A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS THAT THE CITY OF SCHERTZ ENTER INTO A CONTRACT WITH THE OFFICE OF TRAFFIC SAFETY TO CONTINUE A SELECTIVE TRAFFIC ENFORCEMENT PROGRAM WHEREAS, the State of Texas through the Office of Traffic Safety, State Department of Highways and Public Transportation, is offering to cities in the state the implementation and operation of a Selective Traffic Enforcement Program for cities; and WHEREAS, the City of Schertz is desirous of taking advantage of said program and that there is a need for this program in this city; NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SCHERTZ, TEXAS: That the City of Schertz, Texas enter into a contract with the Office of Traffic Safety, State Department of Highways and Public Transportation to continue a Selective Traffic Enforcement Program for the City of Schertz, Texas; and that a copy of this resolution be sent to Mr. James L. Develop and submit an Operational plan, defining high accident location areas, day of week and time of day most accidents are occurring, and determing causal factors. B. Schedule One (1) regular officer to work STEP on a full time basis for the duration of the contract period. C. Provide the equipment necessary to carry out the activity of th~ Selective Traffic Enforcement Program, except that the City shall not be required to furnish a Breathalyzer and Simulator. D. Submit to the responsible manager of the Office of Traffic Safety, State Department of Highways and Public Transportation, three copies of the quarterly ,Project Claim and Periodic Report, using the forms and procedures illustrated in Attachment 4. Such quarterly Project Claim and Periodic Report is to be submitted within thirty days following the end of each quarter. E. Submit to the responsible manager of the Office,:of Traffic Safety, State Department of Highways and Pub lic Transportation, three copies of the monthly Technical Report, using the forms and procedures illustrated in Attachment 5. F. Submit final written program assessmen~ithin thrrty days after completion of program. G. Make program adjustments as deemed necessary from statistical and narrative assessment by Director. II. The Office of Traffic Safety, State' Department of Highways, and Public Transportation will; A. Reimburse the City of Schertz for 100% of all funds expen'ded, for the cost of using one (I) officer fulltime, the fringe benefits, (limited to those, benefits authorized by City Policy to be paid on fulltime salaries), -vehicle mileage expense, ,cour time expense. The City of Schertz will b~ar all other costs. . B. Provide coordination of Breathalyzer Dperator Training, as well as coordination of access ~o Breathalyzer instruments within BexarCounty Municipalities and Chemist supervision of the use of the Breathalyzer instruments.
