SPECIAL MEETING OF THE CITY COUNCIL
JULY 9, 1974
The Schertz City Council convened in Special Session
Tuesday, July 9, 1974 at 7:08 P.M. in the Council Cham-
bers, 608 Live Oak Road with Mayor Robert C. Bueker pre-
~nt and presiding; Councilmembers Robert Schwartz, Don
Seeba, Nell Funk, Bobbie Koch. Absent Mr. Koole. Also
present were F.S. Schlather, Mayor of Cibolo, Texas and
Cibolo Councilmembers Ed Ling, Marge Smith, Ted Dykes and
Fred Niemietz and Cibolo City Secretary Linda Ling.
#1 DISCUSSION OF ANNEXATION AND ETJ BOUNDARIES:
Mayor Bueker outlined the Schertz city limits on a new
map, which also showed the proposed annexations which just
breaks through San Antonio's ETJ.
Mayor Schlather said a portion of the annexation to
the south of I 35 encroaches on land for which Cibolo has
valid letters of intent and they do not wish to give up
this land.
Mayor Bueker suggested Schertz and Cibolo could come
to an agreement on a common boundary between the two cities
perhaps along Wiederstein Road.
Mayor Schlather suggested that perhaps the two cities
could also co-broke a new water well and water lines.
Cibolo expects to grow and will need more water than the
City of Schertz can provide.
The Cibolo Mayor and Councilmembers left the meeting
at 9:34 p.m.
#2 ZONING ORDINANCE, RELATED ORDINANCES AND MAP:
Mr. Larry Burnside presented the proposed zoning map
and ordinance, proposed Flood Plain Ordinance, proposed
Mobile Home Ordinance and revisions to the sub-division
ordinance.
#3 RITTlMAN ADDITION WATER SYSTEM: Mr. Arnold read a
letter from Mrs.
FerdYne Rittiman asking to meet with the City Council con-
cerning the operation of her water system, since for health
reasons her husband is no longer able to take care of it and
she will have to start teaching again ,in August. The staff
had failed to notify Mrs. Rittimann to be present so Mr.
Arnord briefed the Council on her request. It was Council
opinion for Mr. Arnold to obtain all available information
on the system and bring it back to the Council.

There being no further business to come before the
Council at this time and on a motion duly made and
seconded, Mayor Bueker declared the meeting adjourned
at 10:35 p.m.

PUBLIC HEARING OF THE CITY COUNCIL
JULY 16, 1974
A Public Hearing was held by the City Council in the Council
Chambers, 608 Live Oak Road, July 16, 1974 at 7:02 P.M. with
the following members present. Mayor Bueker presiding;
Councilmembers Seeba, Schwartz, Funk, Koch and Koole.
The Public Hearing was held pursuant to the proposed
annexation of the following parcels of land:
1. A 71.65 Acre tract of land out of the John
Nelson, Edwin Woodruff, C.P. Abbott and Rafael
Garza Surveys in Comal County, Texa5.
2. A 112.288 Acre tract of land out of the R. Martin
and V.F. Walker, Jas. N. Richardson, R. Garza, P.
Kreiner, G.G.N.R.R. & C.P. Abbott Surveys in
Guadalupe County, Texas.
A gentleman from the audience asked for the property owners
names concerning the second proposed annexation. Mayor Bueker
outlined the area on a map and gave owners names that were
available.
There being no further questions from the audience on the two
proposed annexations listed above, Mayor Bueker declared the
hearing closed at 7:07 P.M.
