EXCERPT FROM THE MINUTES OF THE CITY COUNCIL MEETING OF
DECEMBER 2~ 1965
On this the 28th day of December, 1965, the City Council
of the city of Schertz, Texas convened in Regular Session with
the following members present, to-wit: Roy W. Richard, Mayor;
Sam Perryman, Alderman; ottomar Schertz, Alderman~ Raymond Koym,
Alderman~ Malford Koch, Alderman~ and Edgar J. Marx, Alderman,
the above comprising the Mayor and all of the Aldermen of the City
of Schertz, Texas and none being absent. This constituting a
quorum, the meeting was called to order by the Mayor and among
other proceedings, the following was had: The Mayor read the
Resolution and Alderman Raymond Koym moved that it be adopted.
The motion was seconded by Alderman Malford C. Koch and the motion
carried for the adoption of the Resolution unanimously with the
following vote: Ayes: Mayor Richard, Aldermen Perryman, Schertz,
Koym, Koch and Marx. Noes: None. The Resolution as adopted
is as follows:

A RESOLUTION
AUTHORIZING AND APPROVING THE SUBMISSION OF
THE WORKABLE PROGRAM FOR COMMUNITY IMPROVEMENT
OF THE CITY OF SCHERTZ TO THE U. S. DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT.
WHEREAS, the City of Schertz has contracted for the
preparation of a comprehensive plan with Federal assistance for
the master development of the City of Schertz as a whole~ and
WHEREAS, said plan includes projected land use plans,
street and thoroughfare plans, community facilities and public
improvement programs for the City of Schert,z; and
WHEREAS, in addition to said planning measures, the
City has undertaken the preparation of regulatory measures such
as building codes and zoning ordinances in order to implement its
comprehensive plan for community development~ and
WHEREAS, the City of Schertz is undertaking programs of
Urban Renewal within said City which include comprehensive planning,
establishments of codes and ordinances, neighborhood analysis,
financing and relocation of displaced families and other means of
preventing and eliminating slum and blight within said City~ and
WHEREAS, the City of Schertz has authorized the prepara-
tion of a workable program for community improvement, to encompass
all of the aforementioned goals and activities for the planning
and implementation of the master planning of the said City of Schertz~
and
WHEREAS, the City of Schertz is seeking Federal assistance
in connection with its programs for community improvement and the
filing of a workable program with the Department of Housing and
Urban Development isa prerequisite to qualification for any federally-
assisted programs concerning Urban Development~ now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ:
1. The Mayor is hereby authorized to submit to the United
States Department of Housing and Urban Development the Workable
Program for community improvement prepared by the City of Schertz
for approval.
2. PASSED AND APPROVED this ~day of December, 1965.

full and correct copy of a Resolution adopted by the City Council
of the City of Schertz, Texas and of the Minutes pertaining thereto
on the 28th day of December, 1965, which Resolution authorized the
submission of the workable program for community improvement of the
City of Schertz to the united States Department of Housing and
Urban Development.
