May 17, 2023 Animal Advisory Committee MinutesSCHERTZ ANIMAL CARE ADVISORY COMMITTEE MINUTES WEDNESDAY MAY 17, 2023, 6:OOPM The Schertz Animal Care Advisory Committee of the City of Schertz, Texas held a regular meeting on May 17, 2023, at 6:00 p.m. at the Schertz Animal Shelter, 800 Community Circle, Schertz, Texas. The following were present: Committee Members Present: Jim Lowery, Chief of Police, Chair Allison Heyward, City Council Representative Megan Lagunas, Shelter Manager Dr. Brooke Knowlton, Doctor of Veterinary Medicine Jacki Marbach, Secretary Members not present: Michele Helgren, Under Savannah's Wings Lisa Connolly, Homes for Pets Staff Present: Scott LaCour, Lt., Professional Standards Manny Casas, Assistant Chief of Police Nicole Hansen, Animal Services Officer Steve Williams, City Manager CALL TO ORDER AT: 6:02 pm by Chief Lowery ROLL CALL: See Committee Members Present HEARING OF RESIDENTS: No residents present 1. Minutes: Consideration and/action regarding the approval of the minutes of the regular meeting of May 17, 2023. A motion was made by Megan Lagunas to approve the minutes of November 9, 2022. Dr. Knowlton seconded it. Motion passed. The vote was unanimous. 2. General Shelter Update: Shelter Manager Lagunas a. FY 22/23 Occupancy -Animal Services Intake- 108 c. Animal disposition 22/23 • 25-RTO • 30-Adoptions • 15-Transfers • 5-Wildlife release • 20-Euthanasia (due to disease outbreak) d. Calls for service FY 22/23 • 182 e. Staffing • Animal Services Officer-1 vacancy • Animal Services Technnician-1 vacancy f. Upcoming Events • e of July Jubilee g. Fee Schedule • Looked at five neighboring agencies, many similarities, we have some of the lowest adoption fees in the area. No other changes necessary. h. Disease Outbreak • Pan leukopenia outbreak from kittens that were brought in the beginning of May. • Suspended adoptions • Universal City is also experiencing the same outbreak. • Canine Parvovirus outbreak during pan leukopenia outbreak. • Make protocol from this outbreak. • Update adoption papers, mentioning that other animals in home need to be vaccinated. i. Media • The shelter continues to utilize social media and the shelter website to advertise animals new to the shelter. • We continue to utilize social media to advertise our community adoption events and search for animal fosters. • The shelter continues to utilize the "Pet Finder" for all adoptable animals at the shelter. • Shelter is continuing to utilize ARF-Texas, Homes for Pets, Perfect Treasures and San Antonio Humane Society for recue partners, with SAHS being the biggest resource and help in adoptions. 5-17-2023 Minutes SCHERTZ ANIMAL CARE ADVISORY COMMITTEE MINUTES WEDNESDAY MAY 17, 2023, 6:OOPM j. Customer Interaction • Wildlife in yards • Animal welfare • Stray cats • Puppies • Dog bites • Dogs at large • Barking dogs • Kittens • Working with Assistant Chief Casas on letter received from Mr. Williams. No survey attached to letter, alleging coyotes are taking domesticated animals in area. Lt. LaCour stated that it is being addressed. k. New Animal Services Vehicles • Animal Services has one new vehicle currently being outfitted for lights/graphics/Watchguard. Expecting All vehicles now have "Climate Controlled Animal Kennel" graphics on the kennels. 3. Announcements by Assistant Chief of Police: Assistant Chief Casas thanked Megan and her team. 4. Announcements by Chief of Police: Chief Lowery also thanked Megan and echoed what Assistant Chief Casas said. 5. Announcements by Committee Members: Mr. Williams asked how the data is organized and when it is done. He stated that it may be something that they want to bring to council at some point to make presentation to council and raise the exposure level. Council member Hayward praised Megan and her team as well. 6. Requests by Committee Members for items be placed on a future Animal Care Advisory Committee Agenda: Council member Heyward asked how we were doing on traps, and Megan let her know that more had been ordered already. No more waiting list issues. 7.
