10-31-1984 ~i)~ ' ti~ .~ SPECIAL MEETING OF THE CITY COUNCIL OCTOBER 31, 1984 o The Schertz City Council convened in Special Workshop Session, Wednesday, October 31, 1984, at 7:00 P.M. in the Conference Room of the Municipal Complex, 1400 Live Oak Road, Schertz, Texas. The following members were present: Mayor Earl W. Sawyer, pre- siding; Charles B. Sharpe; Hal Baldwin; Ross Hoover, Adolph Aguilar and Ken Greenwald. Staff present were: City Manager Jimmy G. Gilmore and Deputy City Secretary Alice Austin. Mayor Sawyer opened the meeting and welcomed former council members Richard Howe and Jeff Duffield. #1 HEARING OF RESIDENTS: Mr. Howe asked what the purpose was in renaming FM 3009 and if the renaming would cause any problem with the Highway Department continuing to maintain this area. Mayor Sawyer explained that the developers in the area were concerned with renaming 3009 and that Live Oak Road was being renamed as it was being extended to 135 and would be confusing as it is locat- ed so near the City of Live Oak. He also advised that the High- way Department would still be responsible for the maintenance on FM 3009. Mr. Carlos Melick presented a Community Service Award to Mr. Tom Funk of SAFES on behalf of the Chamber of Commerce. #2 Mr. Tom Anderlitch to brief Council on a Proposed Street 0 Capital Improvement Program: Mr. Anderlitch advised Council that the projections he had made for issuance of bonds was on 1.5, 2 and 3 million for 15 and 20 years. He said that he had used 10% interest in compiling the figures as this was a fairly safe factor to estimate with. Mr. Anderlitch said that the Council had two alternatives in the issuance of bonds. To go to the voters or issue General Obliga- tion Bonds. He advised that if Council felt the issue would be controversial, they should call the election themselves. He advised Council that they need to decide priorities and the type of bond issue they want. He also advised that they should give themselves time to educate the public on what improvements the city plans to make with the bond issue. Council agreed to reschedule the bond issue for the Workshop me,eting on 11-14-84. Mayor Sawyer called a recess at 7:38 PM. Meeting reconvened at 7:40 PM. #3. Mr. Tom Weaver to give update on CCMA plans and programs. Mr. Weaver presented a slide show presentation on CCMA's planned expansion and improvements. He advised that the increase in 0 rates would be utilized to help finance the new construction. "")3 ~") r , would be put into a special fund to aid in payment of bond issue for construction of new plant. He advised that with the rate increase already in effect, they anticipated less problems with the sale of their bonds. #4. Discussion of proposed tax rate ordinance. Mr. Gilmore explained that the tax rate had been calculated at .429. He advised that the rate should be set at $.44 per one- hundred dollars. This would still leave the fund $7,300 short of budget, but he felt that with adjustments throughout the year this amount would be covered. He explained that several large pieces of property had been left of the certified roll. Council agreed to consider Tax Ordinance at Regular Meeting of 11-1-84 based on $.44 per $100.00. #5 P & Z Recommendations: A. Proposed future street map update. Mr. Gilmore explained that Planning and Zoning's recommendation was to amend the master plan regarding street improvements. Council requested this item be placed on the November 6, regular agenda. B. Set public hear ing on Special Over lay Distr icts: Council agreed to and appointed Mrs. Krause to set up the public hearing for late November or early December. r- , i C. Set public hearing on proposal to zone property between Lone Oak and Dietz Creek. Council also appointed Mrs. Krause to set up the public hearing. #6 EXECUTIVE SESSION: None needed. #7 CITY MANAGER'S REPORT: Mr. Gilmore br iefed Council on the Jackson Subdivision-Mobile home park to be located on FM 1518. Council requested Mr. Gilmore discuss the situation with Mr. Harris and have him advise on the best route to follow. Mr. Gilmore also advised Council of his meeting with Green Valley Water Supply District, his meeting with Cibolo. #8 ITEMS BY COUNCIL: Mr. Hoover advised that he had an oppor- tunity to observe the Municipal Court in action. He said that Judge Finley and Mr. Roy Richard operated a very professional court and that he was very impressed. r--- Mr. Sharpe br iefed Council on the meeting of the San Antonio/Austin Corridor Group. Mr. Greenwald said that the inspection department needed to make sure that contractors were licensed and bonded. He had had complaints on some of the jobs done after the recent storm. He advised that a gentleman might be at the next council meeting to find out what was to be done about the shooting along the creek. Sawyer, presiding; Charles B. Sharpe, Hal Baldwin, Ross Hoover, Adolph Aguilar and Ken Greenwald. Staff were City Manager Jimmy G. Gilmore and City Secretary June G. Krause. Mayor Sawyer welcomed the citizens to the meeting and said that he had invited Ssgt. Armando Sota of the Marine Recruiting Station he e to proclaim the week of November 4 through 10 as Marin Corps Week in the City of Schertz. Ssgt Sota accepted the procamation and recognized City Manager Jimmy G. Gilmore as a Marine. He then present Mr. Gilmore with a Marine Corps recruiting lapel pen. il APPROVAL OF MINUTES: A.
