TSAC 03-06-2008 TRANSPORTATION SAFETY ADVISORY COMMISSION MINUTES March 6, 2008 The Transportation Safety Advisory Commission (TSAC) convened on March 6,2008 at 5:30pm in the Council Chambers Workshop Conference Room, 1400 Schertz Parkway Bldg 4, Schertz, Texas. 1. Call to order at 5:30 p.m. Members present: Andy Bores-Chairman Patricia Ramirez - Vice Chairman Tracy Bean Larry Franklin Max Hernandez Mary Spence Bill Bowers Christopher Coronado David Scagliola Sam Willoughby, Public Works Director Members not present: Ronald White Stephen Bish Steve Starr, Police Chief 2. Introduction of TSAC members 3. Hearing of residents. Kevin Mardis - Item #7 Joe Toffola - Item #5 Robert Brockman - FM 3009 and FM 78 - accident on 3/5/2008, Police not wearing safety vests. 4. Approval of Minutes Motion to Accept February minutes - Tracy Bean Second: Larry Franklin -All Ayes- 5. Discussion and possible action regarding bicycle path on Savannah Drive. Larry Franklin, TSAC Member and resident studied the area over a period of days. Noticed that bicycles are not utilizing the bike lane but rather the sidewalk. Crossing guard parking vehicle in street and blocking traffic flow. Sam Willoughby reported that bids are out for Savannah and will see if cost to create walking trail and remove bike lane is applicable. Motion to close - Larry Franklin 2nd - Tracy Bean -All Ayes- 6. Discussion and possible action regarding making changes and corrections to TSAC Bylaws regarding term limits, removal from board and general changes regarding bylaws. TSAC members reviewed and discussed corrections and changes. Changes to be made to bylaws by recording secretary. 7. Review and discussion of traffic study on Charleston in the Northcliffe Subdivision. Sam Willoughby reviewed traffic study results. Does not warrant speed bumps. Requesting more police patrol in area. Motion to Close - Larry Franklin 2nd - Tracy Bean -All Ayes- 8. Discussion and possible action to move TSAC meeting location from Council Chamber Conference Room to Old Council Chambers (court room) in City Hall to allow for more room. Discussed pros and cons and decided not to move meeting from current location. Closed per Andy Bores - Chairman 9. City Council Update Mr. Scagliola briefed commission members regarding city council's current issues. 10. General discussion by commission members.
