway-Prairie Lane 4 Consider establishment of NO U-TURN (north-bound to south-bound) at Prairie Lane intersection with Schertz Parkway Item 2 –Schertz Parkway-Prairie Lane 5 U turns are generally legal if they can be made safely and without interfering with other traffic and as long as there is not a sign authorized by ordinance prohibiting the action Item 2 –Schertz Parkway-Prairie Lane 6 •Schertz Parkway at Prairie Lane Location is not safe for a U-turn –sight distance is not adequate –median width is not adequate •Staff recommendation: TSAC recommend to City Council to authorize placement of a sign prohibiting U-turns on Schertz Parkway at Prairie Lane Item 3 –Request for Street Name Recommendation (extension of Cibolo Valley Drive) 7 May 3, 2022, City Council requested that TSAC provide a recommendation for the naming of the roadway to be extended north/west of IH 35 opposite Cibolo Valley Drive 8 Item 4 –Updates on Requests and Studies Items referred to Engineering Consultant for review and recommendation: •Request for Pedestrian Crosswalk on Savannah Drive near Willow Ranch •Request for Pedestrian Crosswalk on Homestead Parkway near Amenity Center •Request for signalization of Schertz Parkway –Ashley Place intersection •Request for enhanced stop sign at Schertz Parkway –Curtiss intersection Status: Field data collection complete, data analysis underway 9 Item 4 –Updates on Requests and Studies Studies regarding requests for traffic control devices: •Misty Woods Subdivision •Dimrock •Woodland Oaks (east of FM 3009) •Bench Trail •Cliffside Drive •Rhine Valley Subdivision Status: Data collection on hold pending diagnosis and repair of equipment issues 10 Item 4 –Updates on Requests and Studies TSAC items with City Council involvement: •Chapter 86 Update –Waiting to update until inventory of all traffic control signs is completed (being collected with Pavement Condition Index (PCI) Study –Field data collection complete, analysis underway, results expected in June/July •Establishment of school speed zone and no parking/stopping/standing zones on Fairlawn near IH 35 –Approved by Council on first reading May 24, 2022 –Final reading scheduled June 7, 2022 11 Item 4 –Updates on Requests and Studies Other Updates: Request for improved lighting at Belmont Parkway intersection with Old Wiederstein Road 2 1 1.upgrade to LED 2.new LED light placed on existing pole 12 Item 5 –Summary of New Requests Request for four-way stop at intersection of Aero Drive and Oak Street (currently Aero stops) 13 Item 6 –Staff Comments and/or New Requests •Speeding concerns –Columbia (west of Country Club) –Westchester –Wild Cherry •Introduction of Traffic Officer Miranda Martin Item 7 –Future Agenda Item Requests, Comments, or Announcements by Commissioners Item 8 -Adjournment 14 Next Meeting September 1, 2022
