The Transportation Safety Advisory Commission (TSAC) convened for a Called Meeting on
Thursday, February 1, 2024, at 5:30 PM in the Council Chambers, Building #4

CALL TO ORDER at 5:33 PM by Chairman Richard Dziewit.

1. Minutes: Consideration/action for approval of November 2, 2023, TSAC Meeting Minutes.
Motion was made by Commissioner Ronald Stevens to approve the November 2, 2023, minutes.
Seconded by Commissioner Ferrando Heyward. Motion passed.

2. Updates on Various Requests and Studies: Presented by Travis Westbrook, Associate
Engineer.
a. Speed concerns
i. Data Collected: Columbia, Rhine Valley
Columbia Speed Hump Request (Northcliffe)
o 3437 Columbia Drive, ADT - 156, 85% - 24.4 MPH
o Study Result: Counter does not meet volume criteria for speed hump (min.
500 average trips per day), 85% speed does not meet speed hump warrant
(>25 mph)
o Next Steps: Does not meet warrant — No action required.
Alsatian Way (Rhine Valley Multiway Stop or Speed Hump Request)
o North of Bening, ADT - 1,018, 85% - 28.9 MPH
o South of Bening, ADT - 664, 85% - 29.6 MPH
o Study Result: Counters do not warrant multiway stop (original request);
counts do meet warrant for speed humps.
o Steps Taken/Planned: Installed 2 additional speed limit signs; installed 1
missing speed limit sign; enhanced police presence; deployment of dynamic
speed signs; plan to do additional counts in approximately 6 months; checking
sight distances at intersections.
ii. Data Collection Pending: Mobile Villa
• Study Result: Pending
• Next Steps: Place counts at same locations from previous years and compare.
iii. Follow-up Data Collection Pending: Wild Cherry (Greenshire)
o 2827 Wild Cherry, ADT - 444, 85% - 25.0 MPH
o 2842 Wild Cherry, ADT - 496, 85% - 25.0 MPH
o Study Result: Counter does not meet volume criteria for speed hump (min.
500 average trips per day), 85% speed does not meet speed hump warranty
(>25 mph)
o Steps Taken/Planned: Installed additional speed limit sign; enhanced
police presence; plan to do additional counts in 6 months.
iv. Citizens on Patrol:
AJ Arriaga stated to utilize COP when PD is not available, COP can collect car
counts but would provide no enforcement. COP would make observations,
traffic counts, document and pass information along. There has been a rash of
vehicles passing school buses, so COP could make a visual observation and
provide this information to Schertz PD. Commissioner Richard Dziewit asked
about the COP program, do participants get any training so that if council were
to ok it, COP could drive into a private street. AJ Arriaga stated that there is an
academy that participants must go through, they are given tasks to do and can
radio to PD for assistance. They are an asset as they are visible in the
community.

review special requirements as this is a private street. Commissioner Ferrando Heyward asked
if our police could even enforce a stop sign on a private street, what benefit would we gain by
installing it. As it is the residents who are doing the bad behavior. AJ Arriaga stated it would
have to be sanctioned by the Council first. Any data collected; staff could not do anything
about it since it is in a private street. The Municipal Court would not be able to do anything. It
would be visual only. Will Martinez asked if this request would go through a warrant study.
Travis Westbrook stated that staff would be looking into this request for installation of a sign
on a private street.
4. Future Agenda Items Requests from Commissioners
• Commissioner Ronald Stevens asked if there was update on the Basketball goals. Brian had
done the research, but could not recall, he stated he would bring that to the next meeting.
• Commissioner Ferrando Heyward stated that he was thankful for the research about the COP
program and its enforceability, but that it does free up Schertz PD.
• Commissioner Chuck Comelisse asked Brian James about Lazy Oak/Crest Oak bushes.
• Travis Westbook responded that he attempted to reach out to the resident at Lazy Oak/Crest
Oak, knocking on the door. Schertz has not issued an official notice yet. Travis did state that
bushes do interfere with site distant. If notice is given, the owner will have 10 days to resolve
the bushes or clearance, or the City can resolve it and then charge the resident. But staff
recommend we leave a letter first, giving the resident time to resolve it before an official notice
is issued. Travis drove by last week, which is still an issue.
• Commissioner Chuck Comelisse remarked that a street sign at FM 78 for Randolph he saw on
Facebook, was misspelled. It had Rand olf, not Randolph. Robert Martinez stated that he sent
a notice to TXDOT, a sign has been ordered and is pending arrival and installation.
5. Adjournment: Motion was made by Commissioner Chuck Comelisse to adjourn the meeting.
Seconded by Commissioner Roy Ragsdale. Motion passed. Vote was unanimous. Meeting
adjourned at 5: 50 PM by Chair Richard Dziewit.
