Merwin Willman moved to approve the Regular Session minutes of
August 27, 1996. Ernie Evans seconded the motion which carried

CITIZENS' INPUT OTHER THAN AGENDA ITEMS:
Jim Gibler, 1528 Mt. Laurel Cr., stated his concern is the
relationship of Kardys Airport and the proposed school site in
Greenshire. Mr. Gibler handed out some information that was
provided to the school board, expressing the concern and other
issues that should be considered. There is a sheet of data
provided from the National Transportation Safety Board involving
aircraft engine failures in what they call Takeoff Phase flight.
The letter outlines what Mr. Gibler is concerned about.
Mr. Gibler stated the statics indicate that this is not a totally
uncommon occurrence. In watching TV you will see light aircraft in
neighborhoods that have crashed in streets and homes.
Mr. Gibler presented an aerial map of the area that was provided
by the Seguin Tax Assessors Office. Mr. Gibler stated the scale
is 400' = 1". The white area on the map shows Kardys runway with
the dots extending the center line of Kardys runway. At
approximately 3400' is the proposed school complex. It is Mr.
Gibler's personal concern that if this were single family units, as
it will be for the most part the possibility for a catastrophe
would be limited. However, when you consider putting between 600
and 800 people into one spot, and there have been two crashes at
Kardys in the last two years on take off, one at the south and one
at the north end, he thinks this is at least something that the
school board should consider. Additional data should be developed
to be able to confirm the frequency or the possible frequency of
such an occurrence. The data provided does not address anything
but engine failures, crashes, and fatalities in the area. This
does not deal with fatalities on the ground be it at a school or
housing development that have since grown up in the area. The
school board informed Mr. Gibler that someone in the City staff
was going to be reviewing this and looking at it. In calling the
City during the day he has not been able to find out who this
person is. Mr. Gibler's personal opinion is not only is the
school board not looking at it, they don't want to look at it. The
biggest concern is the safety of the children and the people in the
school. Having experienced catastrophic engine failure in the
takeoff phase of flight, Mr. Gibler states that you have almost no
time to react. The air plane is in such a flight mode that to
glide to an open area would be nice but basically impossible.
Mr. Gibler stated it is during the winter when the departures to
the north are most frequently used. In engine failure, you are
talking 30 to 45 seconds to the school from the end of the runway.
If the engine failure does occur a straight ahead impact is what
you can hope for. Mr. Gibler stated he is not against schools,
and not against having a school in the Greenshire area. But this
is a real issue and he would personally like for someone to take a
look at it. The offer was made to the school board for additional
data but there has been no word received as yet. This is real and
could represent a future threat to Kardys which has been in the
area a long time.

Gary Wallace asked how many days the north departure is used
compared to the south. Mr. Gibler stated the data supplied only
involves engine failure after takeoff. Usually from early December
to mid March usually when the north winds come in.
Merwin Willman asked Mr. Gibler if he was going to present this
information to the City Council? Mr. Gibler stated he was going
to meet with the former Mayor (Earl Sawyer) as he had expressed an
interest. Merwin Willman mentioned that the presentation should be
given to the City Council as a whole. Mr. Gibler stated he would
have no problem in presenting the information to the City Council.
David Richmond stated Jim Gibler had called him and asked him if a
presentation to the P & Z would be worthwhile. Not knowing what
was going to be on the agenda as Jim contacted David before the
agenda was published, David had suggested that Mr. Gibler present
his concern during the Citizens' Input portion of the meeting.
David felt we needed to address this issue from a standpoint of
awareness, because ultimately the request from the school will be
back before us at some time and sooner or later we are going to
have to approve or disapprove the request from the school.
Interestingly at the school board meeting where Jim made his
presentation earlier, Dr. Stringer expressed considerable interest
and it was clear that was the first time that anyone either on the
school board or the school staff had heard or was willing to hear
anything on this. Dr. Stringer made a comment in general to the
school board staff that it should try to get as much information on
this situation as possible because as a safety issue, it would put
a different perspective on the matter. It would not be an issue
merely of homeowners and backyards.
Merwin Willman wondered if the people that were on the committee to
select a school site considered Kardys.
Doyle Woodman stated when he made a presentation on August lst to
the school board, the same map was shown to them. His
understanding from Herb Rehmann is that they did consider Kardys.
David Richmond stated they did not say that in response to Jim
Gibler's presentation and Dr. Stringer's concerns. All
information needs to be presented.
'5 CONSIDER AND TAKE APPROPRIATE ACTION: Request from MBC
Engineers, for Preliminary Plat Approval for
Woodland Oaks Village (Gated). (PC #282-96)
Steve Simonson stated lot 1, is designated on a note on the side of
the subdivision as private green area for the school bus site.
Also on the Woodland Oaks side there is a 20' building setback and
buffer area away from the emergency road entrance so there won't be
a building placed right against that entrance, which would be a
hazard. The parkland fees will be paid on final plat approval.
Even though it shows 42 lots there are actually 41 single home lots

because of lot 1 being the greenbelt area. What will need to be
corrected is across Dimrock from this subdivision which shows lot 1
block 9, it should be Woodland Oaks Unit 10, lots 45-48 block 9.
The street Woodland Village Place, that goes from the entrance to
the back has been changed to Village Point at the 90' turn.
Ernie Evans stated we required the last gated community to show the
gate information on both sides; the break away gate and the
information on how it is going to be gated at the entrance. This
information needs to be put on the plat to be consistent with what
was previously done. When this was reviewed in the zoning stage,
on the corner of FM 3009 that is triangular, this was shown as a
green area.
Steve Simonson stated this was shown where the sign was going to be
which is actually outside of this lot because of the ROW. The road
is actually inside the line, with the ROW being where the sign
would be located.
Mike Lancaster stated before any field work was done, it was
guessed on where the oak tree clusters were located at the corner.
They are actually behind the property line so the greenbelt was not
put in front because then the fences would have to be weaved
through the oak trees. The area of ROW along Dimrock and in front
on the corner will be landscaped with the entry sign being on the
corner clip. The sign and fence will be incorporated into the same
structure with shrubbery and color planned in front of the sign and
fence. The monument sign is already existing in the island.

boundaries themselves. There is no dimension shown on the
setback. There is 55' in width at the setback with the front lot
dimensions which may vary because of the cul-de-sac. Normally
dimensions are not shown at the setbacks.
Steve Simonson stated that no one has ever shown the dimensions of
the lot at the setback. They always show the dimensions of the lot
at the sides, front and back lot line.

Tony Moreno moved to approve the preliminary plat of Woodland Oaks
Village submitted by MBC Engineers with the following
contingencies: correct the name of the cul-de-sac to Village
Point; correct info to block 9 lots 45 - 48 Woodland Oaks Unit 10;
and in note describe the location of and how the entry gate works,
and where emergency gates will be. Keith Van Dine seconded the
motion which carried with a unanimous vote.

CONSIDER AND MAKE RECOMMENDATION: Request from Planning and
Zoning for Woodland Oaks Drive to become a Dead
End Street.
Pia Jarman stated this has been discussed earlier and she had
requested that Merwin come up with a recommendation.
Tony Moreno stated he agrees with this recommendation. This
community is working at planning what is going on with development
in the area. In looking to the side of our area, there is a
community that doesn't seem to be planning anything that has to do
with traffic.
Gary Wallace stated he is not sure what we gain by doing this. If
the school were there, it might be a viable consideration. It
seems that this would cause more traffic to be on Green Valley Road
which is not as we~l maintained or built in the first place to
support the traffic.
Ernie Evans stated this needs to be kept as an open item and we
need to continue to take a very hard look at it. We obviously have
a request that will be coming back to the Commission at some time
from the school. Regardless of the school issue, we should not let
this request drop. There is no east/west corridor other than IH 35
and FM 78. The only real access that anyone has to the west from
the middle of our city between IH 35 and FM 78 is coming across FM
3009. So unless some plans are put in place to address the traffic
problem that is coming because of the homes under construction in
that area, then we would perhaps create a situation which becomes
unaddressable down the road in the future, of an east/west corridor
and there is no north/south cooridor for that remaining area to
utilize to get up to IH 35 or down to FM 78, so westward is the
only direction to go. He would not want to go east to come back to
San Antonio. This creates a problem that we have to figure out how
to deal with. FM 3009 is not lighted in terms of stop lights and
it does not look like in the near term that this may even happen as
the state has refused the request twice now. We have in what will
develop down the road, a major traffic problem, and things that we
feed to it are going to add to it. So sooner or later either this
Commission or the City is going to get to address this problem one
way or the other. Not knowing whether blocking and deadending
Woodland Oaks Drive is the right thing to do or not, it is an
option that can be addressed and looked at. It could certainly
always be reopened if it was not working correctly.
Merwin Willman stated the object was to control traffic so that if
the street is built from Woodland Oaks Drive to Dietz Road, all the
people from the three subdivisions could be using that instead of
FM 3009 to come into the school. If the street was to go straight
to Green Valley Road that would mean people from Cibolo could go
that way to the school. Dead ending Woodland Oaks Drive would cut
down on the bottlenecking in that area.
David Richmond stated he agrees with both Gary and Ernie this is a

situation that we need to be aware of and to consider together with
what is being proposed. The problem that we are being confronted
with is not knowing what Cibolo will continue to do with regard to
further development with Royal Oaks Subdivision and beyond. This
is another issue that we need to be aware of just as we continue to
be aware of the proposal for the school. The very reasonable
concern from the City stand point is the importance of the road
structure being developed at the same time as the school is, in
order to be able to take the flow of traffic in all directions.
Merwin Willman mentioned that it is true Woodland Oaks Drive was
built as a through street but it wasn't built for big vehicles like
buses. If the school doesn't build there, then there won't be a
problem. This is something Merwin felt the Commission should be
aware of and maybe think about. This could create a problem if the
school is to go in this area.
Pia Jarman inquired if it is the consensus of the Commission that
we not make a recommendation at this time to City Council, that we
keep this issue open.
Keith Van Dine stated he agrees with Merwin because you can always
reopen the street if it calls for it. Just because you dead-end a
street doesn't mean it is dead-ended for ever and ever.
Pia Jarman stated that before there is a second to a motion, she
has noticed people hesitating. According to Robert's Rules of
Order the person who seconds does not have to necessarily agree
with the motion, what a second does is bring an issue before the
Commission so it can be discussed. If it is not seconded it simply
means there is only one person who considers it worth bringing up
before the Commission. In that event chair has to say "there is no
motion in front of the Commission". A member may seond a motion
because he would like to see the assembly go on record as rejecting
a motion. You can vote against a motion you seconded.
David Richmond moved that this Commission table the recommendation
for Woodland Oaks Drive to become a dead end street at the Schertz
City limits, until such a time as it seems to be in the best
interest of the City to reconsider this issue. Gary Wallace
seconded the motion which carried with a unanimous vote.
Ernie Evans stated the record needs to show that the discussions
that we have had this evening is with the concern of the traffic
flow in the area. Ernie does not wish for the school board to
assume to use the discussion that we are trying to fight them or
oppose them or anything else. Let the records reflect that the
Commission's concern is purely an issue with traffic and how we are
going to deal with traffic in a developing area.
David Richmond stated as it is the same issue with regard to
road being constructed from Dietz Road to Green Valley Road
conjunction with the school.

CONSIDER AND TAKE APPROPRIATE ACTION: Discussion Regarding
Members Who May Wish to Renew Their Terms
(Merwin Willman, Ernie Evans, Tony Moreno, and
Keith Van Dine).
Pia Jarman stated it is her duty as chair to ask each of the
Commissioners if he wishes to have his terms renewed. Before
saying "yes" or "no" there is one thing that needs to be addressed.
Attendance at the meeting is essential because of the need for a
quorum. This is in reference to the public hearing on July 23rd
when there were three rezoning issues, it just so happened that
Keith had legal matters and a couple of the other Commissioners
were called away on emergency. This left four possible members and
until the fourth member arrived, she was left not knowing if we
could start the meeting on time or tell the public we would wait
for ten minutes. This was an unusual occasion but it did happen,
and fortunately we did have a quorum so we could go on. Had we had
to cancel the public hearing, it would have cost the City a lot,
financially as well as in loss of good will of all the citizens
present. This is why we asked Councilman Ken Greenwald, being part
of the group and having continuity of what we are discussing, that
in an emergency situations, he be able to vote.

into by the lawyers, whether this can be done, as

Keith Van Dine asked why couldn't Councilman Ken Greenwald be given
a proxy vote. When it comes to a voting issue the member not
present could allow Councilman Ken Greenwald to make the vote for
them.
Pia Jarman stated in a public hearing the member has to be present
to hear all the citizens' input prior to deciding, but that she
would research the proxy issue in Robert's. Keith Van Dine said he
would check in Robert's as well. She then asked members up for
renewal if after consideration of the discussion just held, they
wished to have their terms renewed.
David Richmond moved to recommend to City Council the renewal of
terms of the following Planning and Zoning members: Merwin
Willman, Ernie Evans, Tony Moreno, and Keith Van Dine. Gary
Wallace seconded the motion. Voting was conducted after naming
each individual, with the individual named abstaining. Motion
carried with each candidate receiving six (6) ayes.

Keith Van Dine asked Steve if the two double wide mobile homes that
are going up in his area have come in for permits. Steve stated he
would check into it.
Gary Wallace:
Gary Wallace asked if the traffic flow into the Cibolo area is
something we cannot deal with at all. The Woodland Oaks Drive
break at Royal Oaks is bad. Can we work with Cibolo to enforce a
route or development?

Steve Simonson stated not unless we blocked it. The situation is,
we tried to work with Cibolo. Cibolo has had three copies of our
master plan. He has talked with them personally and sat down with
them, and has talked with members of their planning and zoning
commission which voted against allowing Mr. Vaughn from developing
the road he did. The City Council overrode the P & Z and let Mr.
Vaughn build what he wanted, which is narrow streets, no curbs or
gutters, and he did not have to continue Woodland Oaks Drive
through. The only thing that they made him do was put an easement
60' wide through the yards. You have in effect stopped that yard,
because who is going to buy that person's back yard of 60' if some
day the road is to go through. The city has no authority or any
way, other than good neighbor policy, to get another city to do
what it wants it to do. We have been fighting this long and hard
for many years. This is not the first time we have tried to work
with Cibolo on several issues that did not come to flourish,
because the overall decision was not based on the overall good of
the city. There are already plans to expand Royal Oaks.
Gary Wallace asked if Cibolo knows that we are considering dead
ending Woodland Oaks Drive? Steve Simonson stated "no".

Steve Simonson stated their P & Z agreed with the City Manager on
the road and yet City Council members stated they were never given
a copy of our map or told anything about any previous discussions.
If the road had gone through there would have been a major traffic
problem. The way Greenshire was designed was with the wall and
turning all the subdivisions inward so no one was facing out with
traffic in their front yard. In effect, what Cibolo has done is
they have taken the only possible good road to any east/west
traffic and chopped it off. You could take the wall in Greenshire
and protect the homeowner that is at Royal Oaks. This would be a
six foot sound barrier, good wall. Unless something like this is
done for the next expansion of Royal Oaks there is no road other
than Royal Oaks Drive. This Commission could, if it wishes, take
it upon itself to write to the P &'Z Commission of Cibolo stating
this is such a serious situation, we would like to have a joint
meeting to discuss what is going to happen. What this Commission
has done in platting the subdivisions and working with the City
staff and City Council it has, in effect, provided all of the
modern amenities for transportation and utilities that any City
should have. In spite of our best efforts, everything, with the
exception of Savannah Drive, points to FM 3009. We still have some

hopes for Woodland Oaks Drive some day. Even if Wiederstein Road
is to go through some day the way it is going to be developed, if
it continues to be the same way in Cibolo, our chances of getting
it connected to Wiederstein are probably as good as what happened
to Woodland Oaks Drive.
Gary Wallace stated this is something that is worthy of our
consideration. Steve stated it could not hurt. All that the
people in Royal Oaks and Green Valley are concerned about is the
school but in the long run that is not the problem. In the long
run what is going to happen on the other side of them even if
everyone out there built a 1/3 or 1/2 acre house, there could be
5,000 houses out there. You have Green Valley Road and that is it.
There is no consideration for traffic out there.

Evans reminded those involved in the Comprehensive Plan that
is a meeting on Thursday night September 26, 1996 at 7:00
Evans wanted to make sure it is still viable in terms of the
being paid prior to the final plat coming in. Like tonight,
the preliminary plat, the fees were not paid as yet, but when
final comes back the fees will be paid. Steve said "yes" the
will be paid by the final plat approval.

Ernie Evans asked about the letters sent to the school board if
there was any feed back? When Steve has his turn during the
Discussion he would enlighten the Commission on this.
Merwin Willman:
Merwin Willman stated a couple of meetings ago he tried to explain
what happened at a City Council meeting. It was put in the minutes
and at the last meeting he heard about it from the Council. A
couple of Council members didn't appreciate his comments and he
tried to explain to them then, that he was trying to pass his
perceptions of what happed on to the Planning and Zoning. This
still didn't do any good and the Council felt he shouldn't have
said what he did. One Council member took offense to the statement
when he said "council", he should have said "some of the Council
members". He tried to explain to them he didn't want to point any
fingers at anyone individual. One council member said "you should
have mentioned names". That is not Merwin's way.
Councilman Ken Greenwald commented that it is very apparent that
they are reading the minutes.

Jarman mentioned that maybe the P & Z members need to receive
City Council minutes. Councilman Ken Greenwald stated some
back P & Z did receive the Council minutes but no one read
Pia stated "Oh we will".

Merwin Willman mentioned he would like to see more of the P & Z
Commission attending the City Council meetings especially when
there is a request from the Commission being discussed. "Then you
would be able to hear what they say and how they say it".

Evans commented to Merwin something really good came out of
as the Council has agreed to a joint workshop. Ernie thinks
it is worth its weight in gold, as we have another year's
of work to do on a program.
David Richmond:
David Richmond asked if there has been any information on the REMAX
building? Steve stated "no" not at this time.
David Richmond stated regardless of whether Steve was quoted
correctly or not, he would like to commend Steve for the words that
were attributed to him in the paper on the issue of the school.
What David would suggest to all of us is that if that is the way
the school board comes back to us, in the same tone as the article
presented that "hey you Planning and Zoning of Schertz holding up
the growth and putting these poor little children at risk and all
this other stuff, I can tell you that I am going to vote against
the request again". As far as David is concerned we aren't the
ones holding up anything. The school members can talk about the
fact that they should have brought this issue up two years ago
before us. They probably should have, but they didn't. Now that
we have had the opportunity to consider their plan at two meetings
and suggested to them, very reasonably, that they go back and come
back to us with a good proposal, David thought the tone of the
article was poor, but it quoted Steve well.
Pia Jarman:
Pia Jarman stated the edition of "The Commissioners" that was
included in our packet has a very worthwhile article "The Planning
Commissioner as Judge". It is about public hearings: keeping the
record, controlled environment and so on. She recommended that all
of the Commissioners read it.
Pia Jarman stated at the next meeting we will be electing new
officers. She said it had been a very interesting and worthwhile
term but that she will not accept chairmanship for the next term.
Procedurally, if someone declines the nomination that is it.
Councilman Ken Greenwald:
Councilman Ken Greenwald stated the attorney is looking into the
fact if he can vote or not, and he was given a couple of options.
The only time he may be able to vote would be to make a quorum.
Councilman Ken Greenwald stated for everyone to review the monthly
reports. "Don't let the health guy scare you he is very strict by
state law. It is expensive but a very good program".

Councilman Ken Greenwald stated that in addition to his personal
thanks, from the Council as a whole he was asked "to pass on to
each and everyone of you our thanks for the UDC". There was a lot
of time spent on it and the Council members are appreciative that
Planning and Zoning did spend the time as it was a very time
consuming operation.
Councilman Ken Greenwald mentioned the Christmas committee has
started meeting. If anyone is willing to join or just donate some
money, please do so. The next meeting will be Thursday September
12, 1996 at 4:00 p.m.
Councilman Ken Greenwald stated the Council did approve the 121
acre gated community. Hopefully, they will be coming before the P
& Z with the plats soon.
Merwin Willman commented on the activity report as of July, the
total year permits issued for single family is 317.
Steve Simonson:
Steve Simonson stated that officially, we have not heard anything
back from the school board to the Commission. However,
unofficially, the letter he sent was received. Mr. Rehmann came
over to the office and showed the letter he had received from Brad
Galo, from the builders of Deer Creek stating that they would
connect, how everyone was going to do their part. The school is
looking at the financial plans, so that technically, the school
wouldn't build the road. Brad Galo would build the road but the
school would pay a little more for the land. Mr. Rehmann stated
he wouldn't know the school's plan until he attended the board
meeting. The next day Mr. Rehmann called and told Steve to forget
everything he said. The board stated this was a good site and they
are not going to build a road and would see you at the next
meeting. The board stated they were "offended" by our letters.
Pia Jarman stated she also sent letters to the seven board members
to their home addresses along with the minutes of the two meetings
in which the school request was discussed.
Merwin Willman stated with the information that was received, this
evening on the airport, what is the feeling on the school being
built so close to the airport. What kind of stand should we take
on that if any?
Gary Wallace stated he would be more worried about Corbett.
David Richmond stated this should be a consideration and he thinks
the way Dr. Stringer approached it at the board meeting was the
right approach. If they are presented with all the information and
then make a decision, O.K. "We think we understand the issues. We
think there is reason for concern, but the concern is minimal". At
least they have had the opportunity to consider all facts. Up
until that point in time no one had bothered to even make the

suggestion. This is one of the reasons David suggested to Jim to
"at least make us aware". If the school board is to come back
again the issue will probably not even come up, unless we bring it
up. They can talk about us all they want, but David will be
"incensed", particularly after the last meeting which was attended
by the superintendent, if they come back again and don't address
the road issue. After we, about as explicitly as we could get,
told them what our concerns were and if they come back again not
addressing this issue, he doesn't know what they expect us to do.
Merwin Willman stated he feels the same way about that but this new
issue about the airport needs to be considered in regards to
putting a school in that area.
Ernie Evans stated if the school board has done its homework,
because it is the school district that is building this facility,
then it is the school district that should be able to supply the
documentation that shows that they have had the airport aspect
investigated. Here are the facts, here are the results and here is
how we think it weighs in making this decision. Otherwise they
have not done their homework.
Keith Van Dine stated we need as a Commission to make a decision on
what is right for the city and the citizens of Schertz.
Ernie Evans stated he can't tell the school board how to do their
job. That is not his job on this Commission. His job on the
Commission is to protect the interest of the City of Schertz and
its citizens. This certainly says he is not to take on a tax
liability or cost issue for this City, which happens to be with
transportation and roads. If the public needs to be aware or if we
need to ask the school board if safety as an issue was looked at
for the school, then that may be our prerogative to deal with the
issue of safety. This will put the school board in a position to
address the issue of safety. But our issue is still the fact that
the school in its current location, with which we have no problems
as a Commission, we see the same growth pattern as they see. Our
problem is we don't have a methodology to support it in terms of
transportation. In terms of telling them how to do their job we
tried to tell them they need to go do their homework and help us
help them. This is the key ingredient. If they are unwilling to
be a partner in the development in this City and this community,
then it is a moot discussion. We cannot tell them what to do nor
can they tell us what to do. We need not get too mutually involved
in the controversial issues. Our only concern is the safety.
Steve Simonson stated the Tax Increment Financing group which
controls the money for the widening of Schertz Parkway would like
to have some input or advice. Maybe to have a member of the P & z
sit down and talk with them about what we foresee for the road.
The reason this came up is, originally when the TIF was established
all of Schertz Parkway was zoned general business. They took it
upon themselves to make their plans for the road based upon General
Business for the entire length. They have since seen us rezone

several large tracts to residential. We sent them a plan
concerning the changing of the road from five lane to three lane
with the hiking and biking amenities on it. What he is being asked
by their staff liaison, Mark Marquez, is if it is possible for a
member of the P & Z Commission to sit down and meet with them to
explore some of these issues? Maybe at a later time to have a
joint meeting, but at this time if someone from P & Z could do it.
Steve felt it would be better if a Commissioner could do it rather
than Steve because he would become like a pingpong, "tell the P &
Z" "go tell the TIF" etc. They meet once a month usually on Monday
evening.
Ernie Evans stated he would be glad to do it.
Merwin Willman commented that they are correct. We have rezoned
three large tracts to residential. Are we going to be continuing
to do this or leave it the way it is now? There were a couple
members of the council that felt P & Z was giving up to much of the
business land to residential. Schertz Parkway has been here for
eight years and there hasn't been one business to go in this area.
Steve Simonson stated all the area north of 13th row will stay
general business. Being very honest, most all of the area between
Maske Road and north is the only prime residential land left. We
have 14 miles of general business on IH 35. There also is general
business to the south of the City.
Steve Simonson stated HEB has put bids out. There is word on the
street right now, we may see some dirt moving in about a week.

seconded the motion, which carried with a unanimous vote.
Chairwoman Pia Jarman adjourned the meeting at 9:00 p.m.
