TSAC 10-04-2007 TRANSPORTATION SAFETY ADVISORY COMMISSION MINUTES October 4, 2007 The Transportation Safety Advisory Commission (TSAC) Convened on Thursday October 4, 2007 at 6:30pm in the Council Chambers Workshop Conference Room, 1400 Schertz Parkway Bldg 4, Schertz, Texas. 1. Call to order at 6:30 p.m. Members not present: Patricia Ramirez - Vice Chairman Christopher Coronado Members present: Andy Bores-Chairman Joseph Ward Tracy Bean Stephen Bish Max Hernandez Ronald White, Sr. Larry Franklin David Scagliola Sam Willoughby, Public Works Director Steve Starr, Police Chief 2. Introduction of TSAC members 3. Hearing of residents. Ralph Hogue had some concerns regarding flooding and speeding issues in the Kramer Farms subdivision. Mr. Hogue had a petition signed by the residents that live in Kramer Farms Subdivision. Andy Bores, TSAC member has the petition and this topic will be researched and put on the November agenda. A.K. Grove-with Mr. Hogue. Rudy Burgos had a concern with the dark section of Woodland Oaks Drive between Woodbridge Way and Schertz Parkway. Mr. Burgos wanted to know if a security light could be installed. Steve Bish, TSAC member will research this topic. This item will be put on the November agenda. Robert Brockman wanted to know if the speed-limit could be lowered from 40mph to 30mph on Live Oak Road. Andy Bores, TSAC member will look into this topic, and will add it to the November agenda. Mr. Brockman said that there is not a school zone sign posted as you exit out of the Sycamore Creek Apartments. Sam Willoughby will look into this topic and it will be put on the November agenda. 4. Approval of Minutes Motion to Accept August & September minutes - Tracy Bean Second: Ronald White -All Ayes- 5. Discussion and possible action regarding traffic issues on Savannah Drive by Paschal Elementary. Larry Franklin, TSAC member said that there has been a problem with motorist making u-turns on Savannah Dr. in front of Paschal Elementary. Steve Starr invited school district police department. The school district police were not able to attend the meeting. This item is tabled for now. No action taken at this time. 6. Discussion and possible action regarding traffic issues on FM 3009 by the Wal-Mart entrance. Andy Bores said that the delineators installed at the Wal-Mart entrance are a safety hazard. Sam Willoughby that TxDot has some upgrade plans for FM 3009 in the future. This item will be on the November agenda. No action taken at this time. 7. Discussion and possible action regarding traffic issues on FM 3009 between Greenfield Village and Silvertree Subdivisions. David Scagliola talked about a rezoning request by a developer. Sam Willoughby said that TxDot will do a traffic study in this area and the results should be back in approximately 60 days. This item will be added to the November agenda. No action taken at this time. 8. Discussion and possible action regarding missing bike lane ramp on Woodland Oaks Drive and Schertz Parkway. Tracy Bean expressed her concern about the missing bike lane ramp. Larry Franklin and Andy Bores will research this item. Findings will be discussed in November. No action taken at this time. 9. Discussion regarding prohibition of left turns onto FM 3009 from Greenfield Village area during the AM and PM rush hour traffic. This item will be combined with item number 7 on the November agenda. No action taken at this time 10. Discussion and possible action regarding article in Schertz Tales. Brad Bailey will be doing an article per Don Taylor. Steve Starr will submit TSAC reminder of the month each month to Brad for publication. Permanent agenda item - no action required. 11. City Council Update David Scagliola briefed the commission on the ongoing issues being discussed by City Council. Permanent agenda item - no action required. 12. General discussion items by Commission Members for inclusion on next month's agenda or items for Public Works Director information and action.
