04-23-2008 PLANNING AND ZONING MINUTES April 23, 2008 The Schertz Planning and Zoning Commission convened on April 23, 2008 at 6:30 p.m. at the Municipal Complex, Council Chambers, 1400 Schertz Parkway Building #4, Schertz, Texas. CALL TO ORDER/ROLL CALL Mr. Richmond called the meeting to order at 6:32 P.M. '- 2. HEARING OF RESIDENTS No citizen comments. 3. CONSENT AGENDA: A. Consider and act upon the Planning and Zoning Commission meeting minutes for April 9, 2008. Following reading of the agenda item, Mr. Wallace moved to approve the Consent Agenda. Mr. Greenwald seconded the motion. Abstaining: Mr. Evans. Vote unanimous. Motion carried. 4. PUBLIC HEARINGS: A. PC 2008-011 Links at Scenic Hills, Unit 1- Replat Hold a public hearing, consider and act upon a request to re-plat 15 .51H acres of land being Lot 52, Block 26 of The Links at Scenic Hills Subdivision Unit 1 and 8.368:t acres of unplatted land out ofthe P. San Miguel Survey No. 256 and the James Gray Survey No. 255, creating lots 58 through 59 of Block 26 located at the terminus of Jimmy Walker Road. The property is zoned Single-Family Residential District (R-6). Public hearing opened at 6:35 pm. Mr. Rhodes reviewed staff comments and advised the Commission the applicant requested to postpone the '- Minutes Planning and Zoning Commission April 23, 2008 Page I of3 hearing until the May 14, 2008 meeting. He recommended that the Commission continue the Public Hearing and action until the May 14,2008 meeting. Mr. Richmond recognized the audience and asked if there was anyone to speak. There being no one to speak on the item, Mr. Sommers moved to continue the Public Hearing at the ~ meeting on May 14,2008. Mr. Greewald seconded the motion. Vote unanimous. Motion carried. B. ZC 2008-002 Country Club Office Park - Specific Use Permit Hold a public hearing, consider and act upon a request for a Specific Use Permit (SUP) for 0.34:t acres of land out of the Rafael Garza Survey, Abstract No. 144, Guadalupe County, Schertz, Texas being Lot 27, Block 9 of the Country Club Office Park Subdivision to allow a Day Care Facility in the Office Professional District- (OP) located approximately 500~ feet South of the intersection of Country Club Boulevard and Portage Lane. Public hearing opened at 6:37 pm. Mr. Rhodes reviewed staff comments and advised the Commission that the applicant was present. Mr. Richmond recognized the following: . Robert Brockman, questioned the exhibit. Public hearing closed at 6:40 pm. After a short discussion among Commissioners on the fence and security, Mr. Wallace moved to forward with a recommendation of approval to the City Council. Mr. Greenwald seconded the motion. Vote unanimous. Motion carried. 5. ITEMS FOR INDIVIDUAL CONSIDERATION A. PC 2008-012 SCUCISD Transportation Facility - Site Plan Consider and act upon a request for approval of a revised site plan of Lot 1, Block 1, of the SCUCISD District Offices. This 11.821:t acre tract is located on Elbel Road approximately 2800 feet east of Schertz Parkway. This property is zoned Public Use District (PUB). ~ Mr. Rhodes reviewed staff comments and advised the Commission that the applicant was present. After a short discussion, Mr. Greenwald moved to approve to the item. Mr. Wallace seconded the motion. Vote unanimous. Motion carried. B. PC 2008-013 Brighter Futures Learning Center - Site Plan Consider and act upon a request for approval of a site plan of Lot 3, Block 1, of the Mark Roberts Subdivision. This 1. 174:t acre tract is located on Borgfeld Road approximately 275 feet east of FM 3009. This property is zoned General Business District (GB). Mr. Rhodes reviewed staff comments and advised the Commission that the applicant was present. Mr. Richmond recognized the following: . Alfonzo Fernandez, Architect for the project, was available to questions. Mr. Evans stated that sheet A-I needs to reflect the proper county. After a short discussion, Mr. Sommers moved to approve to the item. Mr. Greenwald seconded the motion. Vote unanimous. Motion carried. 6. ITEMS BY COUNCIL, COMMISSION AND STAFF A. City Council Comments Mr. Carpenter stated that at the City Council meeting the City Attorney briefed the Council on subsidized housing. He stated that the Council has decided that a Board/Commission Liaison will attend meetings Minutes Planning and Zoning Commission April 23, 2008 Page 2 of 3 ~ on an as needed basis. He stated that the duty of a Liaison is to attend, listen and report back to the Council. "'" B. Planning Manager Comments Mr. Rhodes stated that on April 28, 2008 at the BOA meeting there will be training and invited the Commission to attend. C. Planning Commissioner Comments Mr. Sommers: Encouraged all Commissioners to attend the training at the BOA meeting. Mr. Greenwald Advised the Commission on the health status of John Bierschwale. Mr. Evans: No comments. Mr. Wallace: No comments. Mr. Edwards: No comments. Mr. Richmond: Briefed the Commission on the AACOG seminar he attended. "'" 7.
