10-22-1996 . . . e e PLANNING AND ZONING MINUTES The Schertz Planning and Zoning Commission convened in regular session on Tuesday, October 22, 1996 at 7:00 p.m. in the Municipal Complex Bob Andrews Conference Room, 1400 Schertz Parkway, SChertz, Texas. CITY MANAGER DENISE GRANGER, PLANNING SECRETARY OTHERS PRESENT Sam Bledsoe, MBC Engineers Barry Sanditen, Forest Ridge John Caldwell, 17051 N IH 35 t 1 CALL TO ORDER Chairman Ernie Evans called the October 22, 1996 regular meeting to order at 7:00 p.m. #2 APPROVAL OF MINUTES: Regular Session October 8, 1996. David Richmond said Schertz on page 10 top move the word tabling The tablinq motion made to delete the word Council after City of paragraph. Also in the second paragraph to to the beginning of the sentence to read; at the Auqust 27 meeting..... Pia Jarman moved to approve the Regular Session minutes of October 8, 1996 as corrected. Keith Van Dine seconded the motion which carried with a unanimous vote. #3 STATUS OF FINAL PLATS: Chairman Ernie Evans stated there was one mylar signed in the month of October: it was Woodland Oaks Village. #4 CITIZENS' INPUT OTHER THAN AGENDA ITEMS: There were none. e e . '5 CONSIDER AND TAKE APPROPRIATE ACTION: Request from John Caldwell, to Rezone 17051 N HI 35 Approximately 370' from GB (General Business) to M-1 (Manufacture District Light). (ZC #137-96) Steve Simonson stated as shown in the plan provided they are requesting the current M-1 zoning be moved approximately 370' into the front of the property (GB). The rest of the property is M-1. The reason for the request is that there is a large retail truck tire center going in. At some point they want to be able to do tire recapping on the property. They are aware of all the environmental conditions that have to be met according to the state of Texas Clean Air Act. They have a facility in Austin at this time. Pia Jarman stated there is a dividing line showing GB and M-l. From the GB point shown to IH 35 access road is 370'? Steve Simonson stated it is 380' from the access road to the GB. What they are requesting is to move the M-1 encroaching 370' into GB. From the ROW the GB is 750' deep, which makes the request moving the M-1 to 370' within the 750' of the front of the property. . Gary Wallace asked if this property is immediately adjacent to the industrial area? Steve Simonson stated no it is not. There is a space between this property and the industrial area but there is raw land all around it. Steve Simonson stated this is the industrial part of the city and this is why Mr. Caldwell was asked to come to request a zoning change on this property. The company may at some time wish to have a recapping facility. They are well aware of the environmental requirements, having an office in Austin. This is going to be a large retail tire center for commercial use trucks. This is perfectly legal in the GB zoning that is there now. To allow for the potential for a recapping facility is the reason for the rezoning request. Pia Jarman read from the UDC Article 3.3 General Business District: which is "Intended to provide suitable areas for the development of non-residential establishments that are generally oriented toward serving the overall needs of the entire community. These businesses are usually located on appropriately designed and attractively landscaped sites and along principal transportation corridors". What is meant by generally oriented toward serving "the overall needs of the entire community" vs commercial community? . Pia Jarman read from the UDC Article 3.4 Manufacturing District Light (M-l). This district is intended "to provide a suitable area for the development of light industrial, assembly and manufacturing, warehouse and distribution facilities. These facilities should not emit dust, odor, smoke, gas or fumes, or any -2- e e . other hazardous elements, which are detectable beyond the boundary of the property". This property is across the street from HEB and behind HEB there is going to be a gated community with a greenbelt. Steve Simonson stated this property is considerably away from the HEB. Merwin Willman stated this is across the highway from HEB and is not close enough to create a problem. David Richmond asked what type of process is used in recapping tires? . John Caldwell stated the recapping would be on a limited amount of tires, typically using one or two chambers per day. A chamber holds 23 tires which are 18 wheeler tires which are buffed, a process in which they actually take a blade process that creates shreds of tires that are about the size of a pencil eraser which are taken up through a shute into a dust collector outside the facility. There is a pre-mold process with a tread that is glued onto the tire and tire casing and then put into an oven at 300 degrees for two hours. Any possible emissions that is regulated by the Federal Government would be the actual tire dust with the average particle size being that of an eraser. The venting of the chamber is scrubbed when the baking process is finished. This is a very limited production, in relationship to any other type of manufacturing type of process. It is also something that the firm is not considering immediately but would like to know if they can do this in the future. David Richmond asked about the smell emanated while the tires are in the chamber process for the two hours. John Caldwell stated the only odor that would be detected would be on the premise, if they are buffing tires. If you were standing in an area of adjoining neighbors' properties you would not notice it. Inside the facility during the process you would be able to smell some tire dust. John Caldwell mentioned that he has an office at one of the Firestone facilities, you do notice it during the day when the chambers are at work inside the facility. Merwin Willman asked if Mr. Caldwell owns the property. John Caldwell stated he does not own the property but he represents Mr. Wagner who owns the property, and the two men are partners on other properties. Mr. Caldwell is the engineering and contracting firm working for Mr. Wagner on this job. Mr. Wagner has just purchased the property. . Merwin Willman mentioned it is very hard to talk about a project without a name to identify it. John Caldwell stated the tenant will be Firestone. They hope to be in by January 1. They are relocating the regional center from San -3- e e . Antonio. Merwin Willman stated he noticed that there are two wells on this property. Are these wells going to be capped? John Caldwell stated the well that is in the rear of the property is in use at this time. Mr. Wagner is looking into paying the impact fees to put a one inch meter in to be able to convert over to City water. Gary Wallace moved to recommend to City Council to schedule for public hearings the request submitted by John Caldwell, to rezone 17051 N IH 35 approximately 370' from GB (General Business) to M-1 (Manufacture District Light). Tony Moreno seconded the motion which carried as follows: AYES: Ernie Evans, David Richmond, Merwin Willman, Gary Wallace, Keith Van Dine, and. Tony Moreno. NAYS: Pia Jarman. .6 CONSIDER AND TAKE APPROPRIATE ACTION: Engineers, Master Plan Subdivision. (PC #284-96) Request from of Forest MBC Ridge . Steve Simonson stated that the master plan is being presented before the preliminary plat, Unit 1, which is required by the ordinance. This master plan has incorporated the second gated entrance as required in the rezoning of the property, to Wiederstein Road in the back of the property. It does show the large lots behind Deer Haven; also showing Wiederstein coming out to the property line on FM 3009. This is brought to the Commission for consideration. Gary Wallace asked what would happen to Wiederstein Road and will it go to FM 3009? Steve Simonson stated Wiederstein Road would be built according to what was approved, when the back section by Deer Haven is developed. Barry Sanditen stated he has been in communication with the Barshop Group and Barry has a letter signed from the group stating that they will work with Mr. Sandi ten and the City of Schertz. Barry Sanditen apologized for not having the letter available. Barshop is willing to sell it, option it or convey it as part of their plat when Barshop decides to do something. At this time Barshop has no particular plan for this frontage property. This land was not purchased by Barry but Barshop did say they would work with Barry in whatever comes up at the time of the development. Barry Sandi ten stated he will make the letter from Barshop available to the Commission. . Pia Jarman asked since this is a gated community where will the fencing be located? -4- e e . Barry Sandi ten stated the fencing would be located on the property line along the back of the houses shown as lots going to the greenbelt and proposed extension of Wiederstein. Ernie Evans reiterated that the fence would then run all down the back side of the property that is in the main before the power line and before the greenbelt along lines. Barry Sanditen stated this to be correct. the way section the power Barry Sanditen stated the south part of the property by the power lines is all open and this area is going to be dedicated to the City and made available to the public. Except for the area that jogs up into the subdivision. Barry Sandi ten stated he had requested the City of Schertz to forego any parkland dedication fees in lieu of the green area dedication. This is about 17 acres total of green area. . Steve Simonson stated at the time this was discussed we did not know if this area would be in or out of the gated section. If the greenbelt is dedicated but retained by the HOA it is half reduction of parkland fees. In this case they are dedicating it to the public. The question to the Commission is, is this sufficient for the parkland dedication fee? The requirement is one acre for every 133 homes, so the requirement for 399 homes would be three (3) acres. Mr. Sanditen is giving the City 17 acres of greenbelt for the development. Part of it is in the power line but part of it is not. Gary Wallace asked what type of restrictions do the power lines pose for use of the land? Steve Simonson stated it is considerable. This is an easement maintained by the power line people. However, in talking to LCRA, they are willing to work with us on this. If we want hiking, biking trails underneath the power lines, LCRA will work with us. The area that is not underneath the power lines is for us to develop as we see fit. Ernie Evans stated if the numbers on the plat are correct there is 112.5 feet of property between the easement and where their fence is going to be, along the south side of those homes. Barry Sandi ten stated he would like to see a limited amount of development in the area not under the power lines as he is trying to preserve the trees as much as possible. Towards the south end where Wiederstein Road comes in, there is more flexibility. In putting things near the houses Barry hoped it would not be offensive to the occupants. . Steve Simonson stated what we are basically talking about is the P & Z Commission is working on a comprehensive plan at time and would like to see hiking and biking trails in this which would be compatible use in the area. -5- that this area e e . Pia Jarman asked what type of structure would the fencing be, either masonry, or wrought iron? Barry Sandi ten stated the type of fencing would probably be some type of wooden fencing. Pia Jarman stated she thought the fencing had to be either masonry or wrought iron for a gated community. This is what is stated in the UDC which was passed. Merwin Willman asked if this subdivision was started before the UDC was passed? If this is true, then they would follow the old ordinance. Barry Sandi ten stated if they had to put a masonry or wrought iron fence around this entire subdivision this would create a problem because of the size. He could do wrought iron in certain areas but not the whole perimeter. Tony Moreno stated the documentation for the project does not necessarily have to be the master plan. They are bound to follow the ordinance in place, when they started the development process. Ernie Evans stated at times we have addressed preliminary plats and other times we have addressed master plans that have been discussed at the table, but they are relevant to one but not the other. . Tony Moreno stated that when the plans are discussed it is in the abstract. Ernie Evans stated in a rezoning issue, the only item discussed is the rezoning. The statement of a master plan is not submitted until it is submitted, which should be after a public hearing. Steve Simonson stated the traditional ruling is whenever you start your project defining whether it is a master plan etc. Once the application is submitted you are bound by those regulations that are in effect at that time. This is two sided so that the City doesn't change the game in the middle of the road, or someone else. Ernie Evans stated this is true, but the gated communities coming into the City, were given a copy of the proposed UDC. Steve Simonson stated this is correct. They had to follow all the requirements of the HOA maintenance agreement, and all the other legal documents that were in there. They were told the masonry wall was in the UCD. But this was up to whenever they started, just like the other gated subdivisions that have come in. Steve Simonson stated he can seek a legal answer on this if the Commission so wishes. Ernie Evans communities stated that the bottom line to him is that the should adhere to what is in the UDC. At this gated time . Ernie stated he is watching Carolina Crossing putting wood fencing in between stone posts. It does not look good and this does not seem to be a gated community. When he visits someone in a gated -6- . . . e e community in San Antonio they are in fact gated with wrought iron, stone, brick which encompasses the entire subdivision. This, therefore, makes it a gated community. Inter mixing wood does not make it a permanent fence. The next person that comes in for a gated community and does not want to put in a permanent structure around the community, Ernie will not be in favor of such a community nor to rezone for such development. The ordinance was set in place to keep that property looking different. Gary Wallace mentioned the next person will not have this option because of the UDC. Merwin Willman stated at the time these gated communities started all we had was a proposed regulation covering this. From Merwin's understanding, the developers putting in requests for gated communities stated they would comply with this proposed ordinance. Steve Simonson stated they agreed to comply with everything but the fencing: along Schertz Parkway or FM 3009 which would be masonary and all other areas to be a mix of wood and stone. Pia Jarman asked if there are only two of the gated communities that fall into the grandfather clause? Steve Simonson stated all four of the gated communities that we have fall into the grandfather clause. Pia Jarman stated she agrees with what Ernie said. If fencing is wood it is the same as the backyards of any existing subdivision which have already put up privacy fencing. It does not set a gated community apart from the looks of existing subdivisions. Steve Simonson stated he is not arguing with anyone. It is the interpretation he has perceived from the past, but he will get with the legal counsel tomorrow, and ask for an interpretation of this for the Commission i.e. to what extent a development, started before the passage of the UDC, is bound to its requirements. Merwin Willman asked how could they interpret something that wasn't there at the time? Merwin understood that when we got started with the gated communities, the way the UDC was written up wasn't all approved, but Steve gave it to the developers for their information and that they would comply with it. Steve Simonson stated we have the HOA, budget, and maintenance agreements. We had all of the documentation that the Commission requested in our hands, before plats were recorded for each one of the gated communities. These documents are in our office, City Secretary's office, and the Public Works office. Merwin Willman asked if these were the only items that they agreed to comply with on the proposed ordinance. Steve Simonson stated "yes". The only other item in the gated community was the masonry or wrought iron fencing all the way around. This is the only item that none of them agreed to at that time. Everything else was -7- . . . e e agreed to. None of this was binding, but as was mentioned at previous meeting, the developers agreed that the HOA! budget, maintenance agreement would be taken care of, which includes fencing. a and the Merwin Willman stated the actual fencing was not what is in the ordinance that was not agreed to. In other words the developers would follow the old ordinance for fencing of masonry on the main arteries, with wooden fencing around the rest of the subdivision. Steve Simonson stated this was his understanding. Ernie Evans stated this was not presented back to him in this way though. Barry Sandi ten stated if he had to start allover tonight, he would not have pushed so hard for a PUD as in his opinion this tract of land is too big to be able to put masonry fencing around the entire subdivision. There is a big difference in cost between wood and masonry or wrought iron. Along the major artery Barry is willing to put masonry and along the park there could be columns with wood in between. As far as wrought iron, the people in Deer Haven, at the public hearing, stated they did not want wrought iron. The only wrought iron Barry is willing to put in would be at the entry points with full masonry along the front. Ernie Evans asked if the second gated entry as noted on the plat emergency egress is also an entrance in and out? Barry Sandi ten stated at this time it is shown as a secondary full access but this may change quite a bit, by making it bigger as there will be a major street coming in there. For platting purposes it is shown only as a second access. It was agreed to by City Council to provide an access for Unit 1. Trying to preserve trees, it is hard to do so. There will be a number of points where a, temporary break away access could be located as the subdivision is d,eveloped. Councilman Ken Greenwald stated what council agreed to was as each unit is developed, somewhere along the power line, one of the lots would be used as an emergency exit. As the next unit was platted the line would move up. David Richmond stated on the long entry way coming in, identified on the preliminary plat, labeled Forest Parkway, but the 350' section coming from FM 3009 across the Barshop property: Is it developer's intention to have masonry fencing on both sides of that road? Barry Sandi ten stated there will be two divided sections with the gated access being started and about 350' behind starting the masonry fencing. Merwin Willman asked for clarification on the fencing. Barry will be able to put masonry fencing along FM 3009, with the rest of the subdivision being wood. Barry Sanditen stated this to be correct. -8- . . . e e Steve Simonson stated the Commission may want to see what Spain tells us about the interpretation. This is only preliminary plat. If the answer is different, the issue can reopened and discussed before the final plat. Mike the be Pia Jarman question if the approval of the master plan will not be contingent upon anything. Tony Moreno stated it can be readdressed later. Steve Simonson stated it can be approved contingent upon any changes by our legal counsel. If our legal counsel does not change anything it can stay as is. Keith Van Dine stated that Steve said before the UDC went into effect, the developers agreed to about four things with one of them being the maintaining of the fencing. Steve Simonson stated part of the agreement on the UDC on the maintenance agreement, that each one of the developers signed with the City, is that they are responsible for the maintenance of the fence in a timely manner. If it should warp, fall down or go bad, regardless of the type of fence it is, it would be fixed. This was a request added to the maintenance agreement by City Council. Steve Simonson stated Mr. Sanditen started his project like the other gated communities before the UDC was approved. Mr. Sandi ten like the other developers of the gated communities had said they would comply with the four items. There are three gated communities under construction and recorded, and on all of them, the documentation that they agreed to, is on file, i.Deluding the new maintenance agreement that has the new statement about the fencing. Keith Van Dine stated the projects were started before the UDC was approved, but they all agreed to the other stipulati.ons, so we should go forth with what Mr. Sandi ten is proposing because you cannot require an "after the fact". The UDC was approved after Mr. Sanditen started his project. Steve Simonson agreed. Tony Moreno moved to approve the request submit. tT.ed by MBC Engineers, for the Master Plan for Forest Ridge Subdivision, contingent upon any changes received from legal counsel. Keith Van Dine seconded the motion which carried with a unanimous vote. '7 CONSIDER AND TAKE APPROPRIATE ACTION: Request from Engineers, Preliminary Plat Forest Ridge 1. (PC #285-96) MBC Unit Steve Simonson stated there are several items that need to be corrected: the street names, the two lots facing the frontage of Forest Ridge subdivision on FM 3009, the owners' names are required. On all the previous plats that we have on gated subdivisions we r~quested that there be a set aside showing what the entrance will look like. The two streets that will need different names will be Stone Creek Drive, and Chestnut Run. On -9- e e . block 3 unit 1 off FM 3009, there is a 16' sanitary sewer easement between this and the actual property line, there is an open area which will need to be named. If this is not going to be part of the plat it needs to be identified. Sam Bledsoe stated this is going to be a drainage easement of 20'. The development and HEB are trying to work something out in this area. Ernie Evans asked if the front gate design has been established. Barry Sandi ten stated they have approximate location and distances with widths, but no profile, just location design. Ernie Evans asked if they would be providing a U-turn for the area and how will the gate be controlled? Barry Sandi ten stated the U-turn will be provided, and there will be a key pad entry way with dual lanes. In other words if someone is stuck at the gate, there will be another lane to pass and proceed into the subdivision. Steve Simonson stated there is a new ordinance being passed on the gated communities for entry by emergency personnel. Ernie Evans questioned the green space inside the gate on Forest Parkway. Barry Sanditen stated this is a buffer with landscaping, there is no purpose for it, as such. . Gary Wallace asked about block 4 having the 10' drainage easement between lots 15 and 16 that seems to come out on the gated section. Sam down There carry to the Bledsoe stated this is a concrete channel as the street runs hill and picks up water and takes it down to this point. will be a concrete channel about one and half feet high to the water out of the subdivision onto the street to run down culvert. Ernie Evans mentioned the water from HEB will also be coming down this way. Sam Bledsoe stated HEB is taking all of their water out with an underground type of culvert. Ernie Evans stated on the master plan and preliminary plat it not show any islands. If someone were to drive into subdivision, with the plat that was submitted you would think were driving into an area with only streets and no islands in streets. does this you the Steve Simonson stated any islands in a maintained by the HOA as they are in an designated by lot and block number. gateri community existing common is area . David Richmond asked if we agree not to require this design in a private street regardless, if they are trees, or islands. This plat does not show the islands, so the plat is indicating a street -10- . . . e e which may be called a common street private u.se e.J:'ea" but it indicates to him the same context, as he would view this piece of property, if it were in a public housing area that it is a street and doesn't delineate the fact that there are islands. The trees are irrelevant for the piece of land that is not driveable. if the islands are in there, and decided by the engineers where the islands will be, David does not have a problem with them being portrayed on the plat because when the final plat is filed for someone to look at, it will show how it was initially constructed with the roads and the islands indicated. If we are making such a fuss with the gate and all the notes to be indicated, the islands should be just as significant. Steve Simonson stated the construction plans which are given to the fire department, public works department, and our engineer, still have to meet all of the requirements of the subdivision ordinance, and infrastructure specifications. It does not matter if they are under construction, they still have to be built by city standards. Until all of the required departments sign off on the construction plans, construction cannot begin on any subdivision. Merwin Willman stated there is a subdivision ordinance in the UDC on what has to be on a plat. If the Commission is 9oin9 to start changing the rules every time a plat comes in, you are going to defeat your purpose. If there are specific items that should be shown on the map, then the ordinance should be amended. We cannot require something to be put on the plat that is not required officially in the UDC. Merwin Willman stated in looking over the plat, it 1.S not showing block 1. Pia Jarman raised a point of order, requesting acknowledge show of hands and give the floor to the whose hand is up first. that chair Commissioner Pia Jarman preliminary Engineers; corrections having obtained the floor, moved plat for Forest Ridge Unit 1 such approval to be contingent on final plat: to approve the submitted by MBC upon the following 1. Owners names of adjacent properties. 2. The gate design information. 3. Change names of streets Stone Creek and Chestnut Run. 4. The space between the existing 16' sanitary sewer easement and along block 3 , unit : to be iden~ified. 5. Block numbers to be consistently ref l<::lcted. 6. Maintenance of common areas to be refl~;ct.ed in notes. Tony Moreno seconded the motion which carried with a unanimous vote. -11- . . . e e f8 DISCUSSION: Traffic Management Ordinance. Steve Simonson stated as the Commission requested, San Antonio sent us a copy of their ordinance on traffic management. Steve apologized for not having the AACOG study but they lNere unable to send it. It should be here by the next meeting. The traffic management ordinance will help to add a very good adjunct to this ordinance. It lays out what kind of traffic study and \'IThat type of perimeter you use for a traffic study. In using both of the documents to make up our own will be very good. The book that the Commission had requested has not been located at this time. Merwin Willman stated that ordinance and would prefer to gets the chance to review available can be obtained. he has a few questions about this table this for a while unLil everyone it and all the information that is Steve Simonson stated this is the reason he was hoping to have the AACOG study to answer any questions. What San Antonio has put together in their ordinance is what the developers nave to follow. The AACOG study is a very good study and would have something to add to the ordinance and the City of Schertz could have their own document. David Richmond suggested that we wait until we have the information and then put this discussion item on the next for further discussion. AACOG agenda #9 GENERAL DISCUSSION: Tonv Moreno: Tony Moreno stated he has no comments. Keith Van Dine: Keith Van Dine asked Steve if a Mr. Parks has been in for a permit to put a mobile home behind his property. It s.eems to be awfully close to the other one and it may be an office. Steve stated he does not know but he will check into it. Keith Van Dine mentioned there is another new one going where the one that burnt down was but this is not the one. It is the one beside this one. There is another one in the area that looks as if it has been stopped. Gary Wallace: Gary Wallace stated he has no comments. Pia Jarman: Pia Jarman stated she has no comments. -12- e e 4It Merwin Willman: Merwin Willman asked Steve if he has heard anything from Cliff Johnson on his development of the mobile home park. Steve stated he has not heard anything at this time. Merwin mentioned that this was approved by the P & Z on the 16th of July and he only has six months to submit a plat. Steve stated this is correct and if we do not receive anything the request will be for\varded to the P & Z on the first meeting in February. Mewin Willman stated at the last meeting we received some information on rules and procedures on selecting a new member. This needs to be on the agenda and approved so it can be put into the P & Z procedures. Pia Jarman stated in the ordinance it simply mentions the Commission is to screen, select and recommend a new ffi(9mber to the City Council. It does not specify how to do it. This will need to be in the P & Z in house procedures for future reference. Ernie Evans stated we need to put it on the agenda for the next meeting. What Ernie has read he likes and this needs to be a part of the rules and procedures. . Merwin Willman stated we received a copy of an ordinance on access to gated communi ties. Merwin would like to propose 'chat we make reference to this ordinance in the UDC. For exampl,e in Section 6 paragraph 6.3.4 add a paragraph A for restricted entrance access with reference to the ordinance. Ernie Evans agreed with Merwin and also stated he would like to see a change in this same section of the ordinance to specify the distance of a turn lane at the front of the gated community. Merwin mentioned with these changes we have talked abou.t we need to write them down and have a list so we can get the chanqes made. If we don't, the changes will only be talked about and forgotten. David Richmond: David Richmond asked if in the newest Greenshire Unit 6, the islands were presented in the construction plans snowing them. Steve stated he would have to look into this. David stated this is imperative that we get the islands designated as co~non areas on the construction drawings. One of the islands on the lC-Op in Unit 6 is a massive island. There are no trees just an islanu and it does not have any sprinkler system in it. David Richmond mentioned he has seen surveyors up at the Randolph Brooks site. Any news? Steve stated that they are extremely close to being done with the engineering and platting studies at this time. There was a gentleman in our office the other day finalizing information. . David Richmond mentioned that HEB activity is looking- cood. -13- e e . Councilman Ken Greenwald: Councilman Ken Greenwald stated for those Commissioners who didn't attend the Business Appreciation Dinner, one Co;nmissioner (who shall remain nameless) walked off with a half a dozen prizes Ernie Evans won the best prize: a shop wet/dry vac, two c3.kes. "He needed to borrow a truck to take everything home. I'c was a good time". Ernie agreed. Steve Simonson: Steve Simonson stated there were two speakers at the dinner: A John Kelly talked about street construction. Jim Shaw was the second speaker from the Corridor Council talking about growth. Mr. Shaw quoted a statement that in the next 10 to 15 years the San Antonio-Austin Corridor will be like the Dallas/Ft. Harth Corridor with approximately 4.5 million people by that time, Mr. Shaw stated we are way behind the power curve as there are 6 major thoroughfares in the states loop between Ft. Worth and Dallas. The City of San Antonio has one, IH 35. Very hard work is being done for SR 130 from Georgetown bypass to become a reality down to Seguin. Part of the SR 130 will also be a bypass which will partly be a toll road to go around Georgetown, and Austin back to 1H 35, south of Austin. Steve sontinued that there are all kinds of things happening up there. "You all have seen '(tV'hat is happening in our City right now. It doesn't take a leap of faith 1:,0 tell what will be happening in the next 10 years along this corridor." . Councilman Ken Greenwald stated the population number for this area is very low.
