SPECIAL MEETING OF THE CITY COUNCIL
APRIL 29, 1974
The Schertz City Council convened in Special Session
April 29, 1974 at 7:00 p.m. in the Council Chambers, 608
Live Oak Road with the following members present: Mayor
Robert C. Bueker, presiding; Mayor Pro-Tem Seeba, Mrs. Koch,
Mrs. Funk, Mr. Schwartz and Mr. Koole.
Mayor Bueker called the meeting to order and explained
the Council would go into Executive Meeting, citing Section
2 (g), Chapter 31 of House Bill #3, until approximately
8:00 P.M. at which time any resident wishing to address the
Council on the subject at hand will be allowed to do so.
The Special Session of the City Council reconvened
at 8:25 P.M.
#1 PERSONNEL: Council discussion on the dismissal of
Chief of Police Schoonover by City
Manager Arnold on April 10, 1974.
Mayor Bueker advised the citizens present the Council had
reviewed and discussed the subject of the Chief's dismissal.
He then read three documents that had also been discussed
as follows:
A. A "Bill of Particulars" to Eugene Schoonover
from Denny L. Arnold, City Manager, dated
April 19, 1974.
B. A letter dated April 23, 1974, to the Mayor and
City Council members from Denny L. Arnold ad-
vising Chief Schoonover had been reinstated and
was back on the job.
C. A letter from Mr. Richard Harris, Attorney for the
City, to the Mayor explaining the Mayor's function
under a General Law City.
There were no residents who wished to address the Council
on this matter.

Mrs. Koch moved to accept the reinstatement of Chief
Schoonover and that the program for job security be forth-
coming; and until that time, no more actions of this type
be taken; and the City be responsible for legal fees incurred
by Chief Schoonover. Mr. Koole seconded the motion.
After a thorough discussion of the motion by Council, Mrs.
Koch amended her motion to exclude the last phrase con-
cerning the legal fees - showing the motion to read: "to
accept the reinstatement of Chief Schoonover, and that the
program for job security be forthcoming; and until that time,
no more actions of this type be taken".

Mr. Koo1e seconded the amendment to the motion with all mem-
bers of the Council voting aye.
Mr. See ba then moved that Mr. Arnold expedi te the wri ting I""
of the duties, responsibilities and functions of the perma- 1r',!
nent Personnel Committee; each member of the committee to have
the unanimous approval of the Council; and the Ordinance setting
up the committee be passed by unaimous decision of the Council.
Mrs. Funk seconded the motion with all members voting aye.
Mr. Koo1e moved to have an official reprimand put in
Mr. Arnold's personnel file for the action he took against
Gene Schoonover; the reprimand to be written by the Mayor.
Motion died for lack of a second.
On a motion being duly made and seconded, the meeting
adjourned at 8:53 P.M.
