CITIZEN COMMENTS Mr. Don Schaezler, 19349 Old Weiderstein Rd., spoke to the commission on the proposed Riata Elementary School. Mr. Schaezler raised many concerns with the notification process, environmental impact, traffic and drainage. Ms. Susan Schaezler, 19349 Old Weiderstein Rd., also spoke to the commission on the proposed Riata Elementary School. Ms. Schaezler raised many concerns with entrance, exit, safety, flooding and bus passage of the property. Ms. Schaezler requested an impact study. 3. The 15.251::1: acre tract of land is generally located on the north side of Old Wiederstein Road, between Belmont Parkway and FM 1103. Owner/Applicant: Board of Trustees of Schertz-Cibolo-Universal City ISD Representative: John E. Rothe, P.E. with CDS Muery Services Mr. Sommers recused himself from the consent agenda item. After some discussion on drainage and location of the building, Ms. Tutschke moved to approve Consent Agenda item 3F. Mr. Evans seconded the motion. Vote unanimous. Motion carried. 4. ZC2007-002 Hold a public hearing, and consider and act upon a request to zone 37.029::1: acres from Pre- Development District (PD) and Single-Family Residential-2 (R-2) to General Business (GB). The tract is situated out of the Toribio Herrera Survey No. 68, Guadalupe County, Schertz, Texas. The property is generally located at the southeast corner of FM 1518 and Maske Road. Owners: Malford Ackermann and wife, Rosemarie Ackermann, Nelda L. Harborth, Hugo W. Ackermann, Jr., and Howard A. Ackermann. Applicant/Representative: Harry Jewett, Harry Jewett Associates Public Hearing was opened at 6:56 pm. Ms. Gabbard briefed the commission that seven notices were mailed with no replies. Mr. Harry Jewett, Harry Jewett and Associates, made a 10-minute presentation on the proposed Schertz Soccer Complex. Mr. Michael Carpenter, 3613 Calvert St, stated that this complex would be a great thing for this community and a regional draw. Public Hearing closed at 7:06 pm After some discussion on the property zoning and signage, Mr. Greenwald moved to forward to City Council with a recommendation of approval. Ms. Tutschke seconded the motion. Vote unanimous. Motion carried. 5. ITEMS FOR INDIVIDUAL CONSIDERATION A. PC2007-009 Consider and act upon a request for site plan of the Schertz Business Park Subdivision, Lot 28 of Block 1. The 0.578::1: acre tract is generally located 238 feet east ofFM-15l8 and Commercial Place containing a 7,500 square foot warehouse building. The property is zoned General Business District- (GB). (This item was postponed at the 3-28-07 meeting) Owner: Mike Biry Applicant/Representative: Hopson Builders, Inc., David Eben Applicant withdrew item. B. PC2007-025 Consider and act upon a request for preliminary plat of the Vantage at Schertz Subdivision. Ms. Nichols reviewed staff comments and advised the commission that the applicant was present. After discussion on traffic impact and exits from property, Ms. Tutschke moved to approve this item. The property is zoned Residential-Agriculture District (R-A). Owner/Applicant: Henry Christopher, Schertz Forest Venture Representative: Robert Ellingson, CEC Engineers Ms. Nichols reviewed staff comments. After discussion on the AICUZ, Mr. Sommers moved to approve this item. Ms. Tutschke seconded the motion. Voting Aye: Ms. Tutschke, Mr. Sommers, Mr. Greenwald, Mr. Richmond. Voting Nay: Mr. Evans. Motion carried. E. PC2007-013 Consider and act upon a request for site plan of Riata Elementary School. PC2007-024 Consider and act upon a request for preliminary plat of the Haigwood Village. The .690::1: acre tract is generally located on the northeast corner of Schertz Parkway at Savannah Drive. Owner: Burkett Live Oak Limited Applicant: Larry Aiken Representative: Don McCrary & Associates Ms. Gabbard reviewed staff comments on two variances and introduced representative Chad Le Blanc. After some discussion on drainage and emergency access, Mr. Sommers moved to approve the Minutes Planning and Zoning Commission April II, 2007 Page 4 of 5 preliminary plat with the variance for one entrance/exit. Mr. Richmond stated he was pleased to see Fairfeld Inn come to this community. He commended them on the landscape plan. After discussion, Mr. Greenwald moved to approve this item. Planning Commissioner Comments Ms. Tutschke: No comments. Mr. Sommers: Commended Operation Homefront and the Easter baskets they provided for the troops. Mr~JJreenwald: Apologized for his absence from the last meeting. Mr. Evans: Commented that the park plan did not make the agenda. Mr. Richmond: No comments. 8.
