REGULAR SESSION OF THE CITY COUNCIL
MAY 21, 1974
The Schertz City Council convened in Regular Session
Tuesday, May 21, 1974 in the Council Chambers, 608 Live Oak
Road at 7:00 PM with Mayor Robert C. Bueker present and pre-
siding. Councilmembers Funk, Koch, Seeba and Koole present.
Absent: Councilman Schwartz. City Manager D.L. Arnold,
City Attorney R.W. Harris and City Secretary June G. Krause
present.
#1 APPROVAL OF MINUTES: Councilwoman Koch moved to
approve the minutes of the
Regular Meeting of May 7, 1974. Councilman Koo1e seconded
the motion. Motion carried with the following vote:
Ayes: Councilmembers Koch, Koo1e, Funk and Seeba.
Nays: None
#2 HEARING OF RESIDENTS: Mr. R.D. Gamble, Regional
Liaison Officer of the Div-
ision of Disaster Emergency Services from Corpus Christi
requested to speak when item 3 is brought before the Council.
#3 CIVIL DEFENSE PROGRAM: Mr. Arnold presented a pro-
posal for initiation of an
active and effective Emergency Civil Defense Program, which
included the hiring of a local CD Director, at least on a
part-time basis. He then introduced Mr. Gamble, who expanded
on the program and explained the Federal Government pays 50%
of all salaries of CD personnel and 50% of all administrative
costs of the program and often pays 50% of certain equipment
costs related to CD operations under the P&A funding.
Councilman Koole moved to hire Mr. Gary Rose as Civil Defense
Director, during the period he will be available, at a salary ~ ~ I!-
of $560.00 per month in a full-time position. The motion was
seconded by Councilwoman Funk. Motion carried with the follow-
ing vote:

Councilmembers Koole, Funk, Koch and Seeba.

#4 ORDINANCE: After a thorough discussion and setting
of fees, Councilwoman Funk moved passage
of Ordinance No. 74-C-16, on the second and final reading,
adopting the most recent Southern Standard Building Code. The
motion was seconded by Councilwoman Koch. The motion carried
with the following vote:
Ayes: Councilmembers Funk, Koch, Koole and Seeba.
Nays: None

CODE OF THE CITY OF SCHERTZ, TEXAS, AS HEREIN MODI-
FIED; PROVIDING A PENALTY FOR VIOLATION OF THIS ORDINANCE;
REPEALING ALL PRESENT ORDINANCES IN DIRECT CONFLICT WITH
THIS ORDINANCE; AND CONTAINING OTHER MATTERS PERTINENT
TO THE SUBJECT.

#5 ORDINANCE: Councilman Koole moved passage of
Ordinance No. 74-c-l/, on second and
final reading, adopting the most recent Southern Standard
Housing Code. The motion was seconded by Councilman Seeba.
Motion carried with the following vote:
Ayes: Councilmembers Koole, Seeba, Funk and Koch.
Nays: None.
AN ORDINANCE ADOPTING THE SOUTHERN STANDARD HOUSING
CODE, 1973 EDITION, AS A HOUSING CODE OF THE CITY OF
SCHERTZ, TEXAS, AS HEREIN MODIFIED; PROVIDING A PEN-
ALTY FOR VIOLATION OF THIS ORDINANCE; REPEALING ALL
PRESENT ORDINANCES IN DIRECT CONFLICT WITH THIS
ORDINANCE; AND CONTAINING OTHER MATTERS PERTINENT
TO THE SUBJECT.
#6 ORDINANCE: Councilman Seeba moved passage of
Ordinance No. 74-C-18, on the second
and final reading, adopting the most recent National Fire
Code. The motion was seconded by Councilwoman Funk. 'rhe
motion carried with the following vote:
Ayes: Councilmembers Seeba, Funk, Koch and Koole.
Nays: None.
AN ORDINANCE ADOPTING THE NATIONAL FIRE CODES,
1973-1974 EDITIONS, IN TEN VOLUMES, AS HEREIN
MODIFIED; PROVIDING A PENALTY FOR VIOLATION OF
THIS ORDINANCE; REPEALING ALL PRESENT ORDINANCES
IN DIRECT CONFLICT WITH THIS ORDINANCE; AND CON-
TAINING OTHER MATTERS PERTINENT TO THE SUBJECT.

117 ORDINANCE: Councilwoman Funk moved passage of
Ordinance No. 74-C-19, on second and
final reading, adopting the most recent Southern Standard
Plumbing Code. Councilwoman Koch seconded the motion.
Motion carried on the following vote:
Ayes: Councilmembers Funk, Koch, Seeba and Koole.
Nays: None
AN ORDINANCE ADOPTING THE SOUTHERN STANDARD PLUMBING
CODE, 1971 EDITION AS REVISED IN 1973 AND 1974, AS A
PLUMBING CODE OF THE CITY OF SCHERTZ, TEXAS, AS HEREIN
MODIFIED; PROVIDING A PENALTY FOR VIOLATION OF THIS
ORDINANCE; REPEALING ALL PRESENT ORDINANCES IN DIRECT
CONFLICT WITH THIS ORDINANCE; AND CONTAINING OTHER
MATTERS PERTINENT TO THE SUBJECT.
118 RESOLUTION: Councilman Seeba moved to adopt
Resolution No. 74-R-3 regulating
the appointment of individuals to the various standing
cUlwllittees, boards and commissions of the City of Schertz.
Councilwoman Koch seconded the motion. Motion carried
with the following vote:
Ayes: Councilmembers Seeba, Koch, Funk and Koole.
Nays: None.

A RESOLUTION REGULATING THE APPOINTMENT OF
INDIVIDUALS TO THE VARIOUS STANDING COMMITTEES
BOARDS, AND COMMISSIONS OF THE CITY OF SCHERTZ,
TEXAS.
119 ORDINANCE: Mayor Bueker read an ordinance author-
izing the Mayor to execute a Fourth Amended Agreement with the
Urban Renewal Agency. Mr. Walter Schertz, UR Director, and
Mr. Charles Cross, UR Engineer, explained the credits accrued
by the City and the funding available if the agreement could be
signed and submitted by June 1, 1974.
Councilwoman Koch moved to declare an emergency in meeting the
deadline for submitting the agreement and moved the ordinance
be amended to include the emergency statement and then be
adopted authorizing the Mayor to sign the Fourth Amended Agree-
ment with the UR Agency. The motion was seconded by Council-, 'l t/- If;.
man Seeba. The motion carried as follows: .

#10 and #11 ORDINANCES: Mayor Bueker read the following
captioned ordinance. Council-

CITY OF SCHERTZ, TEXAS, AND AUTHORIZING AND DIRECT-
ING THE CITY SECRETARY TO PUBLISH NOTICE OF SUCH -

Whereupon, Councilwoman FUnk moved that said ordinance be further 1;

The following captioned ordinance was then discussed and
fully considered by the Council:

A PUBLIC HEARING ON THE PROPOSED ANNEXATION OF

BY THE CITY OF SCHERTZ, TEXAS, AND AUTHORIZING

Whereupon, Councilwoman Funk moved that said ordinance be
further considered at the next regular meeting of the City

1/12 ANNUAL ARRANGEMENT LETTER OF AGREEMENT: Council-
woman Koch
moved to authorize Mayor Bueker to sign a Letter of Agreement
extending the Annual Arrangement contract. Councilman Seeba
seconded the motion. The motion carried with the following vote:
Ayes: Counci1members Koch, Seeba, Funk and Koole.
Nays: None
1/13 PLANNING AND ZONING MINUTES: A. Councilman Seeba
moved to accept the
minutes of the Regular P&Z meeting of April 24, 1974.
Councilwoman Koch seconded the motion which motion carried
with the following vote:

B. Councilwoman Koch moved to accept the minutes of the
regular P&Z meeting of May 8, 1974. The motion was seconded
by Councilman Koole, which motion carried with the following
vote:

Nays: None
#14 GENERAL DISCUSSION: A. Summer Recreation Program.
Mr. Arnold explained that coach Beard had approached him
requesting his running a summer recreation program in the
Junior High gym for the months of June and July. Council-
woman Funk suggested contacting the Citizens Advisory Com-
mi ttee for monetary help from the CUllulluni ty Fund.
B. Mr. Arnold explained to the Council the budget calendar
he had prepared. He also discussed the completed inventory
of City property.
#15 PREVIOUSLY TABLED SUBJECTS: There was nothing new
to present on any of
the previously tabled items.
1f16 ADJOURNMENT: On a motion by Councilwoman Funk
seconded by Councilman Seeba,
the Mayor declared the meeting adjourned at 11:10 P.M.
