RESOLUTION CONCERNING HEALTH SERVICE AREA
DESIGNATION IN THE ALAMO AREA COUNCIL OF
GOVERNMENTS REGION
WHEREAS, the City of Schertz is a member of the Alamo
Area Council of Governments; and,
WHEREAS, the Alamo Area Council of Governments is a
voluntary association of local governments under Article lOllm
of Vernons Annotated Civil Statutes for the purpose of regional
comprehensive planning for the counties of Atascosa, Bandera,
Bexar, Comal, Frio, Gillespie, Guadalupe, Karnes, Kendall, Kerr,
Medina and Wilson; and
WHEREAS, the Alamo Area Council of Governments has
functioned as an Areawide Comprehensive Health Planning Agency
under Section l34(b) of the Public Health Service Act since its
designation in 1969; and,
WHEREAS, there has evolved an effective health planning
process as part of the comprehensive regional planning effort;
and,
WHEREAS, Section 1512 of the National Health Planning
and Resources Development Act of 1974 provides that the Alamo
Area Council of Governments is an eligible applicant for condi-
tional Designation as a Health Systems Agency so long as the
geographic area which is designated as the Health Service Area
under Section 1511 is identical to the existing planning area
of the Council; and,
WHEREAS, the addition or deletion of one or more counties
render the Council an ineligible applicant and cause unnecessary
disruption to the health planning process; and,
WHEREAS, the continuation of health planning under the
auspices of the Alamo Area Council of Governments will provide
for a progressive transition for health planning under the Act
while preserving public accountability through the continued
involvement of local government; and,
WHEREAS, the existing region meets all health service
area designation criteria as stipulated in Section 1511 of the
Act;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SCHERTZ, TEXAS, that the City of Schertz desires for continued
involvement of local government in health planning and urges the
Governor of the State of Texas to designate the existing region
of the Alamo Area Council of Governments as a Health Service
Area in the excercise of his prerogatives for Health Service
Area Designation under Section 1511 of the National Health Plan-
ning and Resources Development Act of 1974. Further, that the
Governor state a preference for the designation of the Alamo
Area Council of Governments as a Health Systems Agency under
Sections 1512 and 1515 of the ACT.
