04-27-1999 n/s . . . e e PLANNING & ZONING MINUTES The Schertz Planning and Zoning Commission convened in Regular Session on Tuesday April 27, 1999, at 7:00 p.m. in the Municipal Complex Bob Andrews Conference Room, 1400 Schertz Parkway, Schertz, Texas. Those present were as follows: PLANNING & ZONING COMMISSION CITY STAFF Ernie Evans, Chairman David Richmond, Vice-Chairman Keith Van Dine, Secretary Tony Moreno Gary Wallace Joyce Briscoe George Maxfield Ken Greenwald, ex-officio Steve Simonson, Asst. City Manager / Planning Coordinator Mary Ybarra, Planning & Recording Secretary Commissioners Absent Others Present Sam Bledsoe, MBC Engineers #1 Call to Order: Chairman Ernie Evans called the meeting to order at 7:00 p.m. #2 Regular session of April 13, 1999. Approval of Minutes: Ernie Evans asked for corrections or additions to the minutes of April 13, 1999. Gary Wallace pointed out that his name should be added to the Planning & Zoning Commission members and to delete George Maxfield from the list of attendees. 1 . . . e e With no further discussion, a motion was made by Keith Van Dine and seconded by David Richmond to approve the minutes of April 13, 1999 as amended. Upon a vote being called, the vote was as follows: Ayes: Ernie Evans, David Richmond, Keith Van Dine, Tony Moreno, Gary Wallace and Joyce Briscoe. Abstention: George Maxfield (absent at said meeting). #3 Status of Final Plats: Ernie Evans reported that the Schuetz Subdivision was finalized. #4 BOA Actions: There was no report. #5 Citizen's Input Other Than Agenda Items: There were none. #6 Consider and Take Appropriate Action: Request from MBC Engineers, for final plat approval of Greenshire Subdivision Unit 9. (PC#406-99). Steve Simonson reported that all items have been corrected, note indicating type of fence along Green Valley Road, l' non-access easement, and parkland fees have been paid. With no further discussion, Gary Wallace made a motion and seconded by Keith Van Dine to approve the request from MBC Engineers, for final plat approval of Greenshire Subdivision Unit 9. Upon a vote being called, the motion was approved. 2 . e e #17 General Discussion: Tony Moreno: Tony had no comments. Keith Van Dine: Keith mentioned that as he drove by the old shoe shop location he noticed that it was no longer there. What has happened to the shop and wasn't the shop a landmark? He was advised that due to the widening of FM78 the shoe shop had to be demolished. Keith announced that he has taken a position as Juvenile Probation Officer in the City of Seguin. There were congratulations from the Commission on his new position. . Gary Wallace: . Gary had no comments. Georqe Maxfield: George apologized for not attending the last meeting, and had no further comments. Joyce Briscoe: Joyce reported that the green banner at the Forest Ridge Subdivision is still affixed to the fence. Joyce stated that it has been up for sometime, and has authorization been given? Joyce was advised that city staff would look into the matter. 3 . . . e e Ken Greenwald: Ken reported that the Council is considering an ordinance to "Ban Smoking" in the City of Schertz. Several ordinances from surrounding cities are to be reviewed connected with banning smoking in buildings open to the public, in the result of putting together an ordinance that would best suit the City. If such an ordinance is put together, a vote of the people would be necessary. David Richmond: David reported that the" Japhet" sign at FM3009 has not been taken down, and would like to know if anyone has been contacted? David was advised, that city staff is having difficulty contacting anyone wanting to take responsibility for the sign. It is believed that the sign is in standing in some homeowner's property. If this is the case, the homeowner may have the option of removing the sign. David reported that the sign at the intersection of FM3009 and FM 78 advertising "Val's Storage" has not been taken down. David was advised that the inspection department has been notified, and notification will be sent that the sign is in violation. Steve Simonson: Steve reported that the Lower Seguin Road right-of-way project was delivered to the City. There are 16 parcels that are to be purchased by the City. Some of the right-of- way will have to be purchased from the Air Force and other property owners that he believes will take some time. Steve reported that the FM 78-project contract is scheduled for June and that construction is believed to start around August or late September of 1999. 4 . . . e e Ernie Evans: Ernie expressed concern for the area underneath the bridge at FM78 and Aviation St; there are steel beams and other debris that are hazardous. Who is responsible for the clean up? Ernie was advised that the city of Universal City (UC) is responsible, and that the City has applied for funds in effects to help with the clean up. #10 Adjournment: Keith Van Dine moved to adjourn the meeting.
