08-08-2007 AGENDAPlanning & Zoning August 8, 2007 Page 1 of 3 PLANNING AND ZONING COMMISSION MUNICIPAL COMPLEX – COUNCIL CHAMBERS 1400 SCHERTZ PARKWAY, SCHERTZ, TEXAS 78154 AGENDA Wednesday, August 8, 2007 at 6:30p.m. After determining that a quorum is present, the Planning and Zoning Commission of the City of Schertz, Texas will convene into a Regular Meeting on Wednesday, August 8, 2007 at 6:30 p.m. in the City Council Chambers, 1400 Schertz Parkway, Building #4, Schertz, Texas at which the following items will be considered: 1. CALL TO ORDER /ROLL CALL 2. CITIZEN COMMENTS Citizen comments on items other than those listed on this agenda. 3. CONSENT AGENDA: Each of these items has been reviewed for conformance to city ordinances and standards, is recommended for approval by the staff, and approval thereof will be strictly on the basis of staff recommendations. Approval of the Consent Agenda authorizes the Planning and Zoning Director to proceed with each item in accordance with staff recommendations. The Planning and Zoning? Commission has received background information and has had an opportunity to review these items prior to consideration. Listed below are non-public hearing applications and other items to be approved within the Consent Agenda. This list is provided on the Consent Agenda to allow Planning and Zoning Commissioners the opportunity to discuss or withdraw an item for individual consideration prior to approval of the Consent Agenda. If no items are individually considered, the Consent Agenda will be approved with one motion. If an item is individually considered, the item will be discussed as the first item following approval of the remaining Consent Agenda and will require separate motion and action. The Commission is asked to consider and act upon the following requests: A. PC2007-050 Consider and act upon a request for approval of a final plat of Old Wiederstein Road. This 16.667± acre tract establishes the right-of-way for Old Wiederstein Road from IH-35 south approximately 2,700 feet, then east to FM 1103. 4. PUBLIC HEARINGS: The Planning and Zoning Commission will hold a public hearing related to zone change requests within this agenda. The public hearing will be opened to receive a report from staff, the applicant, the adjoining property owners affected by the applicant’s request, and any other interested persons. Upon completion, the public hearing will be closed. The Commission will discuss and consider the application, and may request additional information from staff or the applicant, if required. After deliberation, the Commission is asked to consider and act upon the following requests and make a recommendation to the City Council if necessary. A. ZC2007-011 Hold a public hearing and consider and act upon a request to zone 5.403± acres from Garden Home Dwelling District (R-5) to General Business (GB). The tract is situated out of the T. Herrera Survey, No. 68, Abstract 153, Guadalupe County, Schertz, Texas. Planning & Zoning August 8, 2007 Page 2 of 3 The property is generally located at the northwest corner of Schertz Parkway and Live Oak Road. 5. ITEMS FOR INDIVIDUAL CONSIDERATION: Items for individual consideration are those, which do not require a public hearing, generally require design related review by staff and which may require conditions for approval. Among others, items such as development specific site plans and variances applying to an overall development are considered under this agenda if they are not tied to a zoning action. Such items, where related applications by the same applicant are included, will be heard together within the Public Hearing Agenda for the purpose of clarity and review. The Commission is asked to consider and act upon the following requests: A. PC2007-065 Consider and act upon a request for approval of a master plan for Meadow Creek Subdivision. This 28.35± acre tract contains 85 single-family residential lots within 7 blocks and is located approximately one-half mile east east of the intersection of FM-1518 on Maske Road. The property is zoned Single-Family Dwelling District-2 (R-2). B. PC2007-067 Consider and act upon a request for preliminary plat for Lot 1, Block 1 of the SCUCISD FM-1518 Middle School Subdivision. This 36.544 ± acre tract is located on FM-1518 north of Lower Seguin Road. This property is currently zoned Pre-Development District (PD). C. PC2007-064 Consider and act upon a request for approval of a preliminary plat for Lot 21 and 22, Block 1 of the Presto Nova Schertz Subdivision. This 3.344± acre tract is located at the Intersection of FM-78 and FM-3009. The property is zoned General Business District (GB). D. PC2007-062 Consider and act upon a request for approval of a site plan for Lot 50, Block 4 Forest Ridge Commercial. This 4.723± acre tract is located on the Northwest corner of FM-3009 and Wiederstein Road. The property is zoned Neighborhood Services District (NS). E. PC2007-063 Consider and act upon a request for approval of a site plan for Lot 1, Block 1 Hubertus Retail /Walgreens. This 7.847± acre tract is located on the southwest corner of IH 35 and FM 1103.
