SPECIAL SESSION OF THE CITY COUNCIL
MAY 28, 1974
The City Council of the City of Schertz convened
in Special Session, Tuesday, May 28, 1974 at 7:00 p.m. in
the Council Chambers, 608 Live Oak Road with Mayor Robert C
Bueker present and presiding. Councilmembers SCQwartz, Seeba,
Funk and Koch present. Councilman Koo1e absent. City Manager
Denny Arnold, and City Secretary June Krause present.
111 RADIO EQUIPMENT: City Manager Arnold explained the
necessity of bringing this subject
before the Council at this time because of the closing of the
bid on radio equipment, by General Electric through AACOG, on
May 30, 1974. After discussion, Councilwoman Funk moved to
order the radio equipment as requested now,to be paid in next
year's budget. Councilman Seeba seconded the motion which
carried by the following vote:
Ayes: Councilmembers Funk, Seeba, Koch and Schwartz.
Nays: None
112 LIONS CLUB CONCESSION STAND CONTRACT: Mayor Bueker
read a letter
from the Lions Club asking that their contract with the City to
operate the concession stand at the ballfield be terminated as
of the end of May, 1974. He also read a letter from Schertz
Area Facility for Emergency Services (SAFES) requesting they be
granted permission to operate the concession stand for the
remainder of the season.
Councilman Schwartz moved to terminate the contract with
Schertz-Cfbolo Valley Lions Club on operation of the concession
stand at the ballfield. Councilwoman Koch seconded the motion
which carried with the following vote:
Ayes: Counci1members Schwartz, Koch, Funk and Seeba.
Nays: None.
Councilman Schwartz moved to allow SAFES to operate the con-
cession stand at the ballfield until March 31, 1975 and to
sign a general agreement contract between SAFES and the City
of Schertz covering the ground rules for operation. The
motion was seconded by Councilwoman Funk. Motion carried
with the following vote:
Ayes: Councilmembers Schwartz, Funk and Seeba.
Nays: Councilwoman Koch.
The being no further business to come before the Council at
this time, Mayor Bueker declared the meeting adiourned at
8:00 45 p.m..

REGULAR MEETING OF THE CITY COUNCIL
JUNE 4, 1974
The Schertz City Council convelied in Regular Session
Tuesday, June 4, 1974 in the Council Chambers, 608 Live
Oak Road at 7:03 P.M. with Mayor Bueker present and pre-
siding. Counci1members Schwartz, Funk, Koch, Koole and
Seeba present. Absent: none.
#1 APPROVAL OF MINUTES: A. Councilwoman Koch moved
the minutes of the regular
meeting of May 21, 1974 be approved as presented. Council-
woman Funk seconded the motion. Motion carried with the
following vote:
Ayes: Counci1members Koch, Funk, Koo1e, Seeba and
Schwartz.
Noes: None
B. Councilwoman Koch requested the minutes of the Special
Meeting of May 28, 1974 be amended to include the following
statement as an addition to her voting against the second
motion under item No.2: "Mrs. Koch.voted against the
motion to allow SAFES to operate the concession stand at
the ballfield until March 31, 1975 because she feels the
other organizations did not have the opportunity of being
fully aware of this before the action was taken."
Councilman Seeba moved the minutes of the Special Meeting
of May 28, 1974 be approved as amended. Councilman Schwartz
seconded the motion, which carried with the following vote:
Ayes: Seeba, Schwartz, Koole, Funk and Koch.
Noes: None
#2 HEARING OF RESIDENTS: There were no residents to
be heard at this time.
113 SUMMER RECREATION: Mr. Francisco Quesada, acting
Chairman of the Citizens Advi-
sory CVlwllittee, gave some highlights of the proposed summer
program, since Mrs. Gary has resigned as Chairman. He
stated the plans for the use of O'Henry Junior High gym
have fallen through and requested suggestions from the
Council. After discussion, Council requested Mr. Arnold
to check with School Superintendent Nalls on availability
of the Junior High gym as well as busses to transport
children to swimming pools. Mr. Quesada was requested to
continue working with Coach Beard on this program. It was
the unaimous consent of Council to approve up to $500.00
for the summer recreation program.
#4 ORDINANCE: Concerning the final consideration of
the ordinance setting a public hearing
pursuant to the annexation of a 160 acre tract of land south
of Cibolo Cree~,. ,Mayor Bueker explained the City's
standpoint and relationship to San Antonio's annexations to

the south. Mr. and Mrs. Charles Smith were present and
concerned since their land is included in this proposed
annexation, especially about the payment of city taxes.
Mr. Smith was advised that agricultural land is taxed
at 'the bare minimum.
The Mayor introduced the hereinafter set forth ordinance
which has been read and considered at the last regular
meeting of the City Council on the 21st day of May, 1974.
It was determined that the City Secretary had caused a
short synopsis of said proposed ordinance to be published
in the official City newspaper after its consideration
at the last regular meeting of the City Council and prior
to this meeting.
Whereupon said ordinance was discussed and further consi-
dered by the Council.
Thereupon it was moved by Councilman Schwartz and seconded
by Councilman Seeba that said ordinance be finally passed
and adopted. The Mayor put the motion to a vote of the
members of the City Council and the ordinance was finally
passed and adopted by the following vote:
Ayes: Counci1members Schwartz, Seeba, Koch, Funk, and
Koole.
Noes: None.
The Mayor declared the ordinance finally passed and
adopted; and said ordinance as passed and adopted by
the City Council of the City of Schertz is as follows:

PUBLIC HEARING ON THE PROPOSED ANNEXATION
OF ONE CERTAIN TRACT OF LAND CONTAINING

AND AUTHORIZING AND DIRECTING THE CITY
SECRETARY TO PUBLISH NOTICE OF SUCH
PUBLIC HEARING.

by the City Manager. Councilwoman Koch moved that said
ordinance be considered by the Council. Councilman Seeba
seconded the motion which was carried by the following vote:
AYES: Councilmembers Funk, Seeba, Koch, Koole and Schwartz.
NOES: None.

The following captioned ordinance was then discussed
and fully considered by the Council:
APPOINTING A BOARD OF EQUALIZATION FOR THE
CITY OF SCHERTZ, TEXAS AND FIXING THE TIME
FOR THE MEETING OF SUCH BOARD.
Whereupon, Councilwoman Koch moved that said ordinance
by further considered at the next regular meeting of the
City Council to be held on the 18th day of June, 1974,
which motion was seconded by Councilman Seeba and which
carried by the following vote:
AYES: Councilmembers Koch, Seeba, Funk, Schwartz
and Koole.
NOES: None.
Its PLANNING & ZONING MiNUTES: Councilman Schwartz
moved the P&Z minutes
of the regular meeting of May 22, 1974 be accepted as pre-
sented. Councilwoman Funk seconded the motion. The motion
carried by the following vote:
AYES: Counci1members Schwartz, Funk, Koch Seeba and
Koole.
NOES: None.
Councilman Koole moved to refuse Mr. Toye Fox's request for
a curb cut on Randolph Avenue. Councilman Seeba seconded
the motion, which carried with the following vote:
AYES: Councilmembers Koole, Seeba, Koch Schwarts
and Funk.
NOES: None.
#9 & #10 PREVIOUSLY TABLED SUBJECTS: Mayor Bueker
and Mr. Arnold
briefed the Council on the status of the annexation pro-
ceedings now in progress as well as expected annexations.
Co~~cil recull11l1ended the City Manager CVll11l1ence the initial
steps necessary in the passage of bond issues for the
second tier water system and park development.
#11 ADJOURNMENT: There being no further business to come
before the Council, on a motion by Mr.
Schwartz, seconded by Mrs. Koch, Mayor Bueker declared the
meeting adjourned at 10:06 P.M.
