A RESOLUTION DECLARING THE CURRENT
NUMBER OF INHABITANTS OF THE CITY OF SCHERTZ, TEXAS
WHEREAS, the City Council of the City of Schertz, after due and careful consideration, has
determined that it is necessary and appropriate to determine the number of inhabitants ofthe City of
Schertz as of the date hereof; and
WHEREAS, in order to develop a count of the inhabitants that is reasonable and accurate,
based upon the historic size of the City and the recent period of relatively intense growth, the City
Council has directed that a detailed study and analysis be conducted to determine the population of
the City; and
WHEREAS, in furtherance of this study and analysis, the City Staff of the City of Schertz has
carefully reviewed population estimates, forecasts, counts, and analysis from the U.S. Bureau of
Census. County Records from Guadalupe County. Bexar County. and Comal County, water utility
connection information from all certificated water or waste water service providers serving areas
within the corporate limits of the City. electric utility service connection information for customers
within the corporate limits of the City, domestic natural gas service connections tor customers located
within the corporate limits of the City, information on school population for areas located within the
corporate limits ofthe City, new building permit issuance records of the City from 2004 through the
date of this Resolution, certificate of occupancy issuance records ofthe City from 2004 through the
date of this Resolution. and annexation records of the City from 2004 through the date of this
Resolution. together with certain other available records which might assist the City Staff in
determining the number of inhabitants of the City of Schertz; and
WHEREAS. City Staffhas concluded that, based upon a careful and detailed analysis of all of
the information identified above, the best available information indicates that the City of Schertz
currently has 31,788 inhabitants; and
WHEREAS. the City Council of the City of Schertz believes that it is necessary and
appropriate for the Council, as a legislative body, to make a determination of the current number of
inhabitants of the City based upon its assessment of all reasonably available data at the community
level.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS:
Section 1.

The City of Schertz, Texas is hereby determined to have 31,788 inhabitants as
Section 2. The figure set forth above has been determined by a detailed and careful
analysis of all reasonably available information as described in the recitals of this Resolution.
