06-20-1974 107 SPECIAL MEETING OF THE CITY COUNCIL JUNE 20, 1974 The Schertz City Council convened in Special Session Thursday, June 20, 1974 at 7:10 p.m. in the Council Chambers, 608 Live Oak Road, with Mayor Robert C. Bueker present and presiding; Councilmembers Seeba, Funk and Koole present. Absent were Councilmembers Schwartz and Koch. The only item to be discussed was future capital improvements and methods of financing. Mr. Tom Anderlitch Financial Advisor for the City, was present to give some preliminary information on bonding for a second tier water system, swimming pool and park development, and Municipal Complex. Councilmembers Schwartz, Seeba, Koole and Funk present. Absent: Mrs. Koch. #1 Mayor Bueker introduced the following captioned ordinance which was read in full by the Mayor. Councilman Schwartz moved that said ordinance be considered by the Council as an emergency measure. Said motion was seconded by Councilman Seeba. Whereupon said motion was fully dis- cussed and considered. The Mayor put the motion to consider said ordinance as an emergency measure to the members of the City Council and said motion was approved and adopted by the following vote: Ayes: Nays: Councilmembers Schwartz, Seeba, Koole and Funk. None. The Mayor then introduced the hereinafter set forth ordinance as an emergency measure. Thereupon it was moved by Councilman Schwartz and seconded by Councilman Seeba that said ordinance by finally passed and adopted. The Mayor put the motion to was finally adopted by the following vote: Ayes: Nays: Councilmembers Schwartz, Seeba, Koole and Funk. None. AN ORDINANCE PROVIDING FOR THE EXTENSION OF THE BOUNDARY LINES OF THE CITY OF SCHERTZ, TEXAS BY THE ANNEXATION OF THREE (3) CERTAIN TRACTS OR PARCELS OF LAND CONTAINING 160 ACRES, 80.183 ACRES AND 74.161 ACRES, RESPECTFULLY, AND DE- CLARING AN EMERGENCY. #2 Mayor Bueker introduced the following captioned ordinance which was read in full by the Mayor. Councilman Seeba moved that said ordinance be considered by the Council as an emergency measure. Said motion was seconded by Council- woman Funk. Whereupon said motion was fully discussed and considered. The Mayor put the motion to consider said or- dinance as an emergency measure to the members of the City Council and said motion was approved and adopted by the following vote: Ayes: Nays: Councilmembers Seeba, Funk, Koole and Schwartz. None. The Mayor then introduced the hereinafter set forth ordinance as an emergency measure. Thereupon it was moved by Councilman Seeba and seconded by Councilwoman 109 Funk that said ordinance be finally passed and adopted. The Mayor put the motion to the members of the City Council for vote and the ordinance was finally adopted by the following vote: Ayes: Councilmembers Seeba, Funk, Koole and Schwartz. Nays: None. AN ORDINANCE SETTING A TIME, DATE AND PLACE FOR A PUBLIC HEARING ON THE ~ROPOSED ANNEXATION OF TWO CERTAIN TRACTS OF LAND CONTAINING 71.65 ACRES AND 112.288 ACRES, RESPECTIVELY, BY THE CITY OF SCHERTZ, TEXAS, AND AUTHORIZING AND DIRECTING THE CITY SECRE- TARY TO PUBLISH NOTICE OF SUCH PUBLIC HEARING AND DECLARING AN EMERGENCY.
