03-18-2008 MINUTES REGULAR MEETING March 18, 2008 A Regular Meeting was held by the Schertz City Council of the City of Schertz, Texas, on March 18, 2008, at 6:30 p.m., in the Municipal Complex Council Chambers, 1400 Schertz Parkway, Building #4, Schertz, Texas. The following members present, to-wit: Mayor Hal Baldwin Council Member David Scagliola Council Member Tony Wilenchik Mayor Pro-Tern John Trayhan Council Member Jim Fowler Council Member Michael Carpenter Staff Present: City Manager Don Taylor Assistant City Manager David Hanjs Assistant City Manager John Bierschwale City Secretary Brenda Dennis CALL TO ORDER REGULAR MEETING Mayor Baldwin called the meeting to order at 6:30 p.m. INVOCATION AND PLEDGES OF ALLEGIANCE TO THE FLAGS OF THE UNITED STATES AND' STATE OF TEXAS. Council Member Fowler gave the Invocation followed by the Pledges of Allegiance to the Flags of the United States and State of Texas. HEARING OF RESIDENTS Mayor Baldwin recognized the following: . Frances Rushing, President of the Schertz Chamber of Commerce who provided updates on the Chamber's upcoming events: Thanked everyone who participated in the success of the Chamber Business Appreciation Dinner which was held Friday, March 14, 2008. Monthly Luncheon is coming up Friday, March 28,2008 at 11 :30. Keep in mind the deadline to RSVP is Friday March 21, 2008 at 4:00pm Next 4th of July Jubilee meeting will be a brown-bag meeting at noon on March 26, 2008 at the Chamber Offices. Announced she is still looking for an administrative assistant for the Chamber. . Larry Douglas, 1400 FM 1518 spoke regarding the sign ordinance. . David Richmond, 2922 Bent Tree, spoke regarding the sign ordinance. . Robert Brockman, 1 000 Elbel Rd # 411, spoke regarding the sign ordinance. Thanked everyone involved in the success of the Business Appreciation Dinner held by the Chamber. . Thanked everyone involved in the Eagle Scout project, tree planting on Saturday, at Northcliffe Park. Council Member Scagliola . Thanked everyone involved in the success of the Eagle Scout project . Thanked everyone involved in the success of the wedding reception of his daughter this weekend at the Civic Center. He commented on how the center was set up, stating he was very impressed with the accommodations. Council Member Wilenchik . Stated rumors to rest "despite the economic benefit of being on Council" he hasn't been or ever will be referred to as "Client # 10". (Laugh) Council Member Carpenter . Attended the Library Advisory Board meeting last evening, reminding Mayor, Council and citizens of their upcoming 30th anniversary in ApriL . Attended the Planning & Zoning Commission meeting on Wednesday. . Attended the 50th Anniversary Committee meeting on Thursday. . Attended the Chamber Business Appreciation Dinner on. Friday. Items by Mayor . Thanked Frances Rushing, Chamber President for an outstanding Business Appreciatiol1 dinner on Friday. . Attended the AACO meeting last Friday and was able to speak on past and future items for the City of Schertz. Also on the agenda was a briefing on SH-130 . Announced that Thursday at 6:30 is the Historical Preservation Committee meeting. . Reminded everyone of the upcoming Schertz/Seguin Local Government meeting Thursday in Seguin. . Announced that fOTI1).er Council Member Richard Howe recently passed away and passed on his condolences. . Announced that longtime colleague, Herb Rehmann who was with the School District also passed away and passed on his condolences. City Council Regular Meeting March 18, 2008 129 PRESENTATION . Kelso) Mayor Baldwin recognized Rita Duprat- Waldo, Assistant to the City Manager and Michele Kelso, 3Il/Customer Relations who gave a brief web presentation on the interactive Web QA answering questions from CounciL . Presentation by Parks & Recreation Foundation (B. Bailey/J. Bierschwale) Mayor Baldwin recognized Brad Bailey, Media Relations Director and John Bierschwale, Assistant City-Manager who gave a briefing on the events for the Parks & Recreation Foundation answering questions from Council. REGULAR AGENDA 1. Minutes - Consideration and/or action regarding the approval of the minutes of the Regular Meeting of March 11, 2008. Mayor Baldwin recognized Mayor Pro-Tern Trayhan who moved, seconded by Council Member Fowler to approve the minutes of March 11, 2008. Vote was unanimous. Motion Carried 2. Resolution No. 08-R-IO - Consideration and/or action approving a resolution to authorize the City Manager to execute a Cable Television Franchise Management Agreement. (B. Gildea) Mayor Baldwin recognized Brad Gildea, Special Project Coordinator who introduced this item answering questions from Council. Mayor Baldwin recognized Mayor Pro-Tern Trayhan who moved, seconded by Council Member Fowler to approve Resolution No. 08-R-10. Vote was unanimous. Motion Carried 3. Sign Standards Ordinance No. 08-8-11 - Consideration and/or action on approval of final reading of an ordinance amending Ordinance No. 96-S-28 being the Unified Development 'Code (UDC) of the City by amending Article IX, Sign Standards. Final Reading (T. Rhodes) Mayor Baldwin recognized Thomas Rhodes, Planning and Zoning Director who introduced this item answering questions from CounciL -Mayor B,aldwin recognized Mayor Pro-Tern Trayhan who moved, .-second€d-by-.Co-unci-l Member Carpenter to approve Ordinance No. 08-S-11 save and except Section I (L) relating to multi-tenant signage, on final reading with Section I (L) being approved upon review and recommendation of approval from the Planning and Zoning Commission. Youth Board for the 50th Anniversary - Discussion on establishing a Youth Board for the 50th Anniversary. (D. Taylor) . MaryAnn Mallard (Student) - 50th Anniversary Committee Mayor Baldwin recognized Don Taylor, City Manager who introduced this item stating that after consideration and wanting to allow the youth to participate in the activities that Ms. Valerie Mallard would be responsible for getting her daughter MaryAnn and others involved in assisting with the 50th Anniversary Committee. David Harris, Assistant City Manager reminded everyone of the Thursday, March 27, 2008 Employee Remembrance Day, to be held at Public Works at noon. ANNOUNCEMENTS - ITEMS BY CITY MANAGER TAYLOR AND STAFF Mayor Baldwin recognized Thomas Rhodes, Planning and Zoning director who stated that TxDOT will be conducting an Outer Loop Townhall Meeting to be l1eld on April 2, 2008 at 6:30 at the New Braunfels Civic Center. Mayor Baldwin adjourned the Reglf,lar Session into Executive Sessioll at 8: 11 p.m. EXECUTIVE SESSION Called under Section 551.071 Litigation; Section 551.072 Texas Government Code - Deliberation regarding the purchase, exchange, sale, lease, or value of real property; and Section 551.074 - Deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of the City Engineer. RECONVENE TO REGULAR SESSION 5. Take any action deemed necessary as a result of the Executive Session.
