PLANNING AND ZONING MINUTES AUGUST 13, 2002 The Schertz Planning and Zoning Commission convened in regular session on August 13,2002 at 7:00pm in the Municipal Complex at the Bob Andrews Conference Room, 1400 Schertz Parkway, Schertz, Texas. Call to Order: Vice-Chairman Evans called the meeting to order at 7:00 p.m. .2. 3. Approval of Minutes: There are none at this time. Status of Final Plats: Valvoline plat is ready to be recorded. 4. BOA Actions: The Board of Adjustment will meet on August 26, 2002 5. Citizens' Input Other than Agenda Items: There was no citizen input. 6. Consider and make recommendations: On zoning and rezoning various areas in the City. Vice-Chairman Evans stated these changes need to be acted upon soon: . . IH 35 removal of the M-l just under IH 35 next to the HEB. . NS to GB located above Mobile Villa frontage. . Live Oak Hills at off Schertz Parkway to Pinto and O'Dell from GB to NS. . Savannah Elementary PUB. . Across from the school on Schertz Parkway from GB to NS. . Across from Jonas Woods Change to NS nearest to Maske Road. . At the intersection of Elbel and FM 3009 down to FM 78 was rezoned 1/3 facing Elbel should be GB. The lower section facing FM 78 should be R-4. . Next to the Guadalupe Annex office on Elbel and FM 3009 should be changed from R-l to NS. . FM 1518S south ofthe creek, north ofFM 1518 right-of-way should be changed from GB to PD. This area is not safe for development. . The undeveloped portion of Pecan Grove should be changed from GB to PD. Planning & Zoning Minutes August 13, 2002 Page I of3 . The northeast corner of Borgfeld Rd. and FM 3009 should be changed from GB to NS. . The tract ofland near Silvertree Subdivision facing FM 3009 should be changed from GB to NS. . There was some discussion of having already changed five zonings from GB to NS, and how this may affect the business growth for the city. . Remove the zoning of the M-l at Corridor Loop and recommend removal of the PUD and change them to GB. . The RV storage of North cliffe to PD since this is private. . The Ridge at Scenic Hill to R-5. . Proposed water storage tank to PUB at Freeway Manor. . Green Valley Road Church to PUD on FM 3009. . Ware Seguin Road water tower and pump station should be PUB. . Change accident potential zones (APZ's) to PD. . Councilman Greenwald stated that we need to look at the GB on IH 35 frontage and M-l area. Also need to look at IH 10 for the same reason. 7. Consider and make recommendation: On an annexation strategy for the city. Councilman Greenwald stated that Council has met to discuss Rittiman Addition. This area has been brought up to County standards and they have been added to our water and sewer, it's time to look into annexation of the property. . The three infills at FM 482 and IH 35 area need to get things rolling on this and submitted to council. . . Rittiman Addition is highest priority. . Lakewood Acres in Bexar County will be dedicated to the city after final buyout. . Lost Meadows can be picked up without Lakewood Acres. . Negotiate with Garden Ridge to square off city. . South ofIH 35 between Northcliffe and Eckhardt Road. 8. Items by Commissioners and City Planner: Mr. Wallace asked about the signs at Diamond Shamrock next to Abel's Diner on the north side ofIH 35. The sign has panels missing and on the south side, it advertises a business that closed two years ago. There is another sign on the IH 35 frontage for IH 35 Storage that is an off premise sign that is not in compliance with our UDC. He spoke to a few of the residents in the Wynn Brook Subdivision who do not have trees planted on their lots. He wanted to know if anything is being done on this issue. Ms. Nichols explained that a letter has been sent out to the builder, developer, and a courtesy copy to the Building Official in regards to resolving the issue. Councilman Greenwald spoke about the focus groups at the Community Forum. He spoke of some of the things that the community would like to see in our future. . Planning & Zoning Minutes August 13,2002 Page 2 of 3 . . l Mr. Evans in the memo that was distributed to the Commissioners, stated that they need to understand that it is not professional to criticize city staff. Mr. Van Dine stated that he does not feel that questioning an issue that the city staff should be taking care of is unprofessional. Mr. Evans explained that signs are an issue, however, the Inspection Department is understaffed, and they are working hard to keep up with all the new construction in the city. Therefore, there is no need to speak on an issue for 15 minutes explaining why the Inspection Department should be taking care of things they do not have time for right now. 9.
